There is no standard fee that an AI agent pays just to discover something. A charge depends on what “discovery” means: retrieving a publisher’s page, calling a gated API or tool, running product searches for a retailer, or buying a product. Each has a different payer and billing event, and published examples should not be mistaken for a universal price.
What can “paying for discovery” mean?
The phrase can describe several separate transactions. An AI crawler may pay a publisher for each successful retrieval of protected content. An agent may pay to use a gated API or tool. A retailer may pay a cloud provider to run product search. A shopper may pay for a product at checkout—but that is not the same as paying a discovery fee.
| Activity | Who may pay | What can trigger the charge | What the documented example establishes |
|---|---|---|---|
| Protected publisher content | The crawler operator | A successful page access | Cloudflare documents a site-owner-set price per access; the feature was described as closed beta in documentation dated July 28, 2026. |
| Gated API or tool | The agent or client operator | A paid request for a resource or tool | Cloudflare documents HTTP 402 payment challenges and supported payment routes, not a universal browsing tariff. |
| Retail product search | The commerce operator | A search or browse request | Google Cloud lists AI Commerce Search at USD 2.50 per 1,000 requests on its pricing page accessed October 8, 2026. |
| Product purchase | The shopper | Checkout for the selected item | Google’s UCP documentation describes discovery through checkout with the merchant remaining Merchant of Record; it does not establish a separate consumer discovery fee. |
These figures apply to distinct services and billable events. They cannot be added together as a typical agent cost, and the available official documentation does not establish an industry-wide average, standard agent budget, or rate of paid access.
What does an AI crawler pay to access a publisher’s content?
Cloudflare’s Pay per crawl documentation describes a model in which a site owner sets the price for a zone and a crawler pays for access to protected content. Cloudflare says it provides the payment infrastructure and acts as Merchant of Record for the feature. Its documentation dated July 28, 2026 described Pay per crawl as closed beta, so its availability should not be assumed.

How the HTTP 402 flow works
- The crawler requests a protected page. It may send payment intent in request headers; if the request lacks acceptable payment information, the site can return HTTP 402 with pricing details.
- The crawler reads the
crawler-priceresponse header and decides whether the amount fits its exact-price or maximum-price policy. - If it proceeds, the crawler retries with the corresponding payment header. After successful access, it can inspect
crawler-chargedto see the amount charged. - The crawler records the charge for spend accounting. Cloudflare’s instructions recommend tracking the pricing and charged-amount values.
Cloudflare’s crawler instructions include USD 0.01 per crawl as an illustrative request value from 2025. It is an example, not a required, typical, or market-wide rate; each site owner sets the price.
Do repeat requests and errors cost money?
Cloudflare says each successful access can be billed at the configured price, so a recrawl can incur another charge. Error responses are not billed. Its FAQ identifies robots.txt, sitemap.xml, security.txt, .well-known/security.txt, and crawlers.json as always-free paths.

How do agents pay for APIs, data, or tools?
An HTTP 402 payment protocol lets a server state the terms for a gated resource rather than treating payment as a general fee for web browsing. In Cloudflare’s documented flow, a client requests a resource or calls a tool; the server responds with a payment challenge describing what to pay, how much, and where. The client fulfills the challenge and retries with a payment credential. The server verifies it, then returns the resource and a receipt. Cloudflare says this exchange does not require an account or pre-shared API key.
Cloudflare documents x402 for stablecoin payments, including USDC on supported networks, and MPP for payment methods including cards and stablecoins. These are protocol capabilities; the documentation does not establish how widely production agents use them or whether either method is suitable for every service.

A Cloudflare x402 proxy example places a Worker in front of an HTTP backend, issues payment instructions for a protected route, verifies payment, and forwards the request. Its USD 0.10 route price is an example configuration on Base Sepolia, which the documentation identifies as a test network—not a production quote or market rate.
Does commerce discovery charge the shopper?
Google describes UCP as a common language for platforms, agents, and businesses supporting commerce from discovery through checkout and beyond. Its documentation distinguishes discovery and consideration from payment-related checkout, and describes AP2 as a specialized agent-led payment protocol that can be used within UCP. That is a description of a commerce integration, not evidence of a standard fee consumers pay for an agent to find products.

Google says the merchant remains Merchant of Record and is responsible for checking live inventory and validating supported shipping addresses. The documented launch surfaces are Google Search AI Mode and Gemini; participation and availability are selective and can change, so current eligibility and geography need to be confirmed with Google’s documentation.
For a retailer operating its own product search, Google Cloud lists AI Commerce Search at USD 2.50 per 1,000 search or browse requests. The same pricing page, accessed October 8, 2026, gives an example of USD 62,500 for 25 million monthly queries at that rate. This is a merchant-side cloud search cost, not a consumer fee or a general agent-discovery price.

How to compare an agent-discovery charge
Before treating a quoted amount as the cost of “discovery,” identify the transaction it actually prices. Check:
- Payer: crawler operator, agent or client operator, commerce merchant, or end customer.
- Billable event: successful page retrieval, API or tool call, search request, or product checkout.
- Pricing basis: per access, per request, account or service pricing, or purchase price.
- Retry and failure rules: whether a recrawl is billed and whether unsuccessful responses incur a charge.
- Payment conditions: supported methods, authorization or price limits, verification, receipts, and spend tracking.
- Scope and status: whether the price is an example or published service rate, and whether the feature is beta, available in the relevant region, or limited to eligible participants.
Cloudflare’s crawler and HTTP 402 documentation and Google’s commerce materials describe particular implementations. They do not show that agents generally pay publishers, that every agent search triggers a payment, or that shoppers face a universal discovery charge.
