A poor model answer and an API request rejected before a usable answer arrives are different failures. When an agent works intermittently, check for rate limiting before treating every failure as a hallucination—but do not assume throttling explains every bad result. A 429 can indicate temporary request or token throttling, exhausted credits, or an account or project usage cap; the provider’s error details determine what to do next.

First, distinguish a bad answer from a failed request

A hallucination is a problem with the content a model returns. A rate-limit failure happens at the API boundary: the provider rejects or delays a request because usage has crossed a limit for a particular time window. An agent may report both situations as a task failure, but they require different fixes. Prompt changes will not resolve a rejected request, and retry logic will not make an inaccurate answer reliable.

Start with the HTTP status, provider error type or code, response headers, model, and request timing. Keep logs useful but safe: do not record API keys, secrets, or sensitive prompts. If the request received a usable model response, investigate answer quality separately from transport and quota errors.

What a 429 does—and does not—tell you

A 429 commonly signals that a request or token limit has been exceeded, but the status alone is not enough to identify the remedy. It may also accompany exhausted credits or an organization or project usage cap. Read the provider’s error message and code: waiting can help with temporary throttling, while billing or configured-cap errors require an account-side change rather than another retry. OpenAI’s 429 troubleshooting guidance distinguishes rate-limit errors from quota exhaustion.

Limits can apply to requests, tokens, or other usage over a time window. The applicable limit may differ by model, account or project, and usage tier. There is no single quota that describes every provider or AI agent, so avoid relying on a generic number or a table detached from the account and model it describes. Check the active limits in the provider’s documentation and console.

How to retry without making throttling worse

  1. Honor a valid server wait interval. If a transient error includes a Retry-After header, wait at least that long before trying again. Do not retry earlier just because the agent is waiting on a result.
  2. Back off when no usable interval is provided. Use exponential backoff with random jitter so concurrent workers do not all retry at once. Set both a maximum attempt count and an overall time budget; stop when either is reached.
  3. Assign retry ownership. Check whether the installed provider SDK automatically retries eligible transient errors and review its configuration. If both the SDK and your application retry, their attempts can multiply. Use one retry layer or explicitly budget the combined attempts.
  4. Defer work when the budget runs out. For tasks that can wait, save enough task state to resume safely later instead of continuously resending requests. This prevents a temporary outage from turning into an unbounded retry loop.

OpenAI warns in its rate-limit guide: “Unsuccessful requests contribute to your per-minute limit, so continuously resending a request won’t work.” Rapid retries can therefore consume capacity without producing a usable response.

Reduce bursts and check the active quota

Even when average traffic appears manageable, a burst of concurrent agent steps can cross a short-window limit. Pace requests, queue work, or cap concurrency; then increase traffic gradually while watching errors and any remaining-capacity headers the provider supplies. A queue can smooth bursts, but it cannot increase the account’s quota or fix exhausted credits.

Inspect the provider console for the limits that apply to the account, project, model, and tier in use. Google’s Gemini documentation directs users to AI Studio to view rate limits. Other providers expose their applicable limits through account or project documentation and response signals. Provider errors, headers, SDK behavior, and quota controls differ, so build monitoring around the provider actually serving each request rather than assuming one provider’s signals apply to another.

Compare providers by operational fit, not a headline quota

For a production agent, compare the details that shape your workload rather than trying to rank providers by an isolated quota figure. A meaningful comparison should cover:

  • Which units are limited, such as requests, input tokens, output tokens, or other usage.
  • Whether limits vary by project, model, or account tier.
  • Which error details and response headers help distinguish temporary throttling from other failures.
  • Whether the installed SDK retries automatically and how those retries are configured.
  • Where operators can inspect the active quota and any account-side usage cap.

Quota figures are only comparable when they apply to the same model, endpoint, geography, account tier, and date. Provider limits and SDK defaults change, and the official documentation does not establish a stable, universal numerical ranking for OpenAI, Google, and Anthropic. Consult current provider documentation and your own account console before planning capacity.

A production triage sequence

  1. Classify the failure: determine whether the model returned poor content or the API call failed before a usable response.
  2. Capture evidence: record status, error type or code, relevant headers, model, and timing without logging secrets or sensitive prompts.
  3. Choose the remedy from the error: wait and retry only for transient throttling; investigate credits or configured usage caps for quota or billing errors.
  4. Make retries bounded: respect Retry-After when valid, otherwise back off with jitter, and set attempt and total-time limits.
  5. Control traffic and inspect limits: pace or queue work, cap concurrency, and verify the applicable project and model quota in the provider’s console.
