AI code review and agent verification answer different questions. A review identifies possible defects and suggests improvements; verification produces evidence about whether a change meets particular requirements. A review comment is a finding to assess, not proof that the code works. Treat “verified” as a description of checks actually performed, not a general guarantee.

What does AI code review actually check?

An AI code review examines a diff or codebase for potential problems, explains findings, and may propose changes. Its output is analysis: a set of claims about the code that a developer should evaluate.

For example, GitHub describes Copilot code review as providing feedback and suggested changes. By default, Copilot leaves a “Comment” review, not an “Approve” review or a “Request changes” review; that comment does not count toward required approvals unless configured to do so. See GitHub’s instructions for using Copilot code review.

Review output can also depend on configuration and available context. GitHub says Copilot’s agentic review capabilities can gather context from across a project and pass suggestions to Copilot cloud agent. If Actions workflows fail or runners are unavailable, the review may be more limited. Review effort, repository instructions, and setup affect what the system can do; they do not turn its comments into test evidence. Details are in GitHub’s overview of Copilot code review.

How is agent verification different?

Verification checks a change against stated requirements or investigates a specific finding. Its useful output is observable evidence: which checks ran, what they covered, their results, and what was not checked.

A test passing can support a claim about the behavior that test exercises under its conditions. It cannot establish that every behavior is correct. Likewise, a clean linter or security scan speaks to its own scope and inputs—not to the absence of all defects.

Product workflows vary. GitHub’s March 18, 2026 changelog says Copilot coding agent automatically runs project tests and a linter, as well as listed GitHub security and quality tools; administrators can configure which validation tools it runs. That is documented behavior for this product, not a default promise about every coding agent. Read GitHub’s changelog on configuring Copilot coding agent validation tools.

Security validation can mean something narrower still. OpenAI describes Codex Security as attempting to reproduce a potential vulnerability in an isolated environment before surfacing it. A reproduction attempt is evidence about that vulnerability in that environment; it is not a general proof of correctness. See OpenAI’s Codex Security documentation.

How do you verify code written by an AI agent?

Start with a specific requirement, then choose checks that could demonstrate whether it is met. For each check, record its scope and result. A practical review should distinguish between completed checks, failed checks, and checks that were not run.

  1. Read the changed lines. Confirm the diff matches the intended change and look for unintended edits or missing cases.
  2. Map requirements to evidence. Identify the relevant tests, linting, security or quality checks, or reproduction attempts. A check is useful only insofar as its coverage relates to the behavior or risk in question.
  3. Inspect the results. Check which commands or tools ran, their inputs, failures, conflicts, and any unavailable runners or dependencies. Do not describe an unrun check as passed.
  4. Validate review findings. Compare AI comments with the relevant code and surrounding context before acting on them. OpenAI’s guidance says: “Review generated findings against the relevant code before relying on them.” See OpenAI’s guidance for reviewing pull requests with Codex.
  5. State the remaining limits. Report what the evidence supports and what remains untested, especially when a requirement has no relevant check.

Can AI code review replace human review?

No single review comment or automated check answers whether a change is appropriate in its full context. A human reviewer still needs to judge whether the diff meets the intended requirement, whether the tests cover the behavior at issue, and whether gaps or remaining risks matter. AI findings can help direct attention, but they should be checked against the code before being trusted.

When assessing a workflow, ask what the reviewer can see, what evidence the agent produces, whether the team can inspect the checks and their coverage, and whether tools, dependencies, instructions, permissions, and runner configuration are suitable. Also identify who examines findings and approves the final change.

What does “verified” mean in a code review?

Use the word only with a clear scope. “The required unit tests passed” reports a specific result. “The agent verified the change” is too broad unless it says what the agent checked and what that evidence establishes.

GitHub estimates Copilot code review consumes $0.05–$1 USD in AI credits for a Lite review and $0.25–$5 USD for a Balanced review, according to its documentation accessed in 2026. GitHub says the estimates generally rise with pull-request size and custom instructions, can change as models evolve, and exclude GitHub Actions minutes. These are vendor estimates for Copilot code review, not general market prices or measures of review effectiveness. See GitHub’s Copilot code review documentation.

GitHub’s July 17, 2026 changelog also documents support for custom instructions on the head branch and a copilot-code-review.yml environment setup file. Such configuration can shape a workflow, but does not itself demonstrate that a particular change works. See GitHub’s changelog on Copilot code review customization.
