Chicago’s 43rd Ward accuses Barre Seid, a 94-year-old billionaire, of paying workers to scatter nuts, seeds and other food around his home and in nearby Lincoln Park. A final warning letter from Ald. Timmy Knudsen says the feeding drew pigeons, whose droppings in turn drew rats. Axios Chicago reported on October 7, 2026 that the city was weighing legal action and that the Chicago Park District was assessing its options. The rat link is the city’s position. The reporting does not independently establish that the feeding caused a rat infestation or measure how many rats are in the park.

How the city’s case is built

The allegation is a chain of cause and effect. Each link comes from city documents or officials, not from an independent study.

  1. Feeding. Axios reports, based on a 43rd Ward document, that Seid hired people to put nuts, seeds and other food around his home. The practice reportedly went on for more than three years and later spread into Lincoln Park.
  2. Pigeons. According to the ward, the food drew pigeons.
  3. Droppings and rats. The warning letter says pigeon droppings attracted rats, and it describes the feeding as having “created a public health hazard.” That is the letter’s finding, not an independent health determination.
  4. Local observations. Green City Market vendors reported seeing rats during setup, and Knudsen described larger burrows where the nuts were laid out. These are attributed observations, not a population survey (quotations are listed below).

Who is Barre Seid?

Gizmodo identifies Seid as 94 years old. A 2022 ProPublica report, cited by both Gizmodo and Axios, describes a $1.6 billion donation by Seid connected to his former electronics company and a conservative political advocacy group. That background is separate from the park allegations, and neither outlet links it to the feeding claims.

What residents and officials said

  • Lincoln Park resident Caroline Novak, speaking to WGN-TV as quoted by Gizmodo: “It’s like a luxury melange of really nice nuts.”
  • Ald. Timmy Knudsen, to WGN-TV: “We’ve never dealt with a situation where it’s like feed for hire.”
  • Knudsen, on the stakes: “We just want to stop this feeding that’s causing problems in a dense neighborhood.” This is his characterization of the problem.
  • Knudsen, to Axios: “The rat burrows have gotten so much bigger where these nuts are being laid out and the Green City Market vendors are seeing the rats during setup.” This is his account of conditions he describes as observed.

Why persistent food matters for rats

A 2021 article by Keith Chaloux of Pest & Pollinator, written for homeowners who use bird feeders, says spilled seed can feed rats. It recommends avoiding direct ground feeding, limiting how much food is put out, and cleaning up spillage. The same piece gives a general estimate that rats can begin breeding about 8 weeks after birth, with litters of 8 to 12. That is a general figure, not a measurement of the Lincoln Park population. The Pest & Pollinator factsheet explains the general mechanism; it does not test what happened in this park.

Knudsen’s “Feed our neighbors not the rats” campaign

Axios reports that Knudsen’s “Feed our neighbors not the rats” campaign supports the local hunger nonprofit Dignity Diner, and that Knudsen was matching contributions up to $1,000. This is a campaign detail from the news report, not a recommendation to donate.

What is not established

  • The size of the rat population, or whether it has grown measurably.
  • Whether the feeding caused the rat problem. The ward and its letter make that claim; the reporting does not independently verify it.
  • Seid’s own account of why the food was put out.
  • Whether the 15-day demands were met, or what enforcement followed.

A 2022 Urban Ecosystem Research Consortium poster on rats, bird feeders and integrated pest management is listed in a PDXScholar record. The record does not show the poster’s figures or findings, so this article does not rely on it for any number.
