Safe AI provider routing depends on more than choosing a backup model. Production teams need explicit route policies, error-aware retry limits, workload-based model choices, visibility into every upstream request, and data-handling checks for each provider. A gateway can centralize these controls, but it does not make routing safe or guarantee continuity by itself.

What AI provider routing changes in production

Routing determines which provider and model receive a request, but it also changes the integration and operations behind that request. Providers can differ in API behavior, authentication, billing, quotas, model availability, and failover behavior. AWS identifies this fragmentation as a source of operational overhead and service-disruption risk in multi-provider systems.

A unified API or gateway can reduce integration friction while concealing meaningful differences. Keep enough information with each request to reconstruct what happened: the selected provider and model, the route-policy version or decision, the upstream response, and any retry or fallback. Without that context, an apparently simple routing layer can make incidents harder to diagnose.

How do I handle provider rate limits in production?

First distinguish temporary throttling from other errors. OpenAI’s API deployment checklist advises following a provider’s Retry-After instruction when supplied; otherwise, use exponential backoff with jitter. Keep retries bounded and fit the retry budget within the request’s remaining latency budget. A retry that cannot finish in time adds load without giving the caller a useful result.

Condition Production treatment
Rate limiting or temporary throttling Follow Retry-After when present. If it is absent, use bounded exponential backoff with jitter. Stop when the retry or latency budget is exhausted. OpenAI API deployment checklist.
Transient provider service failure Retry only within a hard limit and the remaining latency budget; consider an eligible fallback if the request can be served there. Amazon Bedrock’s scaling and throughput guidance recommends bounded retries.
Invalid request or other non-transient client error Do not repeat the same request unchanged. Correct the request or return the error to the caller.
Billing, spend, or quota exhaustion Do not treat it as ordinary temporary throttling. OpenAI distinguishes billing, spend, or quota cases from rate limiting; route only if another provider is authorized and has capacity, or fail clearly.

Jitter helps keep clients from retrying in lockstep, but it does not make an unlimited retry policy safe. Define a maximum attempt count and a total retry-time budget, and account for retries in capacity and cost planning. Avoid retrying at multiple layers without a shared limit: an application retrying a gateway retrying a provider can multiply attempts unexpectedly.

What happens when my LLM provider goes down?

Requests can fail, stall, or be throttled, and a fallback can inherit a sudden surge of traffic. A backup route is useful only when it is healthy, supports a suitable model, can handle the additional load, and can meet the request’s remaining latency budget. A failover policy should therefore specify when to switch, what qualifies as an eligible destination, and when to stop trying.

Use an explicit failover sequence

  1. Classify the failure. Separate transient service or throughput problems from invalid requests, authentication failures, and billing or quota exhaustion. Switching providers will not fix a malformed request, and repeating a permanent failure wastes time and capacity.
  2. Check whether the fallback fits. Confirm that its model can perform the task and that the route is permitted for the request’s data class and processing requirements.
  3. Check availability and remaining budget. Before regional failover, verify model availability in the destination Region. Allow a retry or switch only if it can complete within the request’s remaining latency budget.
  4. Bound redirected traffic. Cap retries and control how much traffic can move to a fallback. Amazon Bedrock’s scaling and throughput guidance warns that regional failover can create traffic surges.
  5. Return a clear failure when no route qualifies. If no destination meets the policy, stop rather than cycling through providers indefinitely. Preserve enough error and route context to diagnose the failure.

Do not equate failover with uninterrupted service. A provider outage may coincide with limited capacity or unavailable models elsewhere, and the sources do not establish a universal continuity guarantee for multi-provider routing.

How do I fail over between AI providers?

Set policy around request requirements, not just a fixed primary-and-secondary list. For each workload, define acceptable models or capabilities, latency limits, permitted data routes, and the errors that may trigger a switch. A fallback should be eligible only when it satisfies those requirements; a provider being reachable is not enough.

Test the policy against the failure modes that matter to your service, including throttling, transient service errors, exhausted quota, unavailable destination models, and a fallback receiving redirected load. Confirm that the tests exercise the deployed routing and retry configuration. AWS documents gateway routing and failover as capabilities, but a gateway’s presence alone does not prove that its configuration is safe.

Choose models for representative workloads

Do not route every request to the most capable or most expensive model by default. OpenAI’s API deployment checklist recommends selecting a model that performs well on the actual task. Build routing rules from representative workload evaluation rather than model names or generic rankings.

For each candidate route, compare results on the same representative inputs and against predefined acceptance criteria. Include response quality, latency, and total operational cost, including retries and fallback traffic. The cited sources do not establish a universal best model or cross-provider quality ranking, so treat this as a measurement process rather than assuming one provider or model wins in general.

Decide whether to use a gateway

Direct integrations, a self-managed gateway, and a managed or cloud reference architecture offer different balances of control and operational work. AWS describes gateway capabilities that can include routing, failover, governance, quota management, usage analytics, and observability. Those are capabilities to verify in a specific implementation, not guarantees about every gateway.

Approach Potential fit What the team still needs to own or verify
Direct provider integrations A small provider set where the team wants direct control over each integration. Provider-specific APIs, credentials, quotas, retry and failover logic, monitoring, and incident response.
Self-managed gateway A team that wants a shared routing layer while retaining control over policy and deployment. Gateway upgrades, availability, credentials, route configuration, capacity, observability, and the behavior of retries and fallbacks.
Managed or cloud reference architecture A team evaluating a cloud-based way to centralize access and operational controls. Provider and model coverage, configuration, governance, operational responsibilities, and whether the design fits the team’s data and workload requirements.

AWS documents a multi-provider gateway reference architecture using LiteLLM with AWS services, as well as guidance for a multi-provider gateway on AWS. These are implementation examples, not evidence that one architecture is best for every workload. Compare options on the provider and model coverage you need, control over routing and fallback, latency measured in your own environment, workload quality, cost under normal and failure traffic, data obligations, and ongoing operational burden. The cited material does not establish a universal routing-layer latency penalty or measured cost saving.

Make routing observable and assign its cost

At minimum, attribute each request to the application or workload that caused it, and record the route decision, provider and model, usage units or tokens, latency, errors, retries, fallback events, and spend where available. These details let an operator distinguish a provider problem from a route-policy mistake or a workload generating excessive retries.

AWS describes per-application insights, usage analytics, cost tracking, and centralized monitoring as gateway capabilities. Verify that the deployed gateway and provider integrations actually expose the fields your team needs, that logs can be correlated across attempts, and that dashboards cover fallback traffic as well as normal requests. Do not assume complete telemetry just because a gateway is in place.

Check data handling for every route

A provider switch is also a data-flow change. Record the processor, processing Region or tier, retention arrangement, and allowed data classes for each route, then ensure fallback policy respects those constraints. Do not assume that data stays in the same cloud or geography merely because requests pass through one gateway.

Anthropic’s API and data-retention documentation distinguishes its role for the direct Claude API from hosted routes through Amazon Bedrock and Google Cloud’s Agent Platform, where the cloud provider is the processor. It also describes eligibility for specific data arrangements. OpenAI’s deployment checklist advises checking data-residency eligibility before selecting a model or processing tier. Check the current terms and eligibility that apply to each route before sending production data.
