A website can allow your ordinary Chrome session and block an AI agent because it evaluates more than the browser name. Network and request details, session state, browser signals, JavaScript results, observed behavior, and the site’s own automation policy can all affect the response. The agent and Chrome may also be using different accounts, cookies, networks, or browser environments.

Why doesn’t “Chrome” guarantee access?

Chrome is a browser, not an access credential. A User-Agent string that names Chrome is just one request attribute; it does not make an automated session equivalent to a person using a familiar desktop profile. Defenses may assess several signals together, including headers, browser characteristics, session information, and activity patterns.

Cloudflare is one documented example, not a description of every website’s defenses. Its bot-management documentation describes multiple detection engines: heuristics that check request fingerprints, JavaScript detections aimed at headless browsers and other fingerprints, and machine-learning analysis of request features. Which features are available can depend on the customer’s plan.

A challenge or denial is not, by itself, proof that a visitor is malicious. In Cloudflare’s JavaScript detection flow, the site needs an HTML request before it can inject the detection script and issue a clearance cookie, so the first request may not have that detection data. Cloudflare also notes that a missing or failed signal can have benign causes, such as network problems, an ad blocker, or disabled JavaScript.

What could be different between Chrome and the agent?

The comparison is only useful once you know whether the two sessions actually share the same conditions. A long-lived desktop Chrome profile may be logged in and carry cookies from earlier visits; an agent may open a clean profile in a remote or cloud environment. The network, browser build, JavaScript support, locale, and request sequence may differ too.

Possible difference What to check
Account and session Whether both sessions use the same account, authentication state, cookies, and session age.
Network Whether they connect from the same network or IP address. A difference is a hypothesis to investigate, not proof of the cause.
Browser environment Browser version and configuration, whether the agent is headless, and whether JavaScript runs successfully.
Request sequence Whether the agent follows the same page and authentication flow as the manual session, including any challenge or login steps.
Site policy Whether the site permits the agent’s type of automated activity, regardless of whether a human can visit.

These are checks, not a diagnosis. Without the exact response and, for a site owner, relevant logs and configuration, the title’s comparison alone cannot establish which factor caused a block.

Can an agent be blocked by policy rather than detection?

Yes. A site can intentionally refuse certain automated activity even when it allows ordinary browsing. Cloudflare distinguishes Search, Agent, and Training categories. Its documentation defines Agent traffic as real-time automated activity on a person’s behalf, including browser-use agents; that is different from search crawling or collecting material for training.

Cloudflare’s documentation, accessed October 7, 2026, says that defaults for new domains effective September 15, 2026 block bots classified as Training or Agent on pages displaying ads, while leaving Search allowed. Cloudflare also describes configurable choices to block all, block on ad pages, or allow. This is a dated, Cloudflare-specific policy—not a rule for every website or security provider. A site owner should check the domain’s current settings.

What does the blocking data tell you?

A 2026 preprint by University of Bamberg researchers measured 10,000 websites across four browser configurations, for 40,000 page visits. In that setup, Chromium headless had a 15% soft-block rate, compared with 7% for the other tested configurations. In a header-spoofing experiment, the researchers attributed 75% of Chromium-headless-only blocks to header-level signals alone. These findings describe the paper’s sample and experimental conditions; they are not the odds that a particular agent will be blocked by a particular site.

The same study attributed 82% of observed blocks to bot detection: 59% were vendor-confirmed and 23% inferred from condition-dependent blocking. It reported block rates of 37% for Cloudflare and 26% for Akamai within its measured sample. Those are study-specific results, not global rates for either provider.

How should you diagnose the failure?

  1. Identify what the browser actually shows. Record whether it is an HTTP error, challenge page, CAPTCHA, login or MFA prompt, blank or partial page, or explicit policy message. These outcomes can happen at different stages; calling all of them “bot detection” hides useful clues.
  2. Compare the two sessions. Check account, network, browser version, session age, locale, and JavaScript availability. Change or verify one condition at a time where you are authorized to do so; do not assume the browser label explains the result.
  3. Determine who controls the site. If you operate it, inspect the CDN or WAF rules, bot-category settings, and logs for the blocked request. If you do not, read the site’s access rules or contact its support channel. A deliberate denial is not authorization to evade it.
  4. Account for first-request behavior. With Cloudflare JavaScript detection, detection data may be absent on the initial request because the page must load before the script and clearance cookie can be issued.
  5. Use an authorized route. Prefer a supported API or integration. Where the site owner offers an allowlist or recognizes authenticated agent identity, request access through that process rather than disguising automation.

What can site owners do for legitimate agents?

If a site has a reason to accept an agent, its owner can make that a deliberate policy decision and verify identity using a supported mechanism, instead of trusting a spoofable browser name or User-Agent alone.

For example, OpenAI’s documentation for its Cloud browser describes signed requests using HTTP Message Signatures under Web Bot Auth. The documented headers include Signature, Signature-Input, and Signature-Agent; the documentation also gives configuration guidance for Cloudflare, Akamai, HUMAN, and Vercel. Proxies must preserve the signature headers for verification. This identifies supported traffic from that service; it is not a general bypass or a way to authenticate arbitrary agents.

Cloudflare has described Web Bot Auth as a way to authenticate bots or agents without depending on changing IP ranges or spoofable User-Agent headers. Its description identifies HTTP Message Signatures based on RFC 9421 as its preferred direction and mutual TLS as another option with different deployment trade-offs. Implementations and provider dashboards can change, so operators should verify current vendor guidance before changing production rules.

As Cloudflare’s bot-detection documentation puts it, “Cloudflare uses multiple detection engines because different bot types require different detection strategies.” The practical implication is that a browser setting alone may not address a block: first establish whether the cause is a site policy, a request or session difference, or a detection result.
