If your goal is neighborhood security without routine, searchable plate collection, switching to another automated license plate reader (ALPR) vendor may not solve the privacy concern. Start by deciding what needs protection and what information is truly necessary. For a specific home, building, or entrance, conventional cameras, lighting, access control, and locally recorded video may be narrower options. If a community still wants ALPR capability, it should compare the rules and settings governing collection, retention, searches, sharing, audits, and public oversight—not just vendor names.
What counts as an alternative to Flock Safety?
There are three different choices that are often grouped together as “alternatives,” but they do not do the same job:
- Another ALPR provider keeps automated plate-reading and search capability, while changing the vendor. The ACLU identifies Motorola/Vigilant and Axon as major competitors and also mentions Rekor. That is not, by itself, evidence that any of them is more privacy-preserving in a particular deployment.
- Conventional video cameras record a broader view of people and activity. They can provide context around a property or shared entrance, but are not a like-for-like replacement for a neighborhood-wide searchable plate database.
- Non-camera measures and governance address security through measures such as lighting, access control, resident procedures, and clear rules for any technology the community does use.
Flock’s own FAQ distinguishes conventional cameras, which record people and overall context, from its ALPR cameras, which focus still images on vehicles and plates. A conventional camera could incidentally capture a plate within its view; the distinction is that it is not necessarily designed to automatically read and search plates.
Compare the options by purpose and capability

Can you get ALPR that scans only after a violation?
That kind of event-triggered system may sound like a compromise, but availability should not be assumed. In a City of Alexandria Police Department response updated October 1, 2026, the department said: “Current research has not identified a readily available ALPR technology that operates in precisely that manner.” The city said it was continuing to evaluate technologies and approaches against its operational, privacy, and governance requirements. This is a local government’s assessment, not a nationwide inventory of every product.

The city also reported 20,914 LPR queries by the Alexandria Police Department from August 1, 2025 through August 31, 2026. That is a dated usage count; it does not show how many crimes were prevented, arrests were caused, or how effective the system was.
What should residents ask before approving an ALPR system?
Ask for answers in writing and compare them with the proposed contract, system configuration, and local policy. A vendor’s published controls are not a substitute for confirming what the local agency or HOA has actually enabled and how it is enforced.

- What is collected? Ask whether the system stores plate reads, vehicle attributes, still images, full-motion video, or other information—and whether collection includes areas beyond the stated security need.
- Who can view or search data? Ask which roles have access, what purposes are permitted, whether every access is logged, and who independently reviews those logs.
- How long is information retained? Get the retention period from the local contract and configuration, including narrow, explicit exceptions. Flock’s FAQ states that its data is ordinarily deleted after seven days, while noting that law or local requirements may set a different period. Treat that as a vendor-published general statement, not proof of the retention settings in a particular deployment.
- Is data shared outside the community? Identify any participating agencies or networks, whether sharing is opt-in, what agreements govern it, and whether residents can inspect those agreements. Flock’s trust materials describe agency sharing as something agencies can opt into; that does not establish any particular local configuration.
- What oversight and remedy exist? Ask who can audit compliance, what public reports are issued, how a resident can raise a complaint, and who has authority to suspend or end the program.
- Can a narrower measure meet the need? Ask whether lighting, access controls, a camera aimed only at a particular property, or a community safety practice would address the problem without routine plate collection.
When property-focused video is the better fit
For a home, small business, or defined shared entrance, a wired PoE camera system with a local network video recorder (NVR) is one practical option to investigate. It can keep video recording focused on a property and record locally, depending on the equipment and configuration. It does not recreate neighborhood-wide ALPR coverage or a cross-location plate-search capability.
Before choosing a system, check the actual camera field of view, whether recording leaves the premises, how long footage is kept, who can access it remotely, and whether audio recording or analytics are active. Local recording does not automatically mean limited access or short retention; those depend on setup and policy. Avoid aiming cameras into private spaces or covering more public area than the security purpose requires.

How to make a lower-surveillance decision
- Write down the security problem. Specify the place and event the community wants to address—for example, unauthorized entry at a shared gate—rather than starting from a particular product.
- Choose the least expansive measure that fits. Compare physical measures and property-focused video with ALPR. If considering a new vendor, evaluate the actual local deployment rather than assuming the product’s name determines its privacy impact.
- Set enforceable rules before installation. Put permitted uses, authorized roles, retention periods, sharing limits, audit responsibilities, and deletion requirements in policy and contract terms.
- Make oversight visible. Define how residents can see the governing policy and reports, request review, submit complaints, and participate in renewal or termination decisions.
- Review whether the program remains necessary. Set a review date and use documented evidence about the program’s purpose and operation. Do not treat search volume alone as proof that the system improves safety.
