Smartphone hardware/software control is the way a phone’s physical components, low-level firmware, operating system, drivers, and apps work together. The operating system and its interfaces mediate much of the access apps have to hardware, while vendors and developers share responsibility for different layers.
What does smartphone hardware/software control mean?
It describes how a phone’s physical parts and code cooperate to start the device, run services, and provide features such as taking photos, using cellular networks, or detecting motion. NIST defines the mobile device technology stack as “the hardware, firmware, and software used to host and operate the mobile device.” NIST’s Mobile Threat Catalogue presents these elements as interacting layers, not necessarily as cleanly separated products.
Hardware means the physical components. Software includes programs and operating-system code. Firmware is code associated with operating or initializing hardware, but the boundary between firmware and software is not universal: definitions vary, and changeability alone does not always distinguish them. How do the layers work together?
Hardware provides the physical capabilities
A typical architecture includes an application processor and memory, radios, sensors, security components, and peripherals such as cameras and displays. The cellular subsystem may have its own baseband processor and memory, or baseband functions may be integrated into the same system-on-chip as the application processor. The precise design varies by device. NIST’s technology-stack overview describes these components and their possible arrangements.

Firmware initializes and supports components
Low-level code can initialize hardware and help establish the conditions needed to load the rest of the system. Boot components may check initialization code, drivers, or parts of the operating system before the phone becomes usable.
The operating system and drivers mediate access
The operating system manages hardware resources and provides services to programs; NIST describes it as an intermediary between users and computer hardware. Drivers and system frameworks connect OS services to particular hardware capabilities. Apps generally request functions through these interfaces rather than directly operating a camera sensor or radio. NIST’s OS glossary explains the operating system’s intermediary role.

Apps use APIs and permissions
An app’s access depends on the APIs the operating system makes available and the permissions granted to that app. For example, an app may need camera or microphone permission to use those features. The exact APIs, permission rules, and user controls differ among operating systems and versions.
Apple illustrates this mediated approach in its developer documentation: “Access the hardware for a device using system frameworks, which insulate you from device- or hardware-specific details.” That is an Apple-platform example, not a universal description of every phone. Apple’s overview of hardware, networking, and sensors also discusses low-level drivers for custom hardware.

What happens before the phone finishes starting?
Control does not begin only when the home screen appears. Boot firmware and other lower-level components can participate in initialization and code verification. Some devices also use isolated execution environments supported by hardware or firmware to protect keys, check integrity, or support trusted execution. Their design and guarantees depend on the platform.
Apple documents one example: a chain of trust beginning with hardware roots of trust and continuing through boot components toward the kernel. This describes Apple’s platform and should not be taken as the design used by every smartphone. Apple’s Software Foundations documentation provides that platform-specific example.

Who controls a smartphone’s hardware and software?
Control is distributed among organizations that design, supply, and maintain different parts of the stack. NIST contrasts Apple’s comparatively vertically integrated iOS devices with the more distributed Android supply chain: an independent handset maker may design much of the hardware and firmware and customize the interface while relying on Google’s core Android OS for the Android application ecosystem. This is a broad comparison, not a description of every vendor relationship or Android device. NIST’s supply-chain overview discusses these differences.
When comparing devices, useful questions include who supplies the hardware and firmware, which system APIs apps can use, how permissions work, how boot integrity and trusted execution are implemented, whether baseband components are separate or integrated, and how control is divided among suppliers. These differences alone do not establish that one ecosystem is automatically more secure or private.

Why does this definition matter?
It helps clarify that an app’s ability to use a feature is not the same as ownership of the hardware or unrestricted control over it. The hardware supplies a capability; lower-level code and drivers support it; the operating system exposes selected services; and app APIs and permissions shape what a particular app may request. The boundaries and controls vary, so claims about a specific feature or security guarantee need to be checked against the exact device and operating-system version.
