Neither an IDE-based AI workflow nor a terminal-based one is universally better. Choose based on how you prefer to give an agent context, review its edits, and run the build-and-test loop. Cursor illustrates why the choice is not always either-or: it documents an IDE agent and a separate command-line agent.
What changes between an IDE and a terminal workflow?
The main difference is the surface where you direct the agent and inspect its work—not necessarily what kinds of coding tasks it can attempt. An IDE keeps code, navigation, and agent interaction together. A terminal workflow puts the agent alongside the commands developers already use to inspect, build, and test a project. The practical questions are how you provide context, control edits, and iterate on results.
What an IDE-centered flow looks like
Use the project view to supply and inspect context
Cursor describes its Agent as able to search a codebase, edit multiple files, run terminal commands, and fix errors. That makes it more than an autocomplete surface: the agent can work across a project and execute commands as part of a task. See Cursor’s Agent overview.
Choose how much change to authorize
Cursor’s mode documentation describes Ask for codebase questions without changes and Manual for focused, direct editing. These modes illustrate a useful IDE workflow distinction: first investigate or ask questions, then make targeted changes when ready. Mode names and behavior can change, so check Cursor’s current mode documentation before relying on a particular label.

What a terminal-centered flow offers
A terminal-centered workflow can suit developers who prefer to direct an agent near the commands they use for builds, tests, and other project tasks. But the interface alone does not establish how much control a particular agent offers, how it handles context, or what safeguards it provides. The available product documentation here is not enough to describe Claude Code’s current commands, integrations, limits, or safety controls; verify those details in Anthropic’s Claude Code documentation before choosing it on those grounds.
Compare the workflows by the work you do
These are decision criteria, not a measured ranking of IDE and terminal agents.

You may not have to pick one surface
Cursor also documents a CLI that brings agents into the terminal, with Agent and Plan modes listed in its CLI overview. A single vendor can therefore support both IDE and terminal interaction. You can choose a surface for a particular task or combine them, rather than treating “IDE versus terminal” as a permanent allegiance.
What agent comparisons can—and cannot—tell you
A 2026 arXiv paper, “Comparing AI Coding Agents: A Task-Stratified Analysis of Pull Request Acceptance,” is summarized in its search result as analyzing 7,156 pull requests. That summary reports Claude Code leading in documentation tasks (92.3%) and feature tasks (72.6%), while Cursor led in fix tasks (80.4%). These are paper-reported results for task categories, not general capability scores, a test of IDE versus terminal interfaces, or a prediction of which tool will work best for an individual. The abstract summary alone does not establish enough about task definitions and sample construction to support a broader ranking.

- Start with your normal work loop. If most of your time is spent navigating and editing code in an IDE, begin there. If your work is already driven by shell commands, try the terminal surface.
- Test a representative task. Use a bounded change that involves the kinds of files, commands, and review you handle often.
- Judge the handoffs. Notice how easily you can provide relevant context, understand proposed edits, and run the checks that matter to your project.
- Choose per task if needed. If a tool offers both surfaces, use the one that makes the next action easiest rather than forcing every task into one interface.
