A scroll indicator is a thin bar that fills as someone moves through a page. To build one, calculate the current scroll offset as a fraction of the page’s scrollable range, then use that fraction to update the bar. A CSS scroll-driven animation can provide the same kind of visual cue without a JavaScript scroll handler, but browser support and accessibility needs affect which approach fits.
What a scroll indicator measures
A page-level reading-progress indicator usually represents scroll position, not whether someone has actually read the text. Its value is the current offset divided by the distance the page can scroll. A person can scroll past content without reading it, so the bar is best understood as a position cue.
This is separate from the browser’s native scrollbar, which already indicates scroll position. A custom bar is an additional design choice, often placed at the top of the viewport. Decide what range it should represent before coding: the whole document, a nested scroll area, or a particular article.

Neither approach is universally better. The deciding factors are the intended range, the browsers your site supports, and whether assistive technology needs a current numeric value.

Build a basic JavaScript indicator
The calculation uses the scrolling element’s scrollTop as the current offset and scrollHeight - clientHeight as the available range. Guard against a page with no scrollable distance, and clamp the result so it remains between 0 and 1.

Here, scroller must be the element that actually scrolls. For document scrolling, use the document’s scrolling element; for a nested scroll panel, use that panel. Choosing the wrong element is a common reason the bar does not track movement. The percentage can drive a fill’s width or another visual property, such as a transform.

- Choose the range. Decide whether the indicator tracks the whole document or a specific scroll container or content region.
- Read the range and offset. Calculate the available distance from the chosen scroller’s
scrollHeight - clientHeightand read itsscrollTop. - Handle edge cases. Return zero when the range is zero, then clamp the ratio to 0–1 before converting it to a percentage.
- Update the bar. Apply the percentage to the visual fill. If the indicator communicates a numeric value to assistive technology, update that value at the same time.
- Check the layout. Test the document or container that actually scrolls, including pages whose content or viewport size changes.
This is an explanatory calculation, not a claim of browser testing. The exact event and rendering strategy depends on the surrounding page implementation.
Use CSS scroll-driven animations for a visual-only bar
Scroll-driven animations tie a CSS property change to a scroll-based timeline rather than the usual time-based animation timeline. The timeline may be associated with a scroll container, the root, or an element’s view. That makes it possible to create a decorative progress effect without JavaScript updating the bar on each scroll.

The CSS Working Group’s Scroll-driven Animations Module Level 1 describes its scope this way: “Defines CSS properties and an API for creating animations that are tied to the scroll offset of a scroll container.” The page consulted is an Editor’s Draft dated 25 September 2026, and it states that it is a discussion draft that may change—not a finalized standard. MDN’s overview of scroll-driven animations explains the scroll- and view-timeline concepts.
Because feature support changes, do not assume the CSS route works in every browser your audience uses. Check the browsers that matter to your site and retain a fallback if needed. A CSS animation can control the visible fill, but it does not by itself keep an exposed aria-valuenow synchronized.

Make the accessibility choice deliberately
First decide whether the bar is merely decorative or whether its progress value is useful information. For a decorative hint, keep it out of the accessibility tree. If you expose progress, use progressbar semantics, provide an accessible name, and keep the current value synchronized with the visible fill. A stale value—such as one that remains at zero while a CSS-only animation advances—can mislead assistive-technology users.
For a progress value, use the progressbar role rather than calling it a meter. The WAI-ARIA Authoring Practices Guide’s meter pattern distinguishes a meter from task progress, for which progressbar semantics are appropriate. Consult MDN’s progressbar role reference for role details and MDN’s aria-valuenow reference for the current-value attribute. Avoid announcing every scroll update as a live-region message; continuous announcements need a deliberate accessibility design and testing.

Decide whether the indicator tracks the article or the document
A whole-document indicator reaches its endpoint at the bottom of the page. An article-only indicator asks a different question: how far someone has moved through the article’s content. Headers, related stories, footers, and other page elements can make those two measures diverge. Define the intended start and end points, then choose the scroller or timeline that matches that range. The CSS specification distinguishes scroll progress timelines from view progress timelines, which are tied to an element’s passage through a scrollport.

Troubleshoot a bar that does not behave as expected
- The fill never moves: Verify that your calculation reads the element that actually scrolls, not a different ancestor or the document when a nested panel is scrolling.
- The bar stops short or passes its endpoint: Confirm the range uses
scrollHeight - clientHeight, handle a zero range, and clamp the ratio to 0–1. - The displayed percentage disagrees with the intended progress: Check whether the bar is measuring the entire document or only the article; those ranges are not interchangeable.
- The CSS effect is absent in some browsers: Check support for the scroll-driven animation features you used and provide an appropriate fallback.
- The visual bar moves but its announced value does not: A CSS-only visual animation does not update ARIA values. Either treat the bar as decorative or synchronize its exposed value in code.
