A limit such as “1,000 tokens per minute” controls how quickly an agent can use tokens; it does not necessarily cap how many tokens or dollars the agent can consume across an entire run. A rate throttle limits flow over a time window. A cumulative budget limits total exposure. They solve different problems, and a system can need both.

Rate limit vs. cumulative budget: what is the difference?

A rate limit measures activity against time: requests per second, tokens per minute, or another throughput unit. It can smooth bursts and help keep traffic within a service’s capacity.

A cumulative budget adds usage or cost over a defined period, such as one agent run or a billing period. It is intended to bound total exposure, including long-running loops or work spread across agents.

Control What it limits Typical purpose Key caveat
Request rate Calls per second or minute Manage throughput and bursts An agent can remain under the rate while making calls for a long time.
Token throughput Tokens per second, minute, or hour Limit traffic intensity or token use within a window If usage is counted after a response, that response may take usage over the limit before later calls are blocked.
Cumulative run budget Total dollars, tokens, or elapsed work during a run Bound aggregate consumption The budget must include relevant agents, tools, retries, and model calls.
Shared named budget A common allowance used by agents assigned to it Share one ceiling among selected workers Confirm that agents draw from a shared counter rather than each receiving a separate copy of the allowance.
Provider tier or baseline Provider-defined throughput capacity Understand expected service capacity It is not automatically a hard rate ceiling or a total-spend cap.

For example, an agent may make calls at a permitted rate and still accumulate substantial total usage over a long run. Conversely, a run may be well below its total budget but send a short burst that triggers throttling.

Why an agent often needs both controls

Use rate limits to manage traffic

Rate controls address how intensely an agent sends work. They can reduce bursts, protect shared service capacity, and help avoid provider throttles. But a rate alone does not stop a persistent agent from accumulating a large total over time.

Use cumulative budgets to bound exposure

A run-wide ceiling on dollars, tokens, or elapsed work can stop an agent loop from consuming indefinitely. If multiple agents contribute to one task, the ceiling is useful only if it aggregates the usage you intend to control.

When is usage counted, and can a request overshoot?

The enforcement point matters. Agentgateway’s documentation says token usage is read from response usage. In its configuration example, a 1,000-token-per-minute limit does not prevent a request returning 1,200 tokens from completing; that response puts usage 200 tokens over the example limit, and subsequent requests receive HTTP 429 until the window resets. This is a documented example, not a universal rule for APIs.

Streaming creates a similar timing issue when usage is known only after the stream completes: a system cannot enforce a final-response token count before it knows the count. If an individual call must not exceed a strict amount, check whether the system has a separate pre-call control, such as a maximum output allowance, rather than assuming a post-response rate counter will prevent overshoot.

How do implementation examples handle limits?

Agentgateway: local and global throughput counters

Agentgateway documents request-based and token-based limits in local and global modes. Local counters are independent on each proxy replica, so the effective aggregate can differ as traffic is distributed. Global limits coordinate counters across replicas through an external rate-limit service. Its token example counts returned response usage, which is why a request can complete before subsequent requests are blocked. See Agentgateway’s rate-limiting documentation.

Docker Agent: cumulative run and shared budgets

Docker Agent documents optional max_cost, max_tokens, and max_time ceilings for a run. Its run-wide budget covers every agent in that run. Agents that opt into the same named budget draw from a shared pot, and the first applicable ceiling to run out stops the run. See Docker Agent documentation.

Google Cloud Standard PayGo: baseline does not mean guaranteed steady throughput

Google Cloud describes Standard PayGo throughput baselines in tokens per minute, but says traffic may burst above baseline on a best-effort basis. It also warns that sharp instantaneous spikes can trigger throttling even when average per-minute traffic is below the baseline. For HTTP 429 errors, its guidance describes temporary contention for shared resources and recommends exponential backoff. These are Google Cloud-specific behaviors, not general API rules. Check Google Cloud’s current quota guidance.

Google’s documented Standard PayGo tier eligibility uses rolling 30-day eligible spend, but that billing qualification is distinct from a per-run budget or a request-rate limit. The provider’s tier and model limits can change, so consult its current documentation before relying on a specific value. See the Standard PayGo details.

xAI: model-specific request and token dimensions

xAI documents per-model limits in requests per second and tokens per minute. Limits depend on team tier and model, and overages return HTTP 429. Those are provider-specific throughput limits, not a total budget for an agent’s run. Consult the live table for current values rather than relying on a remembered number. See xAI’s rate limits.

Microsoft Agent Governance Toolkit: per-agent tracking

Microsoft’s Agent Governance Toolkit presents per-agent token tracking and warning thresholds. Treat this as one implementation example, not an industry-wide standard for budgeting or enforcement. See the toolkit documentation.

What to check before relying on a budget

  • Unit: Does the control count requests, input tokens, output tokens, total tokens, dollars, or elapsed time?
  • Window: Does it reset every second, minute, or hour, apply to a billing period, or cover the complete run?
  • Scope: Is the counter per process, proxy replica, user, team, model, run, or organization?
  • Aggregation: Are multiple agents, tools, retries, and model calls charged to the same allowance?
  • Enforcement point: Is usage reserved before a call, counted as it happens, or recorded after a response or stream completes?
  • Over-limit behavior: Does the current call finish, are later calls rejected with 429, does the run stop, or does the service apply another action?
  • Coordination: If there are several replicas or workers, do they share a counter or each enforce a local allowance?

Also check whether a provider describes a limit as a hard maximum, a baseline, or best-effort capacity. Averages can conceal brief spikes, and provider-specific 429 behavior should not be assumed to match another service.

How to choose the right control

  • Choose a rate limit when the concern is traffic intensity, bursts, or service throughput.
  • Choose a cumulative budget when the concern is total cost, token use, or work across a run or accounting period.
  • Use both when you need to constrain pace and total exposure independently.
  • For multi-agent work, verify that the counter aggregates the agents you mean to govern; a per-agent limit is not automatically a run-wide ceiling.
  • For provider throttling, follow that provider’s current 429 guidance. Where recommended, exponential backoff can help with temporary contention, but it does not replace a cumulative budget.
