French authorities reported about 19,000 cyberattacks against French websites in the weeks after the 7 January 2015 Charlie Hebdo massacre. That figure is not a verified count of distributed denial-of-service (DDoS) attacks: the reported wave also included website defacements, and the available figures do not break every incident down by type.

How many French websites were attacked after Charlie Hebdo?

Freedom House’s 2015 France chapter reported that French authorities counted approximately 19,000 cyberattacks against French websites in the weeks after the massacre. A separate ETH Zurich policy snapshot, published in 2018 and describing the January 2015 episode, reported that more than 1,000 websites were defaced with Islamic propaganda.

Those are different measures: one is an aggregate count of reported cyberattacks, while the other is a count of websites reported defaced. They should not be added together or treated as interchangeable incident totals.

Were all 19,000 attacks DDoS?

No. The published aggregate is described as “cyberattacks,” not as a DDoS-only count. The historical sources do not provide an incident-by-incident breakdown establishing how many of the approximately 19,000 reports were DDoS attacks. The defacements are a documented part of the broader wave, but they do not identify the type of every other incident.

A DDoS attack uses traffic from multiple sources to overwhelm a service and impair its availability. The term describes a particular attack method and impact; it is not a catch-all for every website hack or cyberattack.

How does a DDoS attack differ from a defacement?

A DDoS attack targets availability: visitors may be unable to reach a website or use a service while it is overwhelmed. A defacement changes what a website displays, in this case including Islamic propaganda. It is an integrity problem because the site’s content has been altered without authorization. The two forms of attack can affect the same organization, but one does not prove the other occurred.

The cited accounts establish cyberattacks and propaganda defacements; they do not establish that all incidents involved DDoS, nor do they provide a full breakdown of other categories such as data theft.

WiFi Router Cover E.M.F Protection Signal Shielding(14IN x 15.5IN)
  • FOR OUR HEALTH: The radiation emitted by the router seriously endangers our health. Prolonged exposure to it with high frequencies may cause headaches, loss of memory, sleep disturbance, and more. Many studies link radiation to a host of other sicknesses and neurological problems. So We need radiation shielding bags to protect our families from harmful radiation.
  • QUALITY MATERIALS: The radiation shielding wifi cover is made of Copper/ Nickel/Polyester Fiber which is certified to provide 99.999%protecting across the frequency range of 10KHz to 3GHz and still over 99.6% effectiveness at 5.6GHz. This fabric has good conductivity and a shielding effect.
  • PAY ATTENTION: The WIFI router radiation cover is made of high-quality copper-nickel material. When exposed to air for a long time, it will naturally oxidize, and the surface color will appear as spots and turn black. It will not affect its function and shielding efficiency, it just shows the authenticity and high quality of the material.
  • BIG SIZE: The router cover measures 14” x 16”, suitable for both Wifi routers with or without antenna and for most types of routers in the market. Our protective bags have Velcro at the seal. You are able to better enclose your router. we suggest wrapping the entire router when you are sleeping or outside. Please note, that the cover is not advised to wash
  • GOOD SERVICE: If you are not completely satisfied with your purchase, simply return it to Amazon within 30 days for a full money-back refund. And any questions about the product, just send us an email and we will spare no effort to solve it.

What happened, and how did France respond?

On 7 January 2015, Saïd and Chérif Kouachi attacked Charlie Hebdo. The French domestic intelligence service DGSI records 12 people killed, including eight members of the editorial staff. In the following weeks, authorities reported the cyberattack wave against French websites.

In April 2015, France’s General Secretariat for Defence and National Security (SGDSN) discussed the cyberattack against TV5MONDE, describing it as the first Western media group to suffer a cyberattack of such magnitude. SGDSN argued that the national cybersecurity agency ANSSI should be able to support media operators essential to democratic debate, as well as economically essential actors. ANSSI is France’s civilian national cybersecurity agency and is responsible for putting cybersecurity policy into operation.

The policy response extended beyond reacting to individual incidents. A 2015–2016 Internet Resilience Observatory, written by ANSSI with participation from Afnic, examined the resilience of internet infrastructure, including BGP routing and DNS. Its recommendations address the systems and protocols operators rely on to keep services reachable and trustworthy.

What can website operators do to improve resilience?

The Observatory’s recommendations provide a practical framework for reducing exposure to outages, routing problems and compromised content. They are engineering practices, not a guarantee that an attack will be prevented.

  • Plan for DDoS availability incidents. Identify which services must remain reachable, anticipate attack scenarios and define reactive procedures for detected attacks. CERT-FR later urged organizations to deploy or strengthen anti-DDoS measures and establish those response procedures.
  • Monitor BGP announcements. Watch for unexpected advertisements of your network prefixes and prepare a response to possible route hijacking. BGP monitoring can help identify routing anomalies; it does not itself stop a traffic flood.
  • Strengthen DNS and avoid single points of failure. Diversify DNS servers and deploy DNSSEC. The Observatory also recommends diversifying SMTP servers. These measures address infrastructure resilience and integrity, rather than serving as substitutes for DDoS mitigation.
  • Use modern transport security. Apply modern TLS algorithms and retire SSLv2 and SHA-1, as recommended by the Observatory.
  • Adopt IPv6 and RPKI where appropriate. The Observatory lists both among its internet-engineering recommendations. Operators should plan deployment in the context of their own network and services.
  • Define ownership and escalation. Know which internal team, hosting or network provider, and incident-response contacts will act when service availability or site integrity is affected. A reactive procedure is useful only if responsibilities and escalation paths are clear.

The central lesson of the 2015 episode is not that every attack was a DDoS. It is that a crisis affecting public debate can expose several kinds of weakness at once: service availability, the integrity of published content, and the resilience of the network and DNS systems underneath it.
