Armenian national Hambardzum Minasyan was extradited to the United States on March 23, 2026, and appeared in federal court in Austin the next day, according to the U.S. Department of Justice (DOJ). He faces a three-count indictment alleging a role in the RedLine infostealer operation. The charges are allegations, not findings of guilt; Minasyan is presumed innocent unless prosecutors prove the charges beyond a reasonable doubt.

What happened in the Minasyan case?

The DOJ announced the indictment on March 25, 2026. Its release says Minasyan made an initial appearance in an Austin federal court on March 24, following his extradition on March 23. The announcement does not identify the country from which he was extradited. DOJ announcement

The indictment alleges that Minasyan conspired with others to develop and administer RedLine. Prosecutors say the group maintained command-and-control servers and administrative panels, enabled affiliates to deploy the malware, collected payments, and responded to actual or prospective affiliates. The DOJ also says the indictment alleges that Minasyan:

  • Registered two virtual private servers and two internet domains.
  • Created file-sharing repositories used to distribute RedLine to affiliates.
  • Registered a cryptocurrency account in November 2021 to receive affiliate payments.

These are allegations in the indictment, not adjudicated facts. The DOJ named Assistant U.S. Attorney Kirk Mangels as prosecutor. It said the FBI Austin Cyber Task Force was investigating with participation from NCIS, IRS Criminal Investigation, the Defense Criminal Investigative Service, Army Criminal Investigation Division, and other agencies. The DOJ’s Office of International Affairs secured the arrest and extradition and assisted the investigation.

What charges does Minasyan face?

The DOJ says the three-count indictment charges Minasyan with:

  • Conspiracy to commit access device fraud.
  • Conspiracy to violate the Computer Fraud and Abuse Act (CFAA).
  • Conspiracy to commit money laundering.

The DOJ release lists maximum penalties of up to 10 years for the access-device-fraud count and up to 20 years for each of the other two counts if Minasyan is convicted. These are statutory maximums stated in the release, not a forecast of a sentence. The DOJ says a federal district court judge would determine any sentence after considering the Sentencing Guidelines and applicable statutory factors.

The DOJ’s announcement states: “An indictment/criminal complaint is merely an allegation, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.”

What is RedLine infostealer?

RedLine is malware designed to steal information from infected devices. In an October 2024 announcement about a multinational disruption, the DOJ said RedLine and the closely related META infostealer could take usernames and passwords, financial and system information, browser cookies, and cryptocurrency-account information. Stolen authentication cookies can help criminals bypass multi-factor authentication by letting them reuse an authenticated session. DOJ Operation Magnus announcement

The DOJ said the malware was distributed through methods including malvertising, phishing email, fraudulent software downloads, and malicious software sideloading. These details describe RedLine and META broadly; they do not establish that Minasyan personally carried out every activity or that each capability or victim in the operation is attributable to him.

Was RedLine taken down?

In October 2024, the DOJ said it joined Dutch, Belgian, Eurojust, and other partners in Operation Magnus, which seized domains, servers, and Telegram accounts used by RedLine and META administrators. The DOJ reported that investigators had identified millions of unique credentials and other records in the seized data. It also said the exact number of victims had not been finalized and that the United States did not believe it possessed all stolen data.

Operation Magnus was a disruption of infrastructure, not proof that every copy of the malware or all related activity was permanently eliminated. The DOJ’s 2024 action also included charges against Maxim Rudometov, described as an alleged RedLine developer and administrator. That is a separate proceeding from the 2026 Minasyan indictment; the two defendants’ cases should not be conflated.
