Tool calling is a capability; an AI agent is a control system. An LLM with tool calling can request a defined function and receive its result, while the surrounding application may still enforce a fixed sequence. An agent decision system can choose the next step dynamically, inspect what happened, adapt its plan, and continue until it reaches a goal, a stop condition, or a human checkpoint. Tool calling is often one component inside an agent, but one tool call does not make an application agentic.

The short answer

Function or tool calling describes the interface between a language model and software functions. The model returns structured arguments for a named tool; your application validates those arguments, executes the function, and can send the result back to the model. OpenAI’s Function calling documentation describes this model-to-application interface, while Anthropic’s Building Effective AI Agents describes workflows in which LLMs and tools are orchestrated through predefined code paths.

An AI agent decision system describes the broader way a task is controlled over time. The system receives a goal, chooses an action, observes the result, decides what to do next, and repeats or stops. The next action is not necessarily known when the task begins. The model, orchestration code, tools, state, permissions, and stopping rules all contribute to the behavior. Anthropic’s Trustworthy agents in practice defines an agent as an AI model that directs its own processes and tool use while accomplishing a task, rather than following a fixed script.

That makes the distinction architectural rather than brand-specific. A model with a tool-call API can be used in a deterministic workflow, a partly adaptive workflow, or a fully model-directed loop. Conversely, an agent can contain ordinary application code, databases, approval steps, and deterministic tools alongside an LLM.

What LLM tool calling actually does

The request-and-execute cycle

A tool-enabled LLM is given a catalog of callable functions. Each function has a name, a description, and an input schema. Instead of producing only prose, the model can return a structured request such as a function name and JSON arguments. The application, not the model, performs the operation. It checks authorization and input validity, invokes the function, and returns the result as a new message if another model turn is needed.

  1. Declare a tool. Define a narrow operation and its required parameters, types, and constraints.
  2. Send the user request and tool definitions to the model. The model may answer directly or select one of the available functions.
  3. Validate the model’s request. Reject malformed arguments, unauthorized resources, and values outside safe limits.
  4. Execute the function in application code. The function might query a database, call an internal service, or perform a calculation.
  5. Return the result. Give the tool response back to the model when it must explain, transform, or act on that result.

This mechanism says nothing by itself about who chooses the sequence. Your program might always call lookup_customer, then calculate_refund, then send_email. In that case the model supplies arguments or language, but the workflow remains fixed.

What tool calling does not guarantee

  • It does not guarantee that the model will choose the correct tool.
  • It does not grant permission to access every system the function can reach.
  • It does not create memory, planning, retries, or a stopping policy.
  • It does not prove that a requested action succeeded in the real environment.
  • It does not make a multi-step application an autonomous agent.

A single request to a weather function followed by a formatted answer is tool use. The surrounding application could be entirely deterministic even though the model selected the function.

What an AI agent decision model adds

A model-directed control loop

An agent decision system puts a decision loop around model calls and tools. A typical loop is:

  1. Set the goal and constraints. State what outcome is wanted, what resources are allowed, and what actions require approval.
  2. Inspect available state. Provide relevant records, prior tool results, files, or environment observations.
  3. Choose the next action. The model or an agent policy selects a tool, asks for information, delegates a subtask, or decides that it can finish.
  4. Execute through a controlled harness. The application checks permissions, budgets, schemas, and rate limits before running the action.
  5. Observe the result. Capture the tool response and any change in the external environment.
  6. Reassess. The model decides whether the goal is met, whether another step is needed, or whether a human should take over.
  7. Stop safely. End on success, a failure condition, a turn or time limit, a budget limit, or an explicit approval boundary.

The important property is dynamic control flow. The number and order of actions can depend on observations. If a service is unavailable, the agent might retry within a limit, choose an alternative path, or escalate. If a search returns no records, it can change the query rather than blindly proceeding.

Why “agent decision model” is not a standardized model class

The phrase is descriptive, not a universally defined category of neural model. Anthropic notes that people use agent in different ways and distinguishes fixed workflows from systems in which the model dynamically directs its process and tool use. Two products using the same underlying LLM can therefore exhibit different levels of agency because their harnesses expose different tools, state, permissions, and stop rules.

Side-by-side comparison

Dimension LLM with tool calling Agent decision system
Primary idea A model can request a defined function with structured arguments. A system can select and sequence actions toward a goal over multiple turns.
Control flow Usually fixed by application code, even when the model chooses an individual tool. Partly or largely selected from observations by the model or agent policy.
Number of steps Known or bounded by the workflow designer. May vary according to results, exceptions, and subgoals.
State handling The application decides what context and results to pass back. The harness maintains task state, observations, history, and sometimes plans.
Adaptation Limited to branches explicitly implemented by the application. Can select a different next action when the environment changes, subject to guardrails.
Predictability High when the sequence and tools are tightly constrained. Lower unless the action space, policies, and stop conditions are tightly bounded.
Latency and cost Often lower because there are fewer model turns and tool interactions. Can increase as the loop adds reasoning turns, observations, retries, and calls.
Failure surface Mostly concentrated in known steps and error branches. Includes compounded errors across decisions, tools, state transitions, and stopping.
Evaluation target Check the response and each known function result. Check the trace and the actual final state of the environment, not only the agent’s claim.

Workflow, agent, or something in between?

Fixed workflow

Use a fixed workflow when the path is known and consistency is more valuable than exploration. For example, a support process might authenticate a customer, retrieve an order, apply a documented policy, and create a case in that exact order. The LLM can extract fields or choose among narrowly defined options, while ordinary code controls transitions.

Anthropic’s Building Effective AI Agents, published December 19, 2024, recommends starting with the simplest sufficient solution. A predefined workflow is easier to inspect, test, budget, and approve. It also makes it clearer which step caused an error.

Agent loop

Use an agent loop when the task is open-ended and the next step depends on what tools reveal. An investigation that searches several systems, compares conflicting records, and requests approval only when a sensitive action is required is a better candidate for adaptive control. The loop must still have a bounded tool set, explicit permissions, useful state, and a reliable stopping rule.

Hybrid design

Many production systems are hybrids. Deterministic code can handle authentication, transaction boundaries, retries, and irreversible operations, while the model chooses among safe research tools or drafts a plan. This arrangement preserves predictable controls around the parts that matter most and uses model flexibility only where the path is genuinely uncertain.

How to decide which pattern fits

  1. Describe the task as a graph. Write every required action, possible branch, external dependency, and irreversible side effect.
  2. Mark uncertainty. If all branches are known and finite, a workflow is usually sufficient. If new observations determine which branch exists, an agent loop may help.
  3. Estimate interaction depth. Count expected model turns, tool calls, approvals, and retries. More turns generally mean more latency and operating cost.
  4. Define the acceptable failure. Decide whether a wrong answer, a missed record, a duplicate action, or an unauthorized change is the most serious risk.
  5. Check observability. Ensure you can record inputs, decisions, tool calls, tool responses, and state changes before introducing autonomy.
  6. Choose the smallest sufficient design. Add model-directed decisions only where fixed code cannot handle the real variation.

A useful rule is: predictable task plus known sequence equals workflow; uncertain task plus adaptive, multi-step action equals agent; mixed risk and uncertainty equals a hybrid.

Designing tools that an agent can use safely

Give each tool one clear purpose

Anthropic’s tool-use guidance warns that ambiguous or overlapping tools can confuse agents. Prefer distinct names and descriptions such as get_invoice, list_open_invoices, and draft_credit_note over a single vague manage_billing function. State what the tool reads or changes, what an identifier means, and what happens when no result is found.

Make inputs and outputs explicit

  • Use typed, required fields for identifiers and quantities.
  • Constrain enumerations instead of accepting free-form action names.
  • Return structured status, error codes, and relevant records.
  • Distinguish a successful empty result from a failed request.
  • Include an idempotency key for operations that may be retried.

Tool descriptions should explain limits that the model cannot infer, such as date formats, maximum page sizes, or whether an operation is reversible. Keep sensitive fields out of tool responses unless they are necessary for the next decision.

Separate read and write capabilities

Read-only tools are easier to expose during early testing. Place writes, external messages, purchases, deletions, and permission changes behind separate functions with stronger authorization and, where appropriate, a human approval step. The model can prepare a proposed action while application code decides whether it may execute.

State, memory, and observations

Tool calling provides a result message; it does not define memory. The harness must decide which information persists for the task, which can be summarized, and which must be revalidated. Keep a state record that identifies the current goal, completed actions, pending approvals, tool results, errors, and relevant external identifiers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not treat the conversation transcript as proof of the environment’s state. A model may remember that it requested a change even when the request timed out. For consequential actions, read the authoritative system after execution and store the resulting identifier or status. This distinction is central to trustworthy evaluation and recovery.

Safety controls for agentic loops

Permissions and sandboxing

Run tools with least-privilege credentials and isolate development agents from production systems. Anthropic recommends sandboxed environments and guardrails for autonomous agents. A sandbox should limit filesystem access, network destinations, secrets, and maximum resource use, not merely rely on a prompt telling the model to be careful.

Human checkpoints

Require approval before irreversible or externally visible actions. Present the proposed tool, arguments, affected resources, and expected consequence in a reviewable form. Approval should be bound to the exact action, not interpreted as permission for any later action that appears similar.

Stop conditions and budgets

  • Maximum model turns or tool calls per task.
  • Wall-clock deadline and queue timeout.
  • Token, API, or financial budget.
  • Maximum retries for one failing operation.
  • Immediate stop on policy violations, unexpected destinations, or repeated identical actions.

When a limit is reached, return a recoverable status with the trace and pending work rather than claiming success.

Programmatic orchestration versus implicit decisions

Anthropic’s article Introducing advanced tool use on the Claude Developer Platform, published November 24, 2025, describes programmatic tool calling: code can orchestrate tools, transform intermediate results, and return selected information to the model. This makes loops, conditions, filtering, and error handling explicit in software instead of requiring a natural-language decision for every substep.

Programmatic orchestration is useful when the model should choose a broad objective but code should control repetitive or high-volume operations. For example, the model can select a set of records to investigate; application code can paginate through them, validate every item, and aggregate results before asking the model for the next decision. This reduces context noise and creates a clearer audit trail.

Evaluating an agent: test the harness and the outcome

Record complete traces

Anthropic’s Demystifying evals for AI agents, published January 9, 2026, emphasizes traces, outcomes, and harnesses. Store the user goal, model messages, selected tools, exact arguments, tool responses, approvals, retries, exceptions, and state transitions. Redact secrets while preserving enough detail to reproduce the decision.

Grade environmental state

A success message is not evidence that the intended action occurred. Verify the external system: was the ticket actually created, was the record updated once, did the file contain the required data, and was no unauthorized object changed? Use authoritative read-backs and deterministic assertions wherever possible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Test multi-turn behavior

  • Normal success paths with realistic tool responses.
  • Empty results and ambiguous user requests.
  • Malformed or partial tool responses.
  • Timeouts, rate limits, duplicate delivery, and transient failures.
  • Conflicting records and stale state.
  • Prompt injection or instructions embedded in retrieved content.
  • Approval denial, budget exhaustion, and forced shutdown.

Evaluate the model and the harness together. A model may select a reasonable action that the harness executes with the wrong permissions, or the harness may expose an ambiguous tool that causes otherwise avoidable decisions. The combined system is what users experience.

Common misconceptions and failure modes

“Any function call is an agent”

False. A one-step function request is tool use. Agency requires a broader control pattern in which the system can direct its process across steps, informed by observations.

“The model is autonomous because it wrote the plan”

A plan is not execution. If code always runs the plan in a predetermined order, the application remains a workflow. Agency begins where the system can revise the path based on results, within defined limits.

“More autonomy is automatically better”

Autonomy adds decision points, latency, cost, and opportunities for compounded error. If a deterministic rule can solve the uncertainty, adding an agent may reduce reliability rather than improve it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“A final explanation proves completion”

It does not. Confirm the environment’s state with a read-back and retain the trace. If confirmation is unavailable, report that the action was requested or attempted, not that it succeeded.

“A larger tool catalog gives the agent more power”

It can also make selection harder and increase risk. Expose the smallest set of well-described tools needed for the current task, and partition tools by permission and domain.

A practical implementation blueprint

Start with a conventional model call or fixed workflow. Instrument it before making it adaptive. Then introduce autonomy in a narrow, reversible area.

  1. Define the outcome. Write a testable environmental condition, not merely a desired sentence.
  2. List tools and authorities. For each tool, document inputs, outputs, side effects, credentials, rate limits, and rollback behavior.
  3. Build the deterministic shell. Implement authentication, schema validation, logging, retries, approvals, and stop limits outside the model.
  4. Add one decision point. Let the model choose among a small number of read-only tools or branches.
  5. Capture the trace and verify state. Compare the actual result with the required outcome.
  6. Expand only after testing. Add another tool or a write action only when evaluation shows that the existing design cannot handle a real variation.

A minimal conceptual loop looks like this:

state = start_task(goal)
for turn in range(MAX_TURNS):
    decision = model.choose_next_action(state, allowed_tools)
    if decision.type == 'finish':
        return verify_and_report(state)
    if not policy_allows(decision):
        return stop_for_review(state, decision)
    result = execute_with_limits(decision)
    state = record_observation(state, decision, result)
return stop_for_budget(state)

The exact implementation will vary, but the separation is important: the model proposes, the harness authorizes and executes, and verification checks what actually changed.

Which approach should you choose?

Your task characteristic Recommended pattern Reason
Known sequence, strict compliance, repeatable inputs Fixed workflow Explicit paths are easier to test and audit.
One interpretation or lookup is needed LLM with a narrowly scoped tool The model can select or fill a function without introducing a long-running loop.
Unknown number of investigative steps Bounded agent loop Observations determine which tool should run next.
Mixed research and irreversible actions Hybrid Allow adaptive read operations while keeping writes deterministic or approval-gated.
High-impact operation with weak observability Do not add autonomy yet You cannot safely evaluate or recover what you cannot observe.

The practical test is not whether the system uses a fashionable label. Ask who controls the next step, what evidence informs that decision, what the harness permits, and how the system proves that the goal was achieved. Tool calling answers how a model requests an action. Agent design answers how the entire system decides, acts, observes, and stops.

Frequently asked questions

Does tool calling make an LLM an agent?

No. Tool calling gives an LLM a structured way to request functions. It becomes part of an agent only when a surrounding system lets the model or agent policy direct a multi-step process using observations, state, and bounded permissions.

Can an agent work without tools?

An agent can make decisions or produce a plan without external tools, but it cannot observe or change an outside environment through the system. For real-world tasks, tools provide the actions and feedback that make an adaptive loop useful.

Is a planner-and-executor architecture always agentic?

Not necessarily. If the planner creates a fixed sequence and code executes it without allowing revision, it is a workflow. If the system can choose or revise subsequent actions from intermediate results, it has an agentic control pattern.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How many tools should an agent receive?

Expose the smallest, clearest set that covers the task. Distinct names, typed inputs, structured outputs, and separated read and write permissions are more useful than a large catalog of overlapping functions.

What should an agent do when a tool fails?

Return a structured error to the decision loop, classify whether it is transient or permanent, and apply a bounded retry or alternate path. Stop and escalate when the failure could cause an unsafe or irreversible action. Never report completion without verifying the outcome.

Where should autonomy stop?

Stop at the boundaries defined by risk: irreversible writes, external communications, financial commitments, sensitive data access, policy violations, budget exhaustion, or inability to verify state. Put a human checkpoint or deterministic approval rule at those boundaries.

Frequently Asked Questions

Does tool calling make an LLM an agent?

No. Tool calling is an interface for requesting functions. An agent requires a surrounding control loop that can choose and revise multi-step actions from observations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When is a fixed workflow preferable?

Use one when the sequence is known, compliance and consistency matter, and each branch can be explicitly implemented and tested.

What is the safest way to introduce autonomy?

Instrument a fixed workflow first, then let the model choose among a small set of read-only tools while the harness enforces permissions, budgets, approvals, and verification.
