A U.S.-based charity says it plans to record classroom conversations in Gaza and use AI to flag speech it classifies as antisemitic, inciting, or hateful. The Associated Press reported the proposal on October 9, 2026, based on statements by Gaza Children Village founder and CEO David Hasan. The report did not establish a start date, precise flagging rules, or whether teachers, students, and families had been informed. It describes a plan, not a confirmed, operating program with independently verified results.

What the proposed classroom AI system is supposed to do

Hasan told the AP that the system would record classroom conversations and alert him if it detected language categorized as “antisemitic,” “inciting,” or “hateful.” He said he could then contact a teacher to understand the context and provide feedback. Hasan also said recordings would be stored for 72 hours.

The AP reported that Hasan described the technology as tested and intended for dozens of classrooms, but it could not establish when monitoring would begin. The report does not provide a technical description or independent evidence of the system’s performance. It does not establish which exact phrases or languages the system would recognize, how alerts would be reviewed, or what safeguards would apply to recordings.

What is known—and what is not

  • Reported purpose: identify speech the system categorizes as antisemitic, inciting, or hateful.
  • Reported alert recipient: Hasan said warnings would go to him, after which he could contact a teacher.
  • Reported retention: Hasan said recordings would be kept for 72 hours. The AP did not establish a detailed access or security policy.
  • Not established: a launch date, the system’s vendor or model, accuracy, language coverage, consent process, or independent audit.

What speech would be flagged, and have people been notified?

The AP reported the categories Hasan used, but it did not provide an operational definition of “antisemitic,” “inciting,” or “hateful,” or examples of speech that would trigger an alert. It also did not establish whether teachers, students, or families had been told about the proposal. Those are unresolved questions, not evidence that notification or a particular flagging policy exists.

Hasan framed the proposal as part of the charity’s educational approach. The AP described Gaza Children Village’s Academies of Hope as providing meals and medical and psychological care. It reported Hasan’s stated aim of promoting peace and tolerance, and his claim that lessons based mostly on the Palestinian Authority curriculum had been changed to remove language glorifying violence or encouraging anti-Israel or antisemitic beliefs. Hasan did not provide examples of those curriculum changes, so that account should be understood as his characterization rather than an independently verified curriculum analysis.

Hasan said: “I know it’s controversial, but trust me, it’s the only way we feel for us to survive and deliver this curriculum.”

Who developed the system, and who can access its recordings?

Hasan told the AP that the system was created in collaboration with PollyLabs. PollyLabs told the news organization it had no role in developing or deploying such technology. The available account therefore does not establish PollyLabs as the system’s developer or as a supporter of the plan.

The AP found no indication that the charity intended to share recordings. That finding is not a complete data policy: the report did not establish who besides Hasan could access recordings or alerts, what security controls would protect them, or what would happen to them beyond Hasan’s stated 72-hour storage period.

What concerns have board members and partners raised?

Board member Bishara Bahbah told the AP he was unaware of the monitoring plan and that it had not been raised with the board. He distinguished classroom cameras used to assess performance from cameras used to restrict open discussion: “Cameras to monitor the performance of students and teachers is acceptable. But cameras to silence students and teachers from being able to have a free exchange in a classroom are not acceptable.” The AP report did not say the board had taken formal action.

An official at a partner aid group told the AP that the cameras could lead the group to reconsider its partnership. The report did not say the partner had ended its relationship. It also described broader concerns from Palestinian rights advocates about local autonomy and oversight in education, as well as fears of surveillance in Gaza after years of war. Amjad Iraqi, senior Israel and Palestinian Territories analyst for the International Crisis Group, told the AP: “Israel has weaponized information to such a dystopian degree that many Palestinians feel they cannot utter a word, type a thought, or twitch an eye without fearing it could be seized upon.” These are attributed views and concerns, not findings about the system’s operation or data-sharing practices.

How to assess a school AI-monitoring proposal

The AP account leaves many practical questions unanswered. For a school community evaluating a proposal like this, the important checks include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Audio and retention: What is recorded, where is it stored, and when is it deleted?
  • Access: Who can hear recordings or see alerts, and are access logs maintained?
  • Notice and consent: How will teachers, students, and families be informed, and what choices do they have?
  • Definitions and language coverage: What does each flagged category mean in practice, and which languages and dialects are supported?
  • Reliability and bias: Has the system been independently assessed for false positives, missed speech, and unequal performance across speakers or contexts?
  • Human review and appeal: Does a person review an alert before action is taken, and can a teacher or student challenge an interpretation?
  • Governance: Who approved the program, and how are teachers and the wider community involved in oversight?

These are evaluation questions, not features the AP established for Gaza Children Village’s proposal. As a comparison—not an assessment of this system—Brookings’ August 27, 2026 commentary on U.S. schools discusses reliability and validity, bias and equity, transparency, independent validation, and community engagement: Brookings’ discussion of AI in schools. How the proposal differs from other education oversight examples

Two U.S.-focused sources offer context, but neither sets rules for Gaza or evaluates this charity’s technology. A Government Accountability Office report published January 8, 2026, says UNRWA schools use Palestinian Authority textbooks and that UNRWA reviewed materials and gave teachers guidance on content it viewed as inconsistent with UN values. The GAO also reported teacher and community resistance to implementation. Its separate estimate of $375 million refers to State Department support for UNRWA educational activities in the West Bank and Gaza during 2018–2024; it is not funding to Gaza Children Village or a cost estimate for textbook review. See the GAO report on UNRWA education.

In another U.S. comparison, the American Federation of Teachers announced an agreement with Microsoft and the United Federation of Teachers on September 9, 2026. The stated commitments include human oversight, limits on using student data to train AI, and transparency for families and educators. The agreement concerns participating U.S. school districts; it is not a Gaza policy or a generally applicable legal standard. See the AFT announcement.

What the AP report establishes

  • Hasan described a plan to record classroom conversations and use AI alerts for language categorized as antisemitic, inciting, or hateful.
  • He said he would receive alerts, could contact teachers, and would store recordings for 72 hours.
  • The report did not establish a start date, exact flagging criteria, notification arrangements, or independent measures of accuracy.
  • PollyLabs denied involvement in developing or deploying the technology, despite Hasan’s account of collaboration.
  • A board member and a partner-group official raised concerns; the AP did not report formal action by either.
