Give an AI agent the smallest, clearest set of actions it needs, then require a person to approve anything consequential. Before exposing a phone app, map every callable capability, apply platform-native least-privilege controls, model prompt-injection and data-leak paths, define safe denial and revocation behavior, and test the integration on an isolated real device with an audit trail.

What it means to design an app for an AI agent phone

An AI agent phone is a device where software can interpret a user’s goal, discover functions exposed by installed apps, and call those functions to complete a multi-step task. That is different from a conventional voice command: an agent may read records, choose among options, change state, send communications, or invoke an external service.

The security boundary is therefore the combination of your app’s callable functions, the data each function can reach, the permissions granted to the agent or host, and the device context in which calls occur. A safe design makes that boundary explicit instead of treating the agent as another trusted user interface.

Android’s 2026 AppFunctions guidance describes self-describing functions that agents can discover and execute through natural language. Apple’s current direction uses App Intents and related command/tool authorization. The names differ, but the design question is the same: exactly what may an agent do, with which data, under what user approval and policy conditions?

1. Define the capability boundary before exposing any function

Start with an inventory, not an SDK integration. Every function an agent can discover should have one narrow purpose, a typed input and output, and a declared side-effect category.

Create a capability register

For each operation, record:

  • Function name and purpose: use a verb and object such as “list upcoming appointments,” not a vague operation such as “manage calendar.”
  • Inputs: define types, allowed ranges, required fields, and whether free-form text is accepted.
  • Outputs: return only the fields needed for the task; avoid passing an entire account or database object.
  • Data classes: label personal, financial, health, location, authentication, and ordinary app data separately.
  • Side effect: classify the call as read-only, local state change, external communication, purchase or other financial action, account/security change, or external-service call.
  • Reversibility: state whether the action can be undone, for how long, and by which function.
  • Required context: note whether the device must be unlocked, the user must be signed in, a work profile must be active, or a network connection is required.

This register becomes the source for your manifest, permission policy, confirmation UI and test cases. It also prevents an apparently harmless helper function from becoming an indirect route to a powerful operation.

Keep functions narrow and composable

Prefer separate functions such as get_delivery_status, change_delivery_window and cancel_delivery over one manage_delivery function with a mode parameter. Narrow functions let the platform and your policy engine distinguish a read from a destructive change. They also make an agent’s plan understandable to the user.

Validate authorization and business rules inside the function, not only in the agent prompt. A prompt saying “never cancel an order without confirmation” is not an enforcement boundary. The cancellation function should reject a call that lacks a current confirmation token, targets an ineligible order, or arrives after the token expires.

Separate planning from execution

An agent may be allowed to inspect options and prepare a draft while execution remains gated. For example, expose a read-only function to find available appointments and a separate booking function that requires explicit confirmation. Never infer confirmation merely because the user asked an agent to “take care of it”; display the exact appointment, recipient, amount or setting that will change.

2. Apply least privilege with platform-native controls

Request only the permissions needed for the declared workflow. Broad access is difficult for users to understand, difficult for administrators to govern and dangerous when an agent combines data from several apps.

Android: scope both the app and the agent tooling

Android Studio’s agent permission controls distinguish access to project files, sensitive data, search, shell commands and MCP servers. A high-level grant can authorize related sub-tools, so review the effective scope rather than approving a convenient umbrella permission. In development, create a role that can inspect the test project but cannot read unrelated files or execute arbitrary shell commands.

For the phone app itself, expose only the AppFunctions required by the workflow. Keep read and write functions separate, and make sensitive fields opt-in rather than automatically included in every result. If a system picker satisfies the use case, prefer it to a broad storage or contacts permission; Google Play guidance specifically recommends narrower alternatives such as system pickers when they provide the needed user experience.

Apple: treat intents and tools as an authorization surface

With App Intents, define which entities and operations are discoverable, then apply command and tool authorization appropriate to their impact. A “find a receipt” intent should not automatically authorize “export all receipts.” Keep entity queries bounded and return redacted values until the user chooses a specific item.

Build a permission matrix

Capability Minimum access Agent may do without confirmation Confirmation or policy gate
Read ordinary app data Specific record or query scope Yes, if the user has granted access and the device context is allowed Additional disclosure or export
Read sensitive data Field-level or task-specific scope Only when the workflow clearly requires it Displaying, sharing or sending outside the app
Change local state Single object and validated fields Only for reversible, low-impact changes Destructive or difficult-to-reverse changes
Send an external message Named recipient, channel and message draft No Always require explicit user approval
Spend money or change account security Exact transaction or setting No Explicit approval plus platform or enterprise policy
Call an external service Allow-listed endpoint and minimal payload Only for low-risk lookups Data disclosure, side effects or unknown destinations

Document what happens when a permission is downgraded while an operation is in progress. The safest default is to cancel before committing any side effect and ask the user to restart after reviewing the new scope.

3. Keep a human in the loop for high-impact actions

Require an explicit confirmation step before an agent sends an external message, changes account settings, discloses sensitive data, performs an irreversible transaction or commits a consequential booking. This is a control boundary, not a courtesy notification.

Design a meaningful confirmation

Show the action in plain language with the values that matter:

  • Who will receive a message and through which service.
  • Exactly what data will leave the device or app.
  • The amount, currency, merchant or account affected by a payment.
  • The old and new values for an account or security setting.
  • Whether the action can be undone and the available recovery path.

Do not place the approval behind an ambiguous button such as “Continue.” Use an action label such as “Send message” or “Pay €42.00.” Bind the approval to a short-lived, single-use authorization token containing the reviewed parameters. If the agent changes any material parameter, invalidate the token and show the confirmation again.

Respect platform and organizational controls

Google describes its security principles as “explicit user control,” “comprehensive data protection,” and “operational transparency.” Its 2026 security guidance states: “Gemini can only access the apps you allow it to work in, and not the rest of your device.” Your app should provide the same understandable boundary: indicate which app data is available, which operation is being proposed and what is outside the agent’s authority.

For managed devices, treat administrator policy as a hard limit. A user confirmation cannot override a work-profile rule that blocks automation, data transfer or a category of action.

4. Threat-model the combined attack surface

An agent can connect private data, untrusted content and an external communication channel in one workflow. Apple’s WWDC26 security guidance emphasizes evaluating that combination rather than reviewing each feature in isolation.

Model prompt injection and malicious content

Assume that an email, document, web page, calendar note or QR code may contain instructions aimed at the agent. Treat such content as data, not authority. The agent must not gain new permissions, reveal hidden context or send a message merely because text inside a document tells it to do so.

Keep system policy and user-approved parameters outside untrusted text, label untrusted content in internal representations, and require confirmation for any external side effect even when the request originated in a trusted-looking document.

Check confused-deputy and cross-app leakage paths

A confused deputy occurs when the agent uses your app’s authority to perform an action on behalf of another context that was not authorized. Test whether a low-privilege caller can pass an identifier that causes your app to read another user’s record, whether a result includes tokens or hidden metadata, and whether data retrieved from one app can be inserted into a message sent by another.

Use audience restrictions on exported results, bind records to the authenticated account and tenant, and remove secrets, internal IDs and diagnostic fields from agent-facing schemas. Log the policy decision and the data class, but avoid logging the sensitive payload itself.

Map exfiltration routes

For every sensitive field, list possible exits: messaging, email, share sheets, clipboard, screenshots, external APIs, analytics, crash reports and agent conversation history. The agent should receive the minimum representation needed for the immediate step, with redaction or aggregation where possible.

5. Make denial, revocation and policy blocks fail safely

A denied operation should stop before any partial side effect. Return a useful explanation that tells the user what was blocked, why it was needed and how to proceed, without revealing protected data.

Handle the main failure states

  • Denied at first request: show the workflow impact and offer a narrower alternative, such as selecting one file with a system picker.
  • Revoked later: re-check authorization immediately before reading or committing; do not rely on a permission cached when the agent began.
  • Policy blocked: state that an administrator or work-profile policy prevents the action and do not suggest bypasses.
  • Offline: keep drafts local only if that behavior is explicitly designed; never queue an external send or payment invisibly.
  • Locked device: require the documented unlock or authentication step and avoid displaying sensitive results in notifications.
  • Malformed or stale request: reject it with a stable error code and no state change.

Android 17 documentation describes agentic-automation controls for managed devices and says administrators can disable automation in work environments. Build your app so that disabling automation is immediate: terminate active agent sessions, invalidate pending confirmation tokens and prevent queued actions from executing.

6. Test on an isolated real device and keep an audit trail

Do not validate agent access only on a developer workstation or an emulator containing personal accounts. Use a dedicated Android test phone or a cloud device lab with synthetic accounts, test payment instruments and non-production data. Keep the device separate from ordinary communications.

Exercise an explicit test matrix

  1. Discover every exposed AppFunction or App Intent and verify its description, input schema and declared side-effect category.
  2. Run an allowed read operation with the minimum permission and confirm that unrelated records are inaccessible.
  3. Deny the permission, revoke it after discovery, and disable the work-profile or enterprise policy; verify that each path fails before a side effect.
  4. Attempt prompt injection through a document, message, web page and calendar event; confirm that embedded instructions cannot authorize an action.
  5. Prepare a high-impact action, alter a recipient, amount or setting before approval, and verify that the original confirmation is invalidated.
  6. Repeat the workflow offline, with the device locked, with an expired session and with a network failure during commit; check for duplicate or partial operations.
  7. Test cross-app handoffs and inspect every returned field for secrets, internal identifiers and unintended personal data.
  8. Restore from a known snapshot, rotate test credentials and confirm that logs remain useful without containing sensitive payloads.

Android’s 2026 Android 17 announcement describes a test-agent app that can discover and execute AppFunctions to simulate an agent integration. Use that style of discovery testing to catch functions that were unintentionally exported or described too broadly.

Record an audit trail that supports investigation

For each invocation, record a timestamp, app and account context, function name and version, authorization result, policy decision, confirmation token status, outcome and error class. Record hashes or stable references instead of message bodies, financial details or sensitive field values. Protect logs from the same agent access you are auditing, set a retention period, and provide a way to correlate a user-visible action with its server-side event.

Android and Apple: where the control points differ

Comparison axis Android Apple
Capability exposure AppFunctions are self-describing functions that an agent can discover and execute. App Intents expose discoverable app actions and entities through Apple’s intent framework.
Permission granularity Use app permissions, function-level schemas and narrower system pickers; Android Studio agent controls also cover project files, sensitive data, search, shell and MCP access. Use intent and tool authorization, app permissions and narrowly scoped entities; keep command access separate from broad data access.
User confirmation Implement explicit approval for messages, sensitive disclosure, account changes and irreversible transactions; bind approval to exact parameters. Apply command/tool authorization and an equivalent confirmation boundary for consequential actions.
Enterprise policy Android 17 documents managed-device controls that can disable agentic automation in work environments. Apply the available managed-device and app policy controls, and treat an administrator block as non-overridable.
Data boundaries Separate read and write AppFunctions, minimize returned fields and prefer system pickers where suitable. Limit intent entities and returned fields, and prevent one intent’s data from silently authorizing another operation.
Testability The Android 17 test-agent approach can discover and execute AppFunctions for integration testing. Test intent discovery, authorization prompts, denial, revocation, locked-device behavior and cross-app handoffs on real devices.

A practical release gate

Do not grant production access until every callable capability has an owner, a data classification, a least-privilege permission, a confirmation rule and a revocation test. Security, product and privacy reviewers should be able to answer three questions for any proposed call: what can it read, what can it change, and what stops it when the context becomes unsafe?

The strongest design is intentionally boring: small typed functions, narrow permissions, visible user approval, fail-closed errors, administrator control and reproducible tests. That combination lets an agent be useful without turning natural-language convenience into an unreviewed authority channel.
