Android’s Photo Picker gives apps a system-built way to let people choose photos or videos without granting the app access to the entire media library. Its newer embedded experience can bring that selection flow inside an app, while eligible cloud providers can make remote media available too. That is useful for developers building attachment or upload features—and could reduce the need for some gallery apps’ selection interfaces. It does not replace the broader organizing, editing, and management features a gallery app may offer, and there is no evidence here that it has caused measurable market harm.
How does Android Photo Picker work?
The standard Photo Picker is a system-managed interface an app launches when a user needs to choose images or videos. It presents a browsable library, with recent media sorted newest first. The user selects items, and the app receives access to those selections rather than automatic access to the whole library. Eligible cloud media providers can also expose remote items in the picker.
Android recommends the ACTION_PICK_IMAGES API for image and video selection. Its API reference says, “ACTION_PICK_IMAGES is now the recommended option for images and videos, since it offers a better user experience.” The returned picker URIs support limited, read-only access. Android’s Activity Result contracts support one or multiple selections and can fall back to ACTION_OPEN_DOCUMENT when the picker is unavailable. Because the picker is maintained as a system component, its functionality can expand without an app changing its own picker code.

What is the embedded Photo Picker?
The embedded Photo Picker places selection within the calling app’s interface instead of opening a separate picker screen. The app remains active while the user selects or deselects items, and it can respond to selected URIs and keep its selection state synchronized. Android describes this as retaining the picker’s security model while making the experience more integrated.

As documented in current Android developer guidance, the embedded picker is supported on Android 14 (API 34) with SDK Extensions version 15 or higher. Android documents integrations for both Jetpack Compose and Views. Devices that do not meet that condition can use the classic picker or a Google Play services backport instead.
In a January 27, 2026 announcement, Android Developers Blog authors Roxanna Aliabadi Walker and Yacine Rezgui described a flow where people can view recent items and expand to explore a cloud library, including favorites, albums, and search when supported by the preferred provider. They called the embedded picker “a seamless and privacy-focused way for users to select photos and videos, right within your app’s interface.” Google Messages is their integration example; it does not establish broad third-party adoption.

How do the picker, embedded picker, and an app’s own gallery compare?

The choice depends on the app’s desired experience, device coverage, media sources, and need for control. Android describes building a custom picker as requiring substantial development and maintenance; the system picker is a practical option when the need is simply choosing media to attach or upload.
What does Android 14 Selected Photos Access mean for gallery apps?
Selected Photos Access is a permission mechanism for apps that maintain their own gallery surface; it is distinct from launching the system Photo Picker. For apps targeting API 34 or higher, Android’s media-permission changes require handling limited photo and video selection. Developers should account for READ_MEDIA_VISUAL_USER_SELECTED and must not assume that an app has full or permanently valid library access.

Apps with their own gallery should refresh media queries when they resume and treat access to selected items as temporary, since selected access can expire. Android recommends using the Photo Picker for selection flows. This shifts some permission and selection work away from apps that can use the system experience, while apps that need a custom gallery retain responsibility for its permission states and behavior.
Can Android Photo Picker show Google Photos or other cloud photos?
It can show remote media when an eligible cloud provider is available and active, but cloud access is not automatically available from every storage app. Android describes cloud-media integration as an OEM-nominated pilot, with only one cloud provider active per profile. The system can combine local and cloud results; the calling app receives read-only access to selected cloud content, and sensitive metadata is redacted by default.

Cloud providers also have implementation responsibilities: they need to supply interoperable media metadata and previews, avoid duplicates between local and cloud results, and meet eligibility requirements. Android’s Android 16 feature overview lists cloud search APIs but describes search as coming soon, so it should not be treated as universally available.
What could these features mean for app developers and gallery apps?
For apps that let users attach media
A system picker can save an app from creating and maintaining a separate selection interface, while limiting access to what the user chooses. The embedded version offers a more integrated presentation on supported devices. Developers should weigh that experience against compatibility coverage, cloud-media needs, and how much control the app requires.

For standalone gallery apps
A system component that handles selection, privacy, and—where available—cloud libraries could make a separate selection surface less necessary for some tasks. That is a plausible competitive pressure, not a measured finding. Gallery apps can still distinguish themselves through broader library management, organization, editing, and other features that go beyond selecting an attachment.
The official Android materials described here do not quantify picker adoption, user migration, gallery-app market share, or revenue effects. They support explaining how the feature could change the selection experience, not claiming that gallery apps have already lost users or business because of it.
Does Android require every app to use the Photo Picker?
No blanket platform mandate is established by the Android Apps Experience Program (AEP) guideline. Within its stated scope, the guideline says applicable apps should use the standard or embedded picker in the primary journey where a user selects media and should launch it for access to search and cloud-based assets. It also lists exceptions, including certain bulk-photo workflows, apps limited to their own private media, and potentially equivalent frameworks subject to contact with the program. That guidance should be read as an AEP guideline with scope and exceptions, not a universal requirement for all Android apps.
