Africa’s AI opportunity will depend less on isolated pilots than on whether countries and businesses can connect the foundations that make AI usable at scale: reliable electricity and broadband, affordable compute and cloud, useful data, skilled people, and safeguards for systems and users. Those needs differ across national markets; there is no single African blueprint.

What infrastructure does AI need?

The World Bank Group describes AI readiness through four connected foundations: connectivity, compute, context, and competency. In practice, these mean dependable internet and power; data centres and secure cloud; relevant, high-quality data; and people with the skills to build, operate, and use AI. Weakness in one layer can limit the value of investment in the others.

  • Connectivity and power: People and institutions need broadband that is available, affordable, and reliable, supported by dependable electricity.
  • Compute: AI workloads need access to processing capacity, whether through data centres, cloud services, or other suitable approaches.
  • Context: Systems need data that is relevant and of sufficient quality for the tasks they are meant to perform.
  • Competency: Adoption depends on technical workers and users who can develop, manage, assess, and apply AI.

Access to an AI application is not the same as the capacity to develop or govern AI locally. An application may be available online while local organizations still lack affordable compute, useful data, trained staff, or the institutional ability to manage risk.

Why power, broadband, and compute must develop together

Data centres underpin cloud and data infrastructure, but they require reliable, affordable energy and good broadband. Their viability also depends on conditions such as political stability, a competent workforce, scalable land, and efficient time to market. Building facilities without demand, power, connectivity, or a workable investment environment does not by itself create an AI ecosystem.

Connectivity is expanding, but coverage alone does not guarantee meaningful access. The 2025 Broadband Commission overview of sub-Saharan Africa describes growth in mobile broadband, submarine cables, internet exchange points, and satellite connectivity to mobile handsets. It also identifies affordability, service quality, and the digital gender divide as continuing challenges. Its regional scope is sub-Saharan Africa, which it describes as 44 ITU Member States; its findings should not be treated as identical conditions across every African country.

Costs and capacity are uneven. GSMA’s 2024 report describes the AI stack as extending from mobile and internet connectivity and energy through data centres, GPUs, cloud software, and applications. It cites an AI4D Africa (2024) comparison in which GPU prices represented 22 percent of GDP per capita in South Africa and 75 percent in Kenya. These are report-era affordability comparisons, not current GPU price quotes.

Security is part of infrastructure, not an add-on

Cloud and AI infrastructure needs safeguards that allow people and organizations to use it with confidence. The World Bank’s 2024 report identifies data protection, cybersecurity, interoperability, and portability as important parts of cloud-market development. It also describes hybrid and multi-cloud deployment as options and calls for collaborative management of cloud cybersecurity risks.

Governments can help manage emerging risks through clear rules, certification, and auditing requirements. These measures should support trustworthy services and competition rather than assume that one deployment model is always safest. Keeping data within national borders is not, by itself, proof of security; safeguards, sound operations, and appropriate governance matter.

Security and market design are linked. Poor data protection or cybersecurity can expose people and organizations to harm, while unclear or incompatible rules can make it harder for services to interoperate and for promising pilots to scale responsibly.

Different countries need different routes to cloud and AI capacity

The World Bank’s 2024 report says there is no one-size-fits-all path to cloud-market development. It identifies a set of conditions that can help markets become viable:

  • Technical skills and a competent workforce.
  • Resilient, reliable, affordable energy and broadband.
  • Government demand, including through digitized public services.
  • Streamlined processes for launching infrastructure.
  • Attention to environmental impact, including renewable energy and efficient land use.

These conditions help explain why countries may choose different mixes of local data-centre capacity, secure cloud access, hybrid or multi-cloud systems, and other approaches. The right choice depends on demand, cost, skills, power, connectivity, security needs, and the ability to operate the infrastructure well.

Examples in GSMA’s 2024 report illustrate both investment interest and the importance of local conditions. It reports renewable-energy exploration by AWS in South Africa and Africa Data Centres in Nigeria, and describes Kenya’s Ecocloud Data Centre as fully geothermal-powered. GSMA also cites Economist Intelligence (2023) for the report-era figure that more than 90 percent of Kenya’s energy generation came from renewable sources. That is an attributed 2023-source figure, not a newly verified current energy mix.

What the market figures do—and do not—show

Forecasts can indicate potential, but they are not evidence that broad economic gains have already occurred. GSMA’s 2025 report relays an AI4D Africa (2024) estimate of $2.9 trillion in potential by 2030, equivalent to 3 percent of annual GDP across Africa. This is an estimate of potential, not realized output.

Likewise, GSMA’s 2024 report projected that Nigeria would require 20 percent of investment among 20 African countries identified as having the greatest cloud-infrastructure demand by 2030. That is a report-era projection, not investment already made or a measure of Nigeria’s present share of capacity.

The World Bank Group’s 2026 account describes a joint assessment of market potential, infrastructure, policy, risk, and financing across 15 priority countries. The number describes the study’s scope, not a common diagnosis or prescription for all 15 countries. The account presents complementary institutional roles—IFC financing and advice for operators, IBRD policy support and ways to anchor public-sector demand, and MIGA guarantees and political-risk mitigation—as possible components of market development, not a guarantee of investment or local benefits.

A separate global statistic also requires care: the World Bank Group reported in 2024 that less than 1 percent of data generated globally is analyzed and used. This is a global figure, not an Africa-specific measure.

How to judge whether an AI infrastructure plan is credible

Instead of ranking countries or treating data-centre announcements as a proxy for readiness, assess plans against the conditions that determine whether infrastructure can serve people and sustain useful services.

  • Access: Does the plan address reach, affordability, service quality, and inclusion, including rural and gender gaps?
  • Compute choices: Does it explain when local facilities, secure cloud, hybrid or multi-cloud deployments, or other options fit the workload and market?
  • Power and footprint: Does it account for reliability, affordability, efficiency, renewable sourcing, and land use?
  • Security and governance: Are data protection, cybersecurity, interoperability, portability, certification, and auditing addressed?
  • Market viability: Is there a plausible source of demand, a skilled workforce, workable regulation, efficient delivery, and a financing and risk model?

Progress on these fronts is more meaningful than hype around a single AI pilot or facility. Connectivity, energy, compute, data, skills, demand, and trustworthy rules need to reinforce one another for AI use to extend beyond demonstrations.
