There is no clear universal winner. Amazon documents detailed controls for browsing history and recommendations, while Walmart and Target describe Global Privacy Control (GPC) opt-outs for certain advertising and data uses. eBay’s AdChoice offers a browser-level choice for customized ads. The best fit depends on which control you want, where you live, and whether you shop across multiple browsers or devices.
These are comparisons of the retailers’ published policies and settings—not independent audits of their systems. The discussion focuses on U.S. shoppers unless a regional difference is noted.
What does “more control” mean?
Shopping-data control is not one switch. A retailer may let you change recommendations without letting you erase purchase records, or let you opt out of certain targeted ads while continuing to show ads. Compare retailers across these separate questions:

- Ad personalization: Does the choice cover ads on the retailer’s site, partner sites, or both—and does it stop personalization or ads altogether?
- Persistence: Is the preference attached to your account, a browser, or a device? Will it survive clearing cookies?
- Data rights: Can you request access, correction, deletion, or opt-outs under the laws that apply where you live?
- Trade-offs: Does a setting affect shopping features, require identity verification, or need to be repeated?
Because these controls do different jobs, a single privacy score would obscure the practical differences.

Which retailer is strongest for browsing history and recommendations?
Amazon’s U.S. notice is the most explicit of these four about managing recommendations and browsing history, including removing an item from recommendation use. That makes it the clearest documented choice if your main goal is to adjust how Amazon uses shopping activity to shape recommendations. It does not mean you can erase every record of shopping activity through those controls.
Amazon also distinguishes account controls from browsing without account linkage: it says shoppers can sign out and block cookies to avoid linking browsing history to an account. That is not a guarantee against all tracking, and blocking cookies can interfere with basic shopping functions.

Which retailer offers more choice over personalized ads?
All four retailers describe some form of advertising preference, but the scope differs. Amazon’s notice describes personalized-ad preferences and explains that advertising identifiers and some measurement information may be shared with ad companies. Walmart and Target describe opt-outs that can apply to specified targeted-advertising uses, including GPC in applicable circumstances. eBay’s AdChoice is specifically about customized ads on eBay and partner websites.
An opt-out generally does not mean ads disappear. Walmart says opted-out shoppers may still see ads that are not interest-based; eBay says ads continue but are not customized to the shopper’s eBay activity. Treat each setting as a limit on specified personalization or data use, not an ad blocker.

What GPC does—and what it does not do
Global Privacy Control is a browser signal that can communicate an opt-out request where a retailer and applicable privacy rules recognize it. Walmart and Target say they honor GPC for specified opt-outs. The effect is not identical everywhere: it depends on the retailer’s stated scope, the shopper’s location, and whether the shopper is signed in.
Walmart says an unsigned-in GPC request applies to the browser sending the signal, while a logged-in request can extend to the account. Its notice also says processing opt-outs for other held data may take up to 15 days. A GPC signal is not a universal request to erase purchase history or close an account.

How to choose and apply the controls that matter to you
- For less-personalized Amazon recommendations: Use the recommendation and browsing-history controls in your Amazon account. Review the settings there for the specific history or recommendation change you want.
- For fewer tailored ads: Open each retailer’s advertising-preference choice. Where supported and applicable, enable GPC in your browser as well; it is a separate signal and does not replace checking the retailer’s stated options.
- If you use several browsers or devices: Verify the choice on each one. Browser-based preferences may not carry across devices, and clearing cookies can remove some saved opt-outs.
- For a copy, correction, or deletion of data: Use the retailer’s privacy request route and check the rights and eligibility that apply in your jurisdiction. These requests are separate from changing ad personalization.
Why location changes the answer
Privacy rights and interfaces vary by jurisdiction. Amazon’s 2026 compliance report describes consent settings in the Data & Privacy section of account settings on EU Amazon Store domains and in the mobile shopping app. It says choices are timestamped and propagated across relevant Amazon systems.
