Acer Peripherals Inc. (API), a subsidiary of Acer Inc., agreed to manufacture GSM handsets for Motorola under an OEM arrangement announced in 1999. The phones were intended to carry Motorola branding and be sold in Asia; EE Times reported a production ceiling of up to 4 million units during 2000—not confirmed shipments.
What did Acer Peripherals agree to make for Motorola?
EE Times reported on 12 November 1999 that API had announced an OEM agreement to manufacture GSM handsets for Motorola. The phones were to be sold with the Motorola logo in Asia. In this arrangement, API was the named manufacturer, while Motorola supplied the consumer-facing brand. EE Times’ report.
How many phones were planned, and when?
The contract called for API to produce up to 4 million units in 2000, according to the 1999 report. “Up to” describes a planned maximum; the report does not establish how many phones were ultimately manufactured or shipped.
What is known about the phones?
The report identifies the handsets as GSM devices intended for Asia, but does not name a model, carrier, price, or technical specifications. It therefore does not support identifying a particular Motorola phone or attributing specific features to this manufacturing agreement.

How did the deal fit API’s business?
At the time, EE Times described API as a supplier of monitors, scanners, and other products that also manufactured CDMA handsets. The report also noted that API and Qualcomm Inc. had announced a similar licensing deal in 1998. The Motorola agreement added GSM handset production to API’s mobile-phone activity; it should not be confused with the earlier CDMA-related deal.
