Yes, an AI-generated or mimicked voice can be used to impersonate the IRS—but a familiar voice or convincing caller ID does not prove a call is genuine. The IRS identifies AI-enabled phone impersonation as a scam tactic in its 2026 Dirty Dozen, including robocalls, voice mimicry, and spoofed caller ID. It has not quantified an overall increase in AI-driven tax scams, so “surge” should not be read as a measured trend.
Can an AI voice pretend to be the IRS?
It can be used to make an impersonation more convincing. The IRS’s 2026 Dirty Dozen warns that scammers may use robocalls, voice mimicry, and spoofed caller ID. Treat unexpected contact as unverified even if the caller sounds familiar or the displayed number looks official.
The IRS generally contacts taxpayers by mail first. It does not leave urgent, threatening prerecorded messages, demand immediate payment, or threaten arrest by phone. If a caller claims otherwise, hang up and find an official IRS contact route yourself rather than calling back the number shown or supplied by the caller. IRS 2026 Dirty Dozen
How tax scams reach you
| Channel | Common hook | What the scammer wants | Safer response |
|---|---|---|---|
| Phone | IRS impersonation, urgency, threats, or a familiar-sounding voice | Immediate payment or sensitive information | Hang up; verify through an official channel and report suspicious IRS-related calls. |
| Text or email | A refund was approved or processed; an alarming notice requires action | A click, login, Social Security number, or bank details | Do not reply, click, scan a QR code, or open an attachment. Check your account by going to IRS.gov yourself. |
| Social media | A secret tax credit, refund shortcut, or unusually broad “hack” | A false return, personal details, or engagement with a fraudulent account | Verify eligibility with IRS information or a qualified tax professional before filing. |
| Account setup offer | An unsolicited helper offers to create an IRS online account for you | Personal information or access to your account | Create and manage the account directly through IRS.gov. |
Does the IRS text you about a refund?
Do not trust a text or email just because it uses IRS branding or says money is waiting. The FTC warns that refund messages may link to fake pages asking for Social Security and bank-account details. The IRS and state tax offices will not reach out by text, email, or social media to obtain personal information. Navigate to the official government website yourself to check a refund or tax account. Can a QR code or tax tip be part of the scam?
Yes. Fake messages may use QR codes to send you to counterfeit IRS pages that ask you to verify an account or claim a refund; unexpected links may also expose information or install malware. Social-media posts promising secret credits or easy refund shortcuts can encourage false returns, which may lead to delayed refunds, penalties, or audits. Verify tax advice using IRS material or a qualified tax professional instead of relying on a viral post or an unverified AI answer.
What to do when a tax message or call looks suspicious
- Do not engage with the message. Avoid clicking links, scanning unexpected QR codes, opening attachments, replying, or sharing personal or financial details.
- Verify independently. Type IRS.gov into your browser or use another known official government channel. Do not use a phone number or link in the message.
- End suspicious calls. Hang up on callers claiming to be the IRS who pressure you to pay immediately or threaten arrest. Find the official contact or reporting route independently.
- Check tax advice before acting. Verify calculations and eligibility claims with IRS information or a qualified tax professional; do not rely on an AI-generated answer for complex tax questions without checking it.

Start with the IRS identity-theft guidance rather than an unsolicited recovery service.
What the known numbers do—and do not—show
The IRS reported more than 600 social-media impersonators in fiscal year 2025. That is a count of impersonators, not victims, and not a count or estimate of AI-enabled tax scams. The IRS has identified AI-enabled impersonation as a 2026 scam tactic, but the available figures do not establish how common AI use is, the losses attributable to it, or a year-over-year increase.
