Investigators can use CCTV and other video, witness or victim accounts, scene and forensic evidence, manual canvassing, and legally accessible records when automated license plate readers (ALPRs)—also called ANPR in the UK—are not used or are not suitable. The right option depends on the question: identifying a vehicle, establishing whether it was at a place, testing an account, or tracing movement. These methods can be used alongside one another; available guidance does not establish a universally best substitute or rank them by effectiveness.
Start with the question the evidence needs to answer
“Was or could a vehicle have been used?” is one question investigators may consider, according to the College of Policing. It is not the same as asking who drove, whether a particular person was present, or whether a vehicle followed a particular route. Different evidence sources answer different parts of those questions.
- Identify a vehicle: Look for readable registration details, distinctive vehicle features, or a reliable account. A partial or unclear image may narrow possibilities without establishing a registration.
- Establish presence at a location or time: A camera, witness, or relevant record may place a vehicle there, subject to the source’s accuracy and limitations.
- Identify the driver or occupants: A vehicle sighting alone does not reliably establish who was inside. Seek evidence that actually depicts or otherwise connects a person to the vehicle.
- Test a timeline or account: Compare accounts with available footage, records, and other independently obtained evidence.
- Reconstruct movement: Multiple time-stamped observations may help trace movement, but isolated cameras or witnesses provide only limited coverage.
These are investigative leads, not automatic conclusions. The College of Policing’s ANPR guidance says identification should not replace other enquiries or officer discretion.

| Evidence source | Questions it may help answer | Important limits |
|---|---|---|
| CCTV and other video | Whether a vehicle or person appears at a covered location; movement near a scene; whether an account fits recorded events. | Coverage may be incomplete. Image quality, compression, playback, camera angle, and timing affect what can be identified. A vehicle image may not identify its driver. |
| Witness and victim accounts | What someone observed, including vehicle features, direction of travel, occupants, time, and context. | Recollection can be mistaken or incomplete. Record accounts carefully and corroborate them. Showing third-party images before a formal identification procedure can have significant implications. |
| Scene and forensic evidence | Possible links among people, objects, and places through physical evidence, scene photographs, fingerprints, DNA, or other examinations. | What can be recovered depends on the case and material available. These methods do not inherently provide a vehicle’s route or a network of sightings. |
| Manual canvassing and targeted inquiries | Whether nearby residents, businesses, or property managers observed a relevant vehicle or hold time-bounded footage. | Coverage depends on where inquiries are made and what people or cameras captured. It takes staff time and does not create systematic network-wide vehicle coverage. |
| Relevant records and other passive data | Potentially relevant activity or connections reflected in telephone billing, financial, or other records collected for non-investigative purposes. | Access requires a lawful basis and case relevance. Investigators must consider how using information affects evidence handling, disclosure, and interview strategy. |
CCTV and other video
The College of Policing says CCTV can help verify witness, victim, or suspect accounts and trace movements to and from a scene. Potential sources include public, commercial, residential, or in-vehicle cameras, where access is lawful. Footage can be useful even when it cannot identify a registration: it may show timing, direction, or whether an account is consistent with events.
Video is only as informative as its coverage and quality. Compression, playback, camera placement, lighting, and the angle of view can affect interpretation. If footage may be relevant, identifying and preserving it promptly matters: the initial response may be the first opportunity to obtain material before it is unavailable.
Witness and victim accounts
Ask what the person saw, where and when they saw it, which direction it travelled, what vehicle features stood out, and whether they could see occupants. Preserve the account before showing the witness images from other sources. The College of Policing cautions that exposing someone to third-party images before a formal identification procedure can have significant implications.

An account can guide inquiries, but it should not be treated as a certain vehicle or person identification without appropriate corroboration. Memory, viewing conditions, and the time between an event and an account can affect what a witness can reliably report.
Scene and forensic evidence
Physical evidence and forensic examination can connect people, objects, and places without relying on a vehicle-movement database. Depending on the case, investigators may consider scene photographs, fingerprints, DNA, and other forensic material. These are case-dependent investigative lines, not guaranteed replacements for vehicle-sighting information.
Manual canvassing and records
Door-to-door inquiries and targeted requests to businesses or property managers can focus on a particular area and time window. They may identify witnesses or locate footage without collecting movement data across a broader automated network. Their reach depends on the inquiry’s scope and what was recorded, and canvassing requires staff time.

Investigators may also seek relevant telephone billing, financial, or other records, subject to applicable law and case relevance. The College of Policing describes passive data generators as automated systems that collect information for purposes unrelated to a criminal investigation but may be accessed by investigators. How information is sequenced can matter: using it in a particular way may compromise an interview strategy. A record that is available is not automatically lawful to obtain or appropriate to use.
What ALPR adds—and what it does not establish
ALPR/ANPR systems systematically capture and search vehicle sightings, a capability ordinary CCTV and interviews do not provide across a network. The College of Policing says ANPR can potentially help even when investigators do not know vehicle details in advance. A read can provide a time-and-location lead for a vehicle, but it does not by itself establish who was driving or prove involvement in a crime.
A 2014 applied research report from the U.S. Office of Justice Programs describes portable and fixed readers comparing captured plates with official hotlists, generating alerts and vehicle photographs, and allowing data storage and later analysis. It also notes privacy concerns that led agencies to set sharing and retention policies, as well as installation, maintenance, repair, and compatibility needs. These are system trade-offs, not evidence that ALPR is more effective than the alternatives.

The College of Policing advises that ANPR may be considered with crime and incident data, intelligence, CCTV, and DNA to inform investigative direction or lines of enquiry. Vehicle identification should not replace other enquiries or officer discretion.
How to choose and combine evidence sources
- Define the proposition. Be specific about whether the inquiry concerns a vehicle, driver, location, timeline, route, or account. Avoid treating evidence of one proposition as proof of another.
- Identify likely sources and coverage. Check whether cameras, witnesses, records, or scene evidence could address the proposition and whether they cover the relevant place and time. Do not assume a camera or record exists simply because it would be useful.
- Preserve time-sensitive material. Identify potentially relevant footage and take appropriate steps to preserve it promptly. Record where material came from and how it was handled.
- Check quality and specificity. Ask what the evidence actually depicts or records, how reliable its timing and identification are, and what uncertainty remains. A vehicle sighting may establish neither the driver’s identity nor a complete route.
- Corroborate independently. Compare sources that can test one another rather than allowing a single lead to stand in for proof. Preserve witness accounts before exposure to other images where formal identification safeguards may be relevant.
- Confirm authority and handling requirements. Check local rules for access, consent or other legal authority, retention, audit, disclosure, and permitted use before obtaining or relying on footage or records.
For each option, practical questions include its fit to the case, coverage, timeliness, evidentiary quality, need for corroboration, access authority, privacy impact, retention, and staff or equipment burden. The guidance cited here does not provide a head-to-head effectiveness ranking or measured crime-solving rates for these methods.

Automated collection can record the movements of people who are not suspected of wrongdoing, making collection scope, sharing, retention, and secondary use important considerations. Rules differ by jurisdiction; a retention period in one system is not a general rule for other police databases or countries.
For the UK national ANPR system, version 3.5 of the Home Office standards, dated July 2026, specifies deletion of national records 12 months after capture and local component records 90 days after capture. The standards describe exceptions for material retained under criminal procedure disclosure provisions or similar Scottish procedures. They also define an ANPR read as a vehicle registration mark associated with time and location and require location accuracy of 10 metres for a read under those standards. These figures apply to the specified UK system, not universally.
Ontario’s Information and Privacy Commissioner published updated police ALPR guidance on December 16, 2024. Its page says the guidance is under review following Bill 97 amendments to public-sector access and privacy laws, including amendments in force in 2026 and further amendments scheduled for January 1, 2027. Ontario-specific legal requirements should therefore be checked against current law and regulator guidance rather than assumed from the 2024 page alone.
