AI agent testing adds behavioral evaluation to the software tests you already need. Keep unit and integration tests for deterministic code, schemas, tool wrappers, and services. Then test whether the agent completes realistic tasks safely: choosing suitable tools, supplying valid arguments, retaining context, following instructions, recovering from errors, and handing work to the right agent or person. A final answer alone cannot show whether those things happened.

What changes when the system is an AI agent?

Traditional software testing usually starts with a controlled input and an expected result. A parser should return a defined structure, an API should enforce its contract, and a business rule should produce the same decision for the same state. Those checks remain essential for an agent system.

The difference is that an agent adds a decision-making loop. It may interpret a request, plan several actions, call tools, read their results, revise its plan, consult memory, ask a clarification question, or transfer the task. A model can produce more than one valid path, so evaluation must consider both the outcome and the path used to reach it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This does not mean conventional software is always deterministic. Distributed systems, timing, concurrency, external APIs, randomized algorithms, and flaky dependencies can also vary. Nor does it mean every variable agent response is acceptable. For each task, define which variation is harmless and which behavior is a failure.

“The first thing to understand is that evaluating an agent isn’t like traditional software testing.” — Annie Wang, Google AI Cloud Developer Advocate, and Mollie Pettit, Developer Relations Engineer, Google Cloud Blog, October 20, 2025.

In practice, agent testing is an extension of software testing, not a replacement for it. The added work is to evaluate autonomy, reasoning as expressed through observable actions, tool use, context handling, policy adherence, and recovery in situations that are difficult to enumerate with a single expected output.

What stays familiar

Anything with a stable contract should still have ordinary automated tests. Test it independently before involving a language model.

  • Tool wrappers: Verify required fields, type conversion, authentication handling, timeout behavior, retries, and error mapping.
  • Data transformations: Check parsing, normalization, filtering, sorting, and calculations against fixed fixtures and boundary cases.
  • Schemas and structured output: Validate required properties, allowed values, nesting, character limits, and rejection of malformed responses.
  • Business rules: Assert eligibility, permissions, pricing logic, escalation thresholds, and other decisions that must not depend on wording.
  • Guardrails: Test that disallowed requests are blocked, sensitive fields are redacted, and approvals are required before consequential actions.
  • Service integrations: Exercise authentication, rate limits, idempotency, retries, version compatibility, and failure responses with controlled dependencies.

Google Cloud’s agent-testing guidance uses testing a tool function in isolation as a representative unit-level check. Such a test is fast and precise. It can prove that a calendar-booking function rejects an invalid time zone, for example, but it cannot prove that the agent will select that function only when booking is actually requested.

Why a plausible final answer is not enough

An agent can write a convincing response after taking an unsafe or wasteful route. It might call a search tool when a private database was required, pass an imprecise date range, expose data in a handoff, loop through the same failed action, or silently skip a required approval. If the final text happens to look correct, a final-output assertion will miss the defect.

Evaluate two kinds of criteria:

Outcome criteria

  • Did the task reach an acceptable goal?
  • Is the result factually correct for the available data?
  • Is the response coherent, complete, and usable by the intended person or system?
  • Did it respect safety, privacy, authorization, and policy requirements?

Process criteria

  • Did it choose an appropriate tool, agent, or data source?
  • Were arguments complete, correctly typed, and within the user’s authorization?
  • Did it retain relevant facts across turns and avoid relying on stale or irrelevant context?
  • Did it follow system, developer, and task instructions in the required order?
  • Did it avoid unnecessary calls, loops, latency, and cost?
  • Did it recognize errors, retry safely, change strategy, or escalate instead of hiding failure?
  • Did it complete handoffs with the necessary context and without duplicating or losing work?

Not every criterion belongs in every test. A low-risk drafting assistant may need strong style and instruction-adherence checks, while a payment or medical workflow needs strict authorization, safety, and escalation checks. A single aggregate score cannot establish general reliability; report the dimensions that matter for the task and its risk.

Lifecycle Local tests and CI regression. Local iteration, repeated evaluation after changes, staged exposure, and production monitoring.

A layered test strategy

1. Unit-test deterministic components

Start with the code that should behave predictably. Use ordinary assertions for schemas, validators, parsers, permission checks, business logic, and tool adapters. Include malformed inputs, missing permissions, expired credentials, timeouts, duplicate requests, and partial responses.

For an agent tool, test both the wrapper and the underlying service contract. A wrapper test might verify that an invalid currency is rejected before a purchase API is called. A separate contract test can verify the service’s response shape. These tests isolate defects and make failures cheap to diagnose.

2. Run integration and workflow tests

Next, execute realistic tasks through the agent, its tools, and the services behind them. A workflow case should specify the user situation, available capabilities, relevant context, forbidden actions, and what counts as success. The expected result may be a set of acceptable states rather than one exact sentence.

Use controlled or simulated environments when testing destructive actions, external side effects, latency, or outages. A simulated shipping service can return a timeout repeatedly so you can verify bounded retries and a clear escalation. Keep production data and real accounts out of tests unless the action is explicitly isolated and authorized.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Review traces and grade runs

Preserve a trace for each evaluation run. OpenAI’s agent-evaluation documentation describes traces as records of model calls, tool calls, guardrails, and handoffs for one run. A trace should also make it possible to inspect timestamps, arguments, returned errors, relevant context, and the final response.

Review individual traces while developing. Then collect representative cases into a dataset and run them repeatedly after changes. Trace review often reveals defects that text comparison misses: an unnecessary loop, a call to the wrong tool, a missing guardrail, or a handoff that omits the customer’s constraints.

4. Add human review where nuance matters

Domain experts are useful for judging safety, tone, completeness, and policy interpretation when an exact assertion is inadequate. Human review is slower and more expensive than automation, so use it deliberately: for high-impact cases, newly introduced behaviors, borderline failures, and a sample used to calibrate automated graders.

5. Evaluate production behavior

Passing a development dataset does not prove that live traffic is safe. Monitor representative sessions for changes in success rate, tool errors, escalation volume, latency, policy violations, and repeated failure patterns. Google Cloud describes development-time rapid evaluation, scheduled dataset-based regression evaluation, and continuous online monitoring as complementary modes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define acceptance criteria before running the agent

Write the task contract first. A useful case answers five questions:

  1. What is the user trying to accomplish? State the goal in operational terms, such as “reschedule the appointment within the permitted window,” not merely “be helpful.”
  2. What information is authoritative? Identify the database, document set, tool response, or policy version the agent must use.
  3. What actions are allowed? Specify read-only tools, reversible changes, approvals, and actions that are prohibited.
  4. What outcomes pass? Define acceptable end states, required fields, accuracy thresholds, and escalation conditions.
  5. What must never happen? List privacy leaks, unauthorized transactions, fabricated confirmations, infinite retries, and other critical failures.

Separate objective properties from qualitative ones. “The booking ID matches the service response” is an exact assertion. “The explanation is clear to a nontechnical customer” needs a rubric with observable criteria. Avoid vague requirements such as “shows good reasoning”; grade the actions and evidence you can inspect.

Build a representative evaluation dataset

A useful dataset contains more than happy-path prompts. Include:

  • Normal single-turn requests and multi-turn conversations.
  • Ambiguous requests that should trigger a clarification question.
  • Conflicting instructions, missing fields, and stale context.
  • Tool success, empty results, malformed responses, timeouts, rate limits, and permission errors.
  • Requests that require refusal, approval, escalation, or a handoff.
  • Long conversations that test context retention and irrelevant-history resistance.
  • Near-duplicate cases that expose brittle prompt or routing behavior.

Use real cases only when they are lawfully collected, minimized, and redacted. Synthetic generation can bootstrap coverage, but generated cases and generated judge answers need review because they may omit important edge cases or encode bias. Keep a small, stable “golden” set for regression and a rotating set for broader coverage. Record the expected risk level and the reason each case exists.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make traces useful, not merely voluminous

Capture enough information to reconstruct a decision without logging secrets unnecessarily. A practical trace record includes:

  • Case ID, agent version, model version, prompt or policy version, tool configuration, and timestamp.
  • Each model invocation and the structured output requested.
  • Tool or agent selected, sanitized arguments, authorization result, response status, and latency.
  • Context retrieved or written to memory, with sensitive values masked.
  • Guardrail decisions, retries, cancellations, escalations, and handoff payloads.
  • Final state and user-visible response.

Apply retention limits and access controls to traces. A trace can contain personal, financial, or proprietary information even when the final answer does not. Hash or tokenize identifiers where correlation is needed, and keep raw payloads only when the operational and legal justification is clear.

Choose the right scoring method

Exact assertions

Use exact checks for IDs, totals, status codes, schema validity, forbidden tool calls, authorization decisions, and required handoff fields. These checks should fail loudly and explain which property was violated.

Rubrics and graders

For qualitative behavior, define a rubric with clear levels and examples. A customer-support rubric might score whether the agent identifies the actual issue, uses the authoritative account record, explains the next step, and avoids promising an action it did not complete. A grader should receive the task, relevant evidence, and the rubric—not hidden information unavailable to the agent.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Automated graders are useful for scale but are not automatically correct. Compare grader decisions with expert decisions on a sample, inspect disagreements, and revise the rubric or grader prompt. Track false passes separately from false failures; a permissive grader is particularly dangerous for safety-critical behavior.

Composite reporting

Report dimensions separately before calculating any roll-up. A run that completes the task but violates an authorization rule should not be rescued by a high score for writing quality. Establish blocking criteria for critical failures, then use secondary scores for usefulness, efficiency, and clarity.

Test failure recovery deliberately

Failure handling is part of the agent’s behavior, not an infrastructure detail. Inject faults into tools and services and check that the agent:

  • Recognizes an error instead of treating an error message as successful data.
  • Retries only when the operation is safe and the retry limit is bounded.
  • Uses idempotency keys or equivalent protections for actions that might have partially succeeded.
  • Chooses an alternative tool only when policy allows it and the alternative has equivalent authority.
  • Preserves the user’s constraints when asking for clarification or escalating.
  • Reports what happened accurately, distinguishing completed, pending, and failed actions.

Classify failures by cause so fixes target the right layer. Common categories are bad input handling, tool-selection error, invalid arguments, context loss, policy violation, retrieval error, service outage, loop or termination failure, grader error, and unclear task specification. A prompt change will not fix a broken permission check, and a tool retry will not fix an ambiguous acceptance criterion.

  • Was the receiving agent selected for the actual task?
  • Did the handoff include the user’s goal, constraints, prior actions, and unresolved questions?
  • Did the receiving agent trust only authorized context and avoid repeating completed work?
  • Was responsibility clear when an agent declined, timed out, or returned an incomplete result?
  • Did the final response accurately represent which agent or service performed each action?

Include cases where routing is ambiguous, a specialist is unavailable, or two agents disagree. Grade the overall outcome and the handoff quality; a set of individually competent agents can still fail through lost context or contradictory decisions.

Use a repeatable evaluation loop

  1. Define the task contract. Document goals, authoritative data, allowed actions, safety constraints, acceptable end states, and escalation rules.
  2. Create objective and expert-reviewed cases. Keep exact assertions for machine-checkable properties and rubrics for nuanced behavior.
  3. Add realistic multi-turn and failure scenarios. Use simulation where it protects production systems, and review synthetic cases before treating them as evidence.
  4. Run with tracing enabled. Preserve model calls, tool interactions, context, guardrails, retries, handoffs, and final state.
  5. Score outcomes and trajectories. Apply exact checks, graders, and human review according to risk.
  6. Compare grader and expert decisions. Investigate disagreement and recalibrate the rubric or grader.
  7. Group failures and change one cause at a time where possible. Update prompts, tools, routing, policies, or data based on the diagnosed layer.
  8. Rerun the same evaluation set. Confirm that the fix improved the target behavior without introducing regressions elsewhere.
  9. Promote in stages and monitor live behavior. Start in a sandbox, move to a limited canary, and expand only when critical criteria remain within your operating limits.

Repeat the loop after model, prompt, tool, retrieval, routing, guardrail, or dependency changes. An evaluation result is tied to the configuration and dataset that produced it; it is not a permanent certification.

Plan staged deployment and rollback

A production rollout should make failure reversible. In a sandbox, use synthetic or isolated accounts and exercise destructive and outage scenarios. In a canary, expose a small, controlled share of traffic while comparing task success, policy violations, tool errors, latency, and escalation behavior with the existing workflow. Expand gradually only after the observed behavior meets predefined limits.

Define rollback triggers before launch. Examples include a critical safety violation, a rise in unauthorized tool calls, repeated duplicate actions, a sharp increase in unresolved handoffs, or a dependency incompatibility. Keep the previous prompt, model, routing configuration, and tool versions available so rollback restores a known working combination rather than merely disabling the agent.

Tooling choices and operational limits

Managed evaluation and observability services can reduce the effort of storing traces, creating datasets, running graders, and monitoring production. OpenAI’s documentation summarizes the workflow as: “Use traces, graders, datasets, and eval runs to improve agent quality.” Google Cloud documentation describes rapid development evaluation, scheduled regression evaluation, and continuous online monitoring.

These capabilities are implementation options, not proof that one platform or method is universally best. Features, API surfaces, regional availability, pricing, and preview status can change. Select tooling based on the data it can capture, export, retain, and protect; whether it supports your model and tool stack; how it integrates with CI and incident response; and whether your reviewers can inspect and override automated judgments.

Use risk management to set the depth of testing

NIST’s AI Risk Management Framework (AI RMF) 1.0 is voluntary guidance intended to support trustworthiness considerations in AI design, development, use, and evaluation. NIST reports that it was released on January 26, 2023, and the referenced page says the framework is being revised. Treat it as a way to identify and prioritize risks, not as a mandatory software-testing standard.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Risk should determine test intensity. A read-only internal assistant may emphasize factual grounding, access control, and context retention. An agent that changes records, sends messages, moves money, or makes decisions about people needs stronger authorization tests, adversarial cases, human approval, auditability, and conservative rollback. Document why each criterion is required and who owns the decision when the agent cannot safely continue.

Common mistakes to avoid

  • Replacing unit tests with prompt tests: A model test cannot prove that a validator or permission function is correct.
  • Comparing only final text: Plausible prose can hide a wrong tool, unsafe argument, or missing handoff.
  • Demanding one exact path: Rejecting every valid alternative creates brittle tests; assert invariants and risk boundaries instead.
  • Using a single overall score: Aggregate scores can hide a critical safety failure behind strengths in style or speed.
  • Trusting synthetic cases blindly: Generated scenarios and grader outputs require expert sampling and correction.
  • Testing only happy paths: Outages, ambiguity, stale context, authorization limits, and partial success are normal operating conditions.
  • Ignoring configuration drift: A model, prompt, tool schema, retrieval index, or routing change can invalidate earlier results.
  • Logging everything forever: Traces need minimization, masking, retention controls, and restricted access.
  • Skipping staged rollout: A passing offline set is not a reason to expose an untested workflow to all users at once.

Bottom line

Keep traditional tests for every deterministic component, then add task-level evaluation that examines outcomes and trajectories. The practical unit of confidence is not a perfect response to one prompt; it is a repeatable body of evidence showing that the agent reaches acceptable goals, uses tools and context appropriately, handles failure safely, and remains observable as its configuration and real-world inputs change.
