No settlement was reported. At a meeting in New Delhi on 1 October 2026, Union Home Minister Amit Shah brought Odisha Chief Minister Mohan Charan Majhi and Chhattisgarh Chief Minister Vishnu Deo Sai together with Union Jal Shakti Minister C. R. Patil and officials. The meeting renewed efforts to address the Mahanadi water dispute; reports say both chief ministers presented their states’ positions, but do not describe a signed agreement or agreed water-sharing formula. (Hindustan Times; News On AIR)
What the 1 October meeting achieved—and what it did not
The meeting placed the two chief ministers in direct talks chaired by the Union Home Minister, with the Jal Shakti Minister and senior officials also present. Reporting describes discussion and presentation of state positions, not a concluded settlement. No verbatim statement from Amit Shah was available in the reports cited here, so the meeting should not be described as having produced a specific commitment by him.
The distinction matters: a high-level political meeting can support negotiations without deciding contested water allocations or ending a tribunal case. The available accounts establish renewed talks, not resolution of the dispute. (Hindustan Times; News On AIR)

Chhattisgarh called for a technical, mutually beneficial process
According to the Hindustan Times report, Sai advocated a fair and sustainable “win-win” outcome grounded in scientific assessment, transparency and dialogue, with the interests of farmers and people in both states protected. He also assured Odisha of cooperation to ensure smooth operation of Hirakud Dam. These are Chhattisgarh’s reported positions, not terms jointly accepted at the meeting. (Hindustan Times)

Odisha’s detailed October arguments were not reported
Odisha’s longstanding complaint is that upstream projects in Chhattisgarh affect water reaching downstream Odisha, particularly during lean or non-monsoon periods. The available account of the October meeting confirms that Majhi presented Odisha’s position, but does not provide a comparably detailed October statement of its arguments. It would therefore be inaccurate to imply that the report records a full side-by-side exchange of each state’s case.
After the 30 July talks, Majhi said Odisha remained committed to an “amicable, equitable and lasting resolution” through constructive dialogue, mutual cooperation and goodwill. That statement describes Odisha’s approach to negotiations; it does not establish agreement on specific flows or allocations. (Chief Minister of Odisha)

Why the talks matter: technical work is running alongside adjudication
The October meeting followed technical consultations already under way. The Ministry of Jal Shakti said a joint technical committee had reached consensus on several technical issues. An expanded committee chaired by the Central Water Commission chairman held its first meeting on 29 July 2026 to take up remaining matters. On 30 July, Patil chaired talks with both chief ministers, who committed to continuing technical consultations. The ministry presented dialogue, technical cooperation and mutual trust as its approach to an equitable settlement—not as proof that one had been reached. (Ministry of Jal Shakti, 30 July 2026)

This work has not been reported as replacing or concluding the tribunal process. Negotiation and adjudication are distinct tracks: technical committees can address shared factual or engineering questions, while the tribunal considers the dispute referred to it.

What is at issue in the Mahanadi water dispute?
The dispute concerns upstream use in Chhattisgarh and downstream flows into Odisha, including the timing and availability of water in lean or non-monsoon periods. The issues also touch on irrigation, drinking water, livelihoods, dam operations and how water conditions are measured. The cited official record does not provide comparable flow volumes, state allocations or a settled sharing formula.
Odisha’s contention that upstream projects reduce downstream flow is an allegation under adjudication, not an established finding in the material cited here. A 5 February 2026 Lok Sabha answer identified the alleged effect of six industrial barrages in the basin among the matters before the tribunal; it did not conclude that those structures caused a measured reduction. What remains unknown about the tribunal
The latest dated official procedural status established here is the Lok Sabha answer of 5 February 2026. It set out 49 hearings, ongoing cross-examination, no report submitted at that time and a deadline of on or before 13 April 2026. The available sources do not establish whether a report was later submitted, whether the deadline changed, or what the tribunal’s post-deadline status is. That gap is not evidence that the tribunal expired, was dissolved or stopped working.
