Amazon says it will add more than $1 billion to community investments over the next five years in U.S. communities where it operates data centers. AWS CEO Matt Garman also said the company no longer uses nondisclosure agreements with government agencies it works with on its projects. The pledge and the NDA statement are company announcements; neither, by itself, verifies how much funding communities will receive or makes every project detail public.

What Amazon announced

Amazon calls its new framework Built Together. It says the initiative will add more than $1 billion over five years to its existing community work, with communities helping choose local priorities. The stated geographic scope is U.S. communities where Amazon operates data centers, not every community in which Amazon does business. Amazon’s announcement describes three investment areas: education and workforce pathways, energy affordability and water solutions, and flexible funding for local priorities.

Amazon separately says it contributed more than $1 billion to U.S. communities with a meaningful data-center presence during the preceding three years. That is a retrospective company-reported figure, distinct from the new five-year commitment; the announcement does not establish that the earlier amount was distributed under Built Together.

What communities could receive

Education and workforce training

Amazon says it plans to connect more than 300,000 students in data-center communities to free degree access over five years. Its proposed pathways include community-college certificates and associate degrees, alongside hands-on training for fields such as electrical work, HVAC, fiber optics, IT, healthcare, education, public safety, and advanced manufacturing. Amazon says it will cover costs remaining after other financial aid. The student figure is an estimate for access, not a count of people who have completed degrees.

Energy-efficiency and water-related projects

The company describes grants and partnerships for energy-affordability and water solutions. Potential energy-efficiency work could include upgrades to schools, public buildings, and homes—examples Amazon gives include heat pumps, HVAC systems, insulation, water heaters, batteries, and solar installations. These are examples of possible program-supported projects, not guaranteed upgrades or grants for an individual household.

Amazon’s five-year targets include upgrades for more than 300 schools and community buildings and over 30,000 homes. It estimates the household work could save about $700 per home each year. These are company targets and projected savings, not independently verified completed upgrades or measured household results.

Flexible local funding

Amazon says local nonprofits, community foundations, county officials, and residents will help determine how flexible funds are used. Its examples of potential priorities include roads, parks, fire equipment, affordable housing, food security, school improvements, disaster preparation, and community events. The announcement does not specify a uniform grant amount or establish that every listed project will be funded in every community.

What the NDA statement covers—and what it does not

On Oct. 2, 2026, AWS CEO Matt Garman wrote: “We no longer use nondisclosure agreements with the government agencies we work with on our projects.” Amazon’s post also says it holds open houses and shares plans as early as possible.

The wording is limited to government agencies Amazon works with on its projects. It should not be read as a promise that every project agreement is public, every government body has access to all project information, or confidentiality arrangements with contractors and other third parties have ended. Nor does the statement establish that all project details—including ownership structures or development names—are now transparent.

Why local transparency questions remain

The announcement comes amid debate over how communities learn about data-center proposals and their potential local effects. A 2026 Senate committee letter cited University of Mary Washington researchers who found that 25 of 31 local governments in identifiable data-center localities in Virginia were operating under NDAs. That is a Virginia-specific finding with a defined denominator, not a nationwide estimate. The committee letter gives the finding and its context.

Data Center Dynamics reported that Garman’s post did not address the use of opaque project codenames or shell companies, and reported that AWS had been asked whether those practices would continue. The coverage does not establish the company’s answer, so those matters remain unresolved in that reporting. Data Center Dynamics’ coverage discusses the transparency questions.

The distinction matters: ending a category of agreements with certain public agencies may improve information-sharing, but it does not settle what residents can see, when they see it, or how project impacts are disclosed. Amazon’s announcement sets out its policy position and investment plans; independent verification of delivery and broader project transparency are separate questions.
