A cryptographic inventory is a descriptive record of where and how cryptography is used across an organization’s systems, applications, services, devices, and data flows. It is a reconciliation problem because those details are scattered across different sources, and their coverage and accuracy can vary.

What a cryptographic inventory records

NIST’s NCCoE defines a cryptographic inventory as “A cryptographic inventory is a descriptive record of the cryptography used across an organization’s systems, applications, services, devices, and data flows.” It is broader than a list of approved algorithms: it should help explain what cryptography protects, where it is implemented, and which systems depend on it. NIST NCCoE’s migration FAQ describes the scope and gives an inventory workbook as a possible starting point.

  • Algorithms and implementation details: algorithm, relevant parameters, mode, and supported cryptographic functions.
  • Protocols and services: for example, TLS, SSH, VPNs, code signing, encrypted email, and certificate-based authentication.
  • Keys and certificates: key type, associated algorithm, owner, application, expiration, lifecycle status, certificates, and certificate chains. Record key metadata, never the secret key material itself.
  • Dependencies and protected data: the systems or components that use a cryptographic asset, and the data it protects—especially sensitive data or data that must remain protected for a long time.

An algorithm inventory is narrower than an inventory of cryptographic assets. The wider view can include algorithms, keys, certificates, protocols, libraries, hardware security modules (HSMs), and other components that provide or depend on cryptographic protection.

Why inventory findings need reconciliation

Cryptography can be discovered through software, hardware, services, configuration records, and information supplied by system owners or vendors. No single feed should be assumed to cover every use. NIST frames discovery for post-quantum cryptography (PQC) migration as identifying where and how quantum-vulnerable public-key algorithms are used across hardware, software, and services, so organizations can understand what cryptography protects important data and systems. NIST’s PQC migration resources describe that discovery goal.

Different sources may also describe the same asset differently or omit important detail. CISA notes that software asset management information can vary in fidelity because vendor reporting differs and standardization is lacking; inventory data can include algorithm information and associated key lengths. CISA’s post-quantum cryptography strategy discusses automated discovery and this data-quality issue. Bringing records together lets teams identify omissions, mismatches, and uncertain findings rather than treating every reported value as equally reliable.

How to inventory cryptography across an organization

There is no universal collection method or mandated reconciliation workflow established by these sources. The following sequence is a practical way to build a useful record from NIST’s scope and the data-quality concerns CISA identifies.

  1. Set the boundary. List the systems, applications, services, devices, and data flows in scope. Decide which cryptographic dependencies the inventory must capture.
  2. Collect from multiple surfaces. Gather software and dependency information, service and protocol configurations, certificate records, and relevant evidence from hardware and service owners. The collection methods will depend on the environment.
  3. Record context, not just algorithm names. Link each finding to the system or component using it. Capture parameters, functions, ownership, and lifecycle information where available. Do not collect secret key material.
  4. Normalize and reconcile. Align names and identifiers, connect assets to dependent components, and preserve where each finding came from and whether it was observed or inferred. Investigate conflicting, incomplete, or missing records instead of silently treating them as confirmed.
  5. Use the results to prioritize follow-up. Identify systems needing risk assessment or transition planning. An inventory informs PQC readiness; it does not itself complete a migration.

How to assess an inventory approach

A workbook, scanner, or asset-management feed can help start the work, but none is proof of completeness on its own. Assess an approach against the records your organization needs and the limitations it makes visible.

  • Coverage: Which software, hardware, services, protocols, and data flows can it observe?
  • Record detail: Can it preserve relevant parameters, modes, functions, environment, certificates, and key lifecycle metadata?
  • Relationships: Can it connect a cryptographic asset to the application, service, or dependent component that uses it?
  • Fidelity and provenance: Can users distinguish observed information from inferred information, identify its source, and spot potentially incomplete vendor or scanner data?
  • Maintainability: Can findings be refreshed and gaps routed to responsible owners?

NIST says the PQC Coalition’s inventory workbook can serve as a starting point for a centralized inventory at system or asset level. Treat it as a starting aid, not a validated complete solution or a requirement that every organization use the same workbook. NIST NCCoE’s migration FAQ provides that qualification.

Why structured CBOM records help

A cryptographic bill of materials (CBOM) can represent cryptographic assets and their relationships to software components. CycloneDX describes CBOM as a way to improve visibility into assets such as algorithms, keys, and certificates, and to help identify deprecated or weak cryptography and dependencies that may need upgrades. CycloneDX’s CBOM overview explains the approach.

Structured records can make a finding more useful than a label such as “RSA present” or “AES present.” Depending on the asset and assessment, relevant fields may include asset type, primitive, parameter-set identifier, mode, execution environment, implementation platform, certification level, supported crypto functions, security-level fields, and object identifier (OID). Not every field is required for every deployment. CycloneDX’s CBOM use case illustrates these examples.

The key benefit is not simply having more fields. It is being able to relate an asset and its technical characteristics to the component that uses it, so a finding can be investigated and acted on.
