No: the latest reports available on October 3, 2026, do not show Yemen’s government-aligned forces holding the line after losing Mokha and Red Sea islands. Associated Press reports published in September describe major Houthi gains, while the internationally recognized government announced coastal reinforcements and government-aligned forces launched attacks. The reports do not establish that those responses stopped the advance or restored lost positions.
What happened on Yemen’s Red Sea coast?
Houthi forces captured Mokha and Red Sea islands during a September offensive, according to Associated Press reporting published September 23–29. The gains put the Houthis in a stronger position near the Bab el-Mandeb strait. They also marked the largest Houthi territorial gains in years and broke a truce that had largely halted major fighting since 2022.
Yemen’s internationally recognized government said it would send more forces to the coast, and government-aligned forces launched attacks. But the latest reports describe continued fierce fighting and Houthi gains—not a verified government counteroffensive that held or retook the lost positions. The exact front line and which positions remain in government-aligned hands on October 3 are not established by the available reporting.

The anti-Houthi camp includes armed formations with different patrons, areas of deployment and political aims. They are not one force under a single, effective command, and being aligned with the internationally recognized government does not mean every unit follows the same orders or shares one political project. AP’s September 23 account linked leadership disputes and limited coordination to the camp’s weakness on the coast.
| Formation | Reported role or command relationship | What is established about its coastal role |
|---|---|---|
| National Resistance Forces | A major coastal force | AP identifies them as a major force on the coast. |
| Giants Brigades | Another formation in the command overseeing the coast | AP places them in that command; it does not establish that they share a unified command with every anti-Houthi formation. |
| National Shield | A Saudi-backed umbrella force | AP describes it as having a different deployment area from the coastal formations. |
This fragmented structure matters when assessing announcements of reinforcements or attacks: such steps do not, by themselves, demonstrate that a coherent front has stabilized.
Why do Mokha and the islands matter to shipping?
Mokha and the nearby islands are strategically important because of their proximity to Bab el-Mandeb, the narrow maritime passage linking the Red Sea with the Gulf of Aden. AP reported on September 24 that about 12% of global trade usually passes through the strait. That is an approximate figure reported by AP, not a measurement of current traffic.

Positions near the strait can improve surveillance of ships. Yemen’s government warned the United Nations about risks to navigation, but such warnings are not proof that all commercial shipping has been attacked or that the passage has been closed. Vice President Abdullah Abdulkader al Alimi-Bawzer described the Houthis’ use of navigation safety as “a tool for blackmail” in remarks at the UN General Assembly, as quoted by AP on September 24. That is his political characterization, not an independently established finding.

In its September 29 report, AP attributed the following figures for the renewed offensive and fighting to the United Nations and the UN migration agency:

These are reported figures from a conflict still in progress, not final counts. The cited reporting does not establish a verified total for civilian casualties alone, so the killed and wounded figures should not be described as a civilian toll.

UN envoy for Yemen Hans Grundberg met Houthi negotiators and representatives of the internationally recognized government as he sought to avert further escalation. He told AP on September 29 that the conflicts should be disentangled and addressed “one by one effectively and efficiently through negotiations.” His outreach shows diplomatic activity; the reporting does not establish a ceasefire or negotiated settlement.

The longer conflict predates this coastal offensive. The Houthis captured Sana’a in 2014; a Saudi-led intervention began in 2015; and the 2022 truce froze front lines without resolving the conflict, according to the Congressional Research Service’s February 20, 2026, background report. That background helps explain why the current escalation is not simply a dispute over one coastal position, but it does not establish battlefield control after the September offensive.
