An AI agent can do only what its available tools and credentials let it do—but a sign-in, browser session, API key, or OAuth token does not by itself tell you the full extent of that access. To choose permissions safely, identify whose identity the agent uses, what each credential can reach, what actions its tools allow, and how quickly access can be revoked.
What determines an AI agent’s effective permissions?
An agent’s effective authority is the practical overlap of three things: the permissions attached to its credentials, the access policies on the resources it contacts, and the capabilities of the tools you make available to it. This is a useful way to reason about access, not a universal formula implemented identically by every platform.
- Credential permissions: OAuth scopes, API-key restrictions, or roles assigned to an identity determine what the credential may request.
- Resource policy: The service or resource may separately allow or deny the identity’s request.
- Tool capability: An agent with a read-only tool cannot perform a write through that tool, even if its credential permits writes. Conversely, a write-capable tool may let the agent use every write permission its credential can reach.
For example, a credential restricted to reading one service is not made more powerful merely because an agent has a browser. But a browser or API tool that can make changes may use any write authority available through the credential or authenticated session it can access. Assess the complete path from the agent to the resource rather than judging a credential by its label.
OAuth scopes: what they limit and what to check
OAuth is a framework for authorizing access. A scope is a requested permission describing the resources or operations that an access token may use. The precise meaning of any scope depends on the API that defines it; a scope name is not a universal guarantee of a particular level of access.

In Google’s OAuth flow, an application requests scopes, a user may approve the requested access through a consent flow, and the application receives the scopes actually granted. Google advises applications to check the granted scopes against the features they need. It also recommends requesting access incrementally—when a feature needs it—rather than asking for every possible permission at the beginning.
How to evaluate an OAuth grant
- List the agent’s tasks. Separate actions such as viewing records, creating content, or changing settings. Do not request a broad permission just because a future feature might need it.
- Read the relevant API’s scope documentation. Confirm what each scope permits for that specific API. Similar-looking scopes across products may not mean the same thing.
- Request only the scopes the current feature requires. Where the application supports it, ask for additional access when the user invokes a feature that needs it.
- Inspect what was actually granted. Do not assume that the token has every requested scope. Make the application handle missing grants rather than silently treating them as present.
- Review token handling and renewal. Google describes access tokens as having limited lifetimes and refresh tokens as a way to obtain new access tokens. Protect refresh tokens carefully because someone who obtains one may be able to keep acquiring access tokens.
OAuth is not automatically narrow or safe. Its practical risk depends on the requested and granted scopes, the API’s permission model, the identity behind the grant, and how tokens are stored and used. A valid OAuth token can still be overprivileged.
API keys: permission controls vary by provider and key type
An API key is a credential whose possession can enable requests to a service. The key does not have one standard permission model: its reach depends on the provider’s controls and on the account, project, or identity associated with it. Keep keys private, and do not put them in prompts, untrusted client-side code, or other locations where people or systems that should not have access could retrieve them.

OpenAI’s Help Center documents three permission settings for user-owned secret API keys:
| Setting | Documented behavior | When to consider it |
|---|---|---|
| All | Full permissions; documented as the default for these user-owned secret keys. | Only when the key genuinely needs the available permissions and the key is protected accordingly. |
| Restricted | Lets the key owner select permissions for specific resources or endpoints. Available choices can include None, Read, Write, or request-specific permissions. | When the agent needs only a subset of the key’s available access. |
| Read Only | Read permissions across endpoints. | When the task should retrieve information but should not change it. |
Those options describe the documented controls for that key type, not a universal API-key standard. The same Help Center article says these permission controls are not shown in its service-account key-creation dialog. Do not assume that a service-account key, another key type, or a key from a different provider offers the same settings.
Before giving an agent a key
- Check which identity, project, or account the key represents.
- Review the provider’s controls for restricting resources, endpoints, and read or write actions.
- Choose the narrowest settings that support the task; verify the resulting access rather than relying on a label alone.
- Keep the key out of prompts and untrusted client code. Give it to the agent only through a protected mechanism appropriate to the platform.
- Know how to revoke or rotate it, and make sure the affected service can continue operating safely after revocation.
Are API keys safer than OAuth?
There is no general ranking in which API keys are always safer than OAuth or OAuth is always safer than API keys. Compare the actual access and handling model in your environment:

| Question | OAuth grant | API key |
|---|---|---|
| Whose authority is used? | Often a user’s delegated authority; some systems also use application or service identities. | Depends on the provider and the account, project, or identity associated with the key. |
| How is access limited? | Scopes, plus the API’s own authorization rules and resource policies. | Provider-specific key permissions, endpoint or resource restrictions, and the identity behind the key. |
| How long can it work? | Access tokens can be short-lived; refresh tokens may obtain new ones and therefore need strong protection. | Lifetime and renewal behavior depend on the provider. A key may remain usable until it is revoked or rotated. |
| What must be protected? | Access tokens and, especially, any refresh token that can renew access. | The key itself and any storage or system through which it can be retrieved. |
| What should you verify? | The granted scopes, token lifecycle, and the resource’s authorization rules. | The key’s actual restrictions, associated identity, and revocation process. |
The table describes common design considerations, not identical behavior across providers. In particular, a vendor may offer endpoint-specific restrictions for one key type but not another. Choose based on the concrete permissions, exposure points, lifetime, and revocation options available for the credential you plan to use.

Authentication establishes who a user is; authorization determines whether that identity may access a resource. Google makes this distinction in its identity documentation. Its browser-focused Google Identity Services JavaScript library supports sign-in as well as separate consent and authorization flows for API access. The browser can therefore be where a user signs in or approves access, but the browser’s presence does not itself grant an agent permission to every site, account, or API.
Whether an agent can use an authenticated browser session depends on the particular agent and browser architecture. Do not assume that an agent’s browser tool shares your normal browser’s cookies or signed-in session. Nor should you assume that browser automation is safer than an API credential: if the agent can take actions through a session, those actions are governed by the session’s access and the capabilities exposed to the agent.

When evaluating browser-mediated access, establish what the product actually does: whether the user completes a consent flow, whether the agent receives a token, whether it interacts with an existing session, and which actions the browser tool can perform. If those details are unclear, treat the scope of its access as unverified rather than inferring it from the fact that a sign-in screen appeared.
Use an agent identity or delegated user access?
The identity behind access affects who is accountable for the permission and how administrators can manage it. Google Cloud distinguishes access through an agent’s own identity from three-legged OAuth used when an application acts on behalf of an end user. In the agent-identity approach, access to Google Cloud resources is granted through IAM roles on the target resources. The suitable roles depend on the particular implementation and resource; example roles from a vendor guide should not be treated as a universal minimum set.

|---|---|---|
| Agent or service identity | The agent’s own identity, with access granted to it by resource administrators. | Should this automated workload have a defined, administratively managed set of permissions independent of a particular user? |
| Delegated user authorization | A user’s authority, limited by the authorization granted and the service’s rules. | Does the agent need to act on behalf of this user, and should access reflect that user’s permissions? |
Neither model is automatically least-privilege. An agent identity can be assigned excessive roles, while a delegated grant can request or receive more access than a task needs. Decide whether the task belongs to an individual user or to an automated workload, then restrict the resulting identity’s access at the resource and API levels.

Where credentials should live
Credential placement changes how easily a secret can be exposed. A token inserted directly into an agent prompt or runtime may be accessible to components that process the prompt or runtime state. A backend or managed credential store can keep the secret away from the model-facing context, depending on the design.
Google’s managed-agent credential guidance describes bearer-token, OAuth 2.0, and environment-variable credential types. It also describes attaching credentials to network allowlist rules so a proxy authenticates outbound requests. In its example, the token does not exist inside the sandbox. That is a vendor-specific managed-agent design—not a property to assume of every agent platform.
Quick Recap
Practical handling choices
- Use protected storage or credential injection when available. Prefer a design where the agent can request an approved operation without being shown a reusable secret.
- Limit where a credential can be used. A proxy, network allowlist, or tool boundary can reduce exposure if the platform implements those controls and you configure them correctly.
- Expose credentials only to trusted tools. A tool that can make arbitrary outbound requests may expose more risk than one constrained to a specific service and operation.
- Use short-lived credentials where available. A shorter access-token lifetime can reduce the window for misuse, but it does not make a broadly scoped token harmless while it is valid.
- Rotate and revoke deliberately. Regular rotation limits the period a copied long-lived credential remains useful; revocation is the immediate response when a credential may be exposed.
A least-privilege setup process
- Define the job in actions, not vague goals. Specify which records the agent may read, what it may create or change, and what it must never do.
- Choose the identity model. Decide whether access should represent an end user or the agent/service itself. Avoid quietly borrowing a person’s broad account access for an automated task.
- Select the narrowest supported credential model. Check whether the service supports scopes, key restrictions, resource-level roles, or tool-specific controls. These mechanisms are complementary rather than interchangeable.
- Constrain both credential and tools. Match the credential’s permissions to the required operations, then expose only the tools that the task needs. A tool restriction does not repair an overbroad credential, and a narrow credential does not make an unnecessarily powerful tool harmless.
- Store the credential outside untrusted contexts. Use an appropriate managed store, backend, or vendor-supported injection path. Do not paste secrets into prompts or client code that users or third parties can inspect.
- Test allowed and denied operations. Confirm that the intended read or write works and that an operation outside the intended boundary is rejected. A settings label alone is not proof that the complete access path behaves as expected.
- Plan the lifecycle. Identify who can inspect, rotate, and revoke access; how token renewal works; and what the agent should do if a grant is removed or expires.
Common permission mistakes and how to correct them
- Assuming OAuth means low risk: Inspect the actual granted scopes and the API’s scope definitions; broad scopes remain broad even when approval uses a familiar consent screen.
- Assuming every API key has the same controls: Check the provider’s documentation for the exact key type. Permission settings for one user key do not establish what is available for a service-account key or another vendor’s key.
- Treating browser sign-in as authorization: Confirm what resource access was granted and how the agent uses the browser session or token.
- Giving the agent a secret because a tool needs it: Prefer controlled credential injection or a proxy-supported design when available, and limit the tool’s destinations and operations.
- Leaving broad access in place after a task changes: Reassess permissions when features or responsibilities change, then narrow, rotate, or revoke credentials that are no longer required.
- Confusing read capability with read-only credentials: Check both the credential’s permissions and the tool’s functions. The agent’s effective authority depends on the whole access path.
