The Senate passed the amended Taxpayer Assistance and Service (TAS) Act by unanimous consent on September 30, 2026. The AICPA welcomed the vote, citing proposed changes to IRS digital services, phone support, processing transparency and taxpayer protections. The bill still awaited House action as of October 3, 2026, so its proposals were not yet law.
What the Senate passed—and what happens next
The Senate acted on H.R. 5349, agreed to a Crapo-Wyden substitute amendment, and passed the amended bill. The Congressional Record documents the unanimous-consent proceedings. Senate passage is one step in the legislative process; as of October 3, 2026, the bill still needed House action before it could become law. Read the Congressional Record.
The Senate Finance Committee described the package as 65 bipartisan reforms and said it had previously advanced from the committee by a 26-1 vote. The committee also reported that the National Taxpayer Advocate endorsed the bill. Those are the committee’s characterizations. See the Senate Finance Committee’s announcement.

On October 1, 2026, AICPA President and CEO Mark Koziel, CPA, CGMA, issued a statement welcoming the Senate vote. He called it “a significant achievement for taxpayers, tax professionals and the integrity of our tax administration system.” The AICPA said it would work with House members to advance the legislation. The association highlighted expanded electronic access to taxpayer information, digitized correspondence and returns, improved online account functions, more callback technology, greater visibility into IRS processing backlogs, paid-preparer oversight and support for people experiencing economic hardship. These are the AICPA’s stated priorities and anticipated benefits—not an independent assessment of how well the changes would work.
What changes the proposal describes
Digital access to IRS documents and correspondence
The Senate-reported text describes a website or mobile application through which taxpayers and authorized representatives could view IRS documents and respond by uploading material. This would build on the digital-access goals the AICPA emphasized. The reported text is a source for provision details, but it is distinct from the later Senate action on amended H.R. 5349. Read the Senate-reported S. 5441 text.

Callbacks and service visibility
The bill text includes callback options for people who cannot reach an IRS representative directly. It also sets a target for calls unanswered within five minutes by calendar year 2028. The proposal would improve visibility into IRS processing backlogs as well. These are proposed requirements and targets, not current service guarantees; they depend on enactment and implementation.

The Senate-reported text outlines a process to identify taxpayers reasonably likely to experience economic hardship and provide information about collection alternatives. The intent is to make options more visible to people who may struggle to pay, rather than to promise any particular relief or outcome for an individual taxpayer.

Other taxpayer-rights and administration topics
Senate debate addressed the IRS Independent Office of Appeals, the Taxpayer Advocate Service, Tax Court procedures, low-income taxpayer clinics and unauthorized disclosures of taxpayer information. These topics appeared in the congressional debate; they should not be confused with the shorter list of provisions the AICPA highlighted in its announcement.
Paid-preparer oversight
The AICPA also cited preparer oversight among the bill’s aims. The announcement does not, by itself, establish how any oversight provisions would operate in practice or their effects on preparers and taxpayers.

What taxpayers and tax professionals should take from the announcement
- For taxpayers: online document access, improved account functions, callbacks and clearer information about collection alternatives are proposed changes, not services guaranteed today by this Senate vote.
- For tax professionals: authorized-representative access and preparer oversight are among the areas the legislation addresses, but the eventual requirements depend on the final law and implementation.
- For anyone tracking the bill: the relevant Senate action was passage of amended H.R. 5349 on September 30, 2026; the Senate-reported S. 5441 text provides examples of mechanics but is not the bill vehicle recorded in the passage proceedings.
The AICPA’s support signals that the professional association views the package as a potential improvement to tax administration. Whether the expected improvements materialize depends on further legislative action and how the IRS implements any enacted provisions.
