Use an AI agent when a system must make decisions and take actions across multiple steps; use a simpler workflow or a single model call when the task is predictable. To design or improve an agent, define its goal and boundaries, start with one agent and clear tools, add orchestration only for distinct responsibilities, and evaluate performance and safety in measurable cycles.

What makes a system an AI agent?

An AI agent pursues a goal through some degree of autonomous decision-making, often by using tools and taking multiple steps. Unlike a fixed workflow, it can decide what to do next based on the task and information it receives. That flexibility is useful for open-ended work, but it also makes the system harder to control and can add cost and delay.

Start by asking whether software can define the steps in advance. Google Cloud advises considering simpler generative-AI solutions when a job is predictable, highly structured, or can be completed in one model call. An agent is more appropriate when the work requires open-ended planning or actions across systems. Google Cloud’s agentic AI design patterns frame the choice around workload requirements, not a presumption that more autonomy is better.

How to choose an AI agent design

Make the design choices in order: clarify the job, choose the simplest architecture that can do it, define tools, then add coordination or refinement only if an observed need justifies it.

1. Define the outcome and boundaries

Write down the result the agent should produce and what counts as success. Specify what it may read, what it may change, and which actions require approval. Also consider task complexity, expected latency and performance, cost limits, and where human involvement is necessary. Revisit these decisions when the workload changes.

2. Begin with one agent

A single agent with a clear system prompt and a defined tool set is a useful baseline. It lets a team refine the core logic and tools before introducing coordination between agents. OpenAI’s Agents SDK guide describes agent construction and tools; Google Cloud likewise recommends starting with a single-agent pattern before adding complexity.

3. Make tools easy to distinguish

OpenAI groups tools into three broad roles: data tools retrieve information, action tools change systems, and orchestration tools invoke other agents. Name and describe each tool so its purpose and limits are apparent. Use clear parameters, document expected inputs and outputs, and test reusable definitions.

If the agent selects the wrong tool, first inspect tool descriptions, parameter names, and overlapping capabilities. Narrow the available choices or clarify their boundaries before creating another agent. Adding agents does not fix confusing tool definitions.

4. Add orchestration only when responsibilities differ

A multi-agent design can help when a complex job can be divided into distinct subtasks. In a manager pattern, one agent retains control of the workflow and calls specialist agents as tools; this suits work where a central agent must synthesize results and remain responsible to the user. In a decentralized pattern, agents hand off execution to peers; this can fit work where distinct stages can be owned independently.

Both approaches add coordination and model calls. Choose them for a specific decomposition or control need, not because multiple agents are inherently more capable. If a task is difficult but still coherent, a single agent with better tools or a bounded refinement loop may be simpler.

5. Bound any refinement loop

A draft–critique–revise loop can improve output, but every iteration adds latency and cost. Define a quality threshold or a maximum number of iterations so the process has an exit condition. Compare the quality gain with the additional time and expense rather than allowing the agent to revise indefinitely.

How to diagnose an underperforming agent

Use observable failures to decide what to change. A prompt adjustment is not a substitute for fixing unclear tools, missing workflow structure, weak stopping rules, or inadequate oversight.

Observed problem What to inspect Practical adjustment
It chooses the wrong tool Tool names, descriptions, parameters, and overlapping functions Clarify boundaries, improve documentation, or narrow the available tools.
It cannot complete multi-step work Whether the job is a fixed workflow, a coherent task for one agent, or distinct specialist subtasks Make a fixed sequence explicit, or split genuinely distinct responsibilities where useful.
It loops or revises repeatedly Whether there is an objective quality threshold and a hard iteration limit Add a stopping condition and weigh any improvement against latency and cost.
It takes an action the user did not intend How goals and policies are expressed, and whether the action is consequential Make permitted actions concrete, show planned actions, and require human approval before consequential changes.
It cannot be evaluated or corrected Whether traces show decisions, tool calls, errors, and outcomes clearly enough Retain traces and grade decisions and tool calls; expose useful plan and action visibility.

How to measure whether changes help

Track measures that connect to the job’s intended outcome. Useful signals include task success, output quality, tool errors, latency, cost, and safety failures. Review traces to understand where a run went wrong, then change one bounded part of the design and evaluate again. A system can produce a plausible answer while choosing an inappropriate tool or taking an unsafe action, so assess the path as well as the final output.

Set evaluation criteria before tuning the agent. A business outcome should determine what counts as success; generic measures alone may reward an answer that looks polished but does not solve the user’s problem. Google Cloud’s design guidance and Anthropic’s implementation guidance emphasize iterative evaluation and guardrails rather than assuming a prompt change guarantees reliability.

How to keep an agent safe and controllable

Safety belongs in the workflow, not only in a final review. Agents can be manipulated by untrusted content, disclose private data, or misinterpret broad instructions. For example, “organize these files” may be interpreted more broadly than the user intended. The right level of autonomy and oversight depends on the consequences of the task.

  • Separate untrusted content from privileged instructions. Do not place untrusted variables in developer messages or otherwise treat retrieved text as trusted policy.
  • Constrain data flow. Use validated structured outputs between steps so information passed onward has an expected shape.
  • Limit and review tool actions. Give tools narrow permissions, and require approval for sensitive or consequential operations.
  • Make actions visible. Show enough of the plan and proposed actions for a person to assess and redirect the agent without burying them in irrelevant detail.
  • Test and inspect traces. Use input guardrails, examples, evaluations, and trace review to find failures. These controls reduce risk; they do not make an agent infallible.

Anthropic summarizes the design challenge this way: “A central tension in agent design is balancing agent autonomy with human oversight.” Its framework for developing safe and trustworthy agents was published August 4, 2025. Its practical implication is to let people retain control over how goals are pursued, especially before high-stakes decisions.

Quick decision checklist

  • Can a fixed workflow or one model call meet the requirement? If so, start there.
  • Does the job require the system to choose and execute steps across tools or systems? If so, an agent may be justified.
  • Can one agent handle the work with clear tools? Establish that baseline before adding specialists.
  • Are there genuinely distinct subtasks or a need for peer handoffs? Choose manager-led or decentralized orchestration accordingly.
  • Are quality, cost, latency, action risk, and human approval requirements observable and bounded?
