Anthropic announced expanded applications for its Cyber Verification Program (CVP) on October 6, 2026, and released Claude Haiku 5.5 on October 7. They serve different needs: CVP is a tiered, application-based access route for qualifying security professionals, while Haiku 5.5 is a small model aimed at high-volume, cost-sensitive and latency-sensitive workloads. Anthropic has not quantified Haiku 5.5’s savings in the cited release material, so “cheaper” should not be read as a specific price cut.

What Anthropic announced

The two announcements are related to Anthropic’s work on cybersecurity and AI, but they are separate offerings. CVP addresses access for vetted defensive security work that may run into general safeguards. Haiku 5.5 is a model choice for teams weighing workload volume, response speed, capability and current operating costs.

How the Cyber Verification Program works

Anthropic describes CVP as gated access, not a general relaxation of safeguards for all Claude users. Security professionals submit one application; Anthropic says it will verify applicants and request evidence of the security controls required for the tier they seek. The company describes three access tiers, so applicants should match the requested level to the nature of their work and the controls they can demonstrate.

Anthropic frames the program around the dual-use nature of cybersecurity: “Cybersecurity is inherently dual use: the same capabilities that enable a security team to find and fix a vulnerability can also help a malicious actor exploit it.” The statement appears in Anthropic’s October 6 announcement and is not attributed there to a named individual. Who should consider applying?

The stated audience is qualifying security professionals doing legitimate defensive work. The announcement does not establish that every applicant or organization will qualify. Eligibility is determined through Anthropic’s verification process, and the required proof depends on the requested tier. Where CVP is available

Anthropic named three access routes: the Claude Platform, Google Cloud Vertex AI and Microsoft Foundry. Availability through these platforms does not establish that every feature or term is identical across them; consult the relevant current platform documentation before planning a deployment.

What Haiku 5.5 is—and what “cheaper” establishes

Anthropic’s October 7 release notes describe Haiku 5.5 as the cheapest, fastest and most capable small model it had released at that time. That is Anthropic’s characterization, not an independently established comparison. Its model documentation presents Haiku 5.5 for high-volume and latency-sensitive workloads, while the launch framing also emphasizes cost-sensitive tasks. The cited official material does not provide a current price table or substantiate a particular percentage reduction versus Haiku 4.5 or another model. To decide whether Haiku 5.5 is actually less expensive for your workload, compare the current official input, output and cached-token rates for the models and platform you use; the release description alone is not enough to calculate savings.

When Haiku 5.5 may fit

  • High volume: Many requests make per-token cost an important part of the choice.
  • Low latency: Response speed is a priority for the application.
  • Cost-sensitive tasks: You need a small model and can verify that its current price and capabilities fit the work.

Those are positioning criteria, not a guarantee that Haiku 5.5 will be cheaper or faster for every task, provider route or comparison model.

How to choose between the two announcements

CVP and Haiku 5.5 answer different questions, so neither substitutes for the other. Consider CVP if your defensive security work is being blocked and you can apply for a tier whose controls you meet. Consider Haiku 5.5 if you are selecting a model for workloads where volume, latency and current token prices matter.

  • For CVP: Assess eligibility, the relevant tier, required security controls and your intended platform route.
  • For Haiku 5.5: Assess workload volume, latency needs, task capability and current input/output or cached-token prices against alternatives.

What Anthropic says about vulnerability findings

Anthropic reported 5,500 additional verified software vulnerabilities found through its own open-source scanning efforts between April and October 2026. The company did not say that CVP participants found all 5,500. Separately, Anthropic described its reported impact on third-party code as a lower bound, based on partial data from 33 partner reports and open-source partnerships.
