Keep a written PoC baseline and treat every proposed requirement change as a decision—not an instruction the agent can silently fold into the work. Record the proposal, its reason and impact, then accept, defer or decline it before changing acceptance checks or assigning implementation. This gives Codex, GitHub Copilot and stakeholders one stable target while still allowing the PoC to evolve.
Set the PoC boundary before asking an agent to build
A proof of concept should test a specific assumption or demonstrate a specific user problem. Write down the smallest behavior that can prove or disprove it; otherwise, new suggestions can turn a focused demo into an expanding product build.
- Goal: what assumption or user problem the PoC is meant to test.
- Audience and scenario: who will use it and the flow the demonstration must show.
- In scope: the minimum behaviors needed to demonstrate the hypothesis.
- Out of scope: work such as production hardening, extra integrations, roles, scale or polish that the demo does not require.
- Acceptance checks: observable results a reviewer can use to decide whether the PoC works.
- Constraints and open decisions: technology, data, privacy, time and environment limits, plus questions that must be resolved.
Keep this baseline somewhere durable, such as the repository or a linked issue. It is a practical project-management method, not a built-in scope-control feature claimed by either vendor.

Separate lasting project conventions from the requirements for one increment. Repository instructions should explain conventions that apply repeatedly; the task prompt or issue should state the current goal, accepted requirement changes, acceptance checks and non-goals.

Prepare repository context
GitHub’s Copilot tutorial recommends checking that repository custom instructions are accurate. Useful context includes a project summary, repository structure, contribution guidance such as build, format, lint and test steps, and key technical principles. The tutorial also recommends an environment setup file to prepare dependencies for cloud-agent work.
GitHub says Copilot cloud agent works in an ephemeral GitHub Actions-powered environment; being able to build and validate changes there can improve pull-request quality. See its cloud agent overview. Environment setup helps the agent work, but it does not replace reviewing its changes.

Make the task prompt specific
For each accepted increment, ask the agent to restate its understanding of the goal and non-goals, flag ambiguity before editing, and propose a plan when the change is substantial. Limit implementation to the accepted increment. Ask it to report changed files, checks and exact results, assumptions, skipped checks and unresolved issues. These are workflow recommendations, not a promise that either product automatically enforces them.

If accepted, update the baseline and give the agent the approved delta as a fresh, bounded task. If deferred or declined, record the outcome and leave the acceptance checks unchanged. This prevents a useful suggestion from being mistaken for an approved requirement. The vendor documentation describes planning and task execution, not an automatic way to settle product-scope disagreements.
Plan, implement and review one increment at a time
Plan substantial changes first
For large Codex changes, OpenAI’s Codex best-practices guide recommends starting with an implementation plan in Ask mode, then using that plan in follow-up prompts after switching to Code mode. Compare the plan with the accepted baseline before asking for implementation.

In the Copilot IDE, Plan mode can research a task and draft a plan for review before code changes. Agent mode can carry out a multi-step task, edit files and run commands. For a material requirement change, review the proposed plan against the updated baseline, then assign only the approved work.
Review behavior, not just test results
After implementation, inspect the diff and run or review relevant checks. OpenAI’s Codex cloud guidance tells users to review changes and test results before using the work. GitHub warns that Copilot agent output may be incorrect, suboptimal or vulnerable, and advises reviewing and testing it before production use in its coding agent documentation.

A passing build or test suite answers whether certain checks passed; it does not decide whether the result still demonstrates the PoC hypothesis. Make that judgment separately by checking the behavior against the written acceptance criteria.

Keep the baseline, accepted changes, task instructions and validation outcomes in the repository or linked issues so a later task does not rely on an agent remembering decisions that were never recorded.
Codex cloud tasks have separate workspaces: starting a new task does not recover uncommitted changes from another task. OpenAI’s cloud documentation recommends committing important work. It also describes a saved VM-state recovery window of up to seven days after the last start of a turn or task resume. That is a VM-state recovery limit, not a statement about how long conversation history is retained.

Copilot cloud agent is repository-scoped and works on one branch and one pull request per task. GitHub’s coding agent documentation also states a maximum session execution time of 59 minutes. Availability depends on plan and organization policy, so check the current eligibility and repository settings before building a workflow around those limits.
