Release to manufacturing (RTM) is a readiness milestone, but its precise meaning depends on the industry. In software, it usually marks a validated, approved build handed off for partner or OEM preparation before general availability (GA). For a physical product, it means the approved design and its manufacturing package are ready to enter production. RTM does not, by itself, mean customers can buy or use the product.
What does RTM mean in software?
In software, RTM commonly means that a particular build has passed the product organization’s validation and approval gates and is ready for the next stage of distribution preparation. The handoff may be to partners, original equipment manufacturers (OEMs), or another release team. The exact gates vary by product and program; there is no single cross-industry RTM checklist.
Microsoft’s 2009 Windows 7 announcements illustrate the distinction. On July 13, Windows Experience Blog author Brandon LeBlanc described RTM as “essentially the final ‘stage’ of engineering” before GA, while noting that validation, language completion, and partner preparation were still in progress. On July 22, Microsoft said build 7600 had passed validation and formal sign-off and was declared RTM. Engineering work continued after that milestone, as partners prepared products for the scheduled October 22 GA date. RTM is later than a release candidate
A release candidate (RC) is a build offered for testing before final release decisions. In Microsoft’s Windows 7 example, the RC came before the later validation and sign-off that established RTM. A file’s existence, or even a leaked copy, is not evidence that a build has been officially declared RTM.

RTM can also describe restricted access
RTM does not always mean that a build has the same access status for everyone. VMware’s Horizon Access Program Guide v1.6 describes a restricted RTM stage in which OEM media kits and product release files are supplied subject to prior approval. The guide distinguishes that stage from GA, when production-level product is generally available to partners and customers. This is an example tied to that guide and program, not a universal or necessarily current VMware policy. VMware Horizon Access Program Guide v1.6.
What does RTM mean for a physical product?
For a physical product, RTM generally signals that the approved design is ready to be handed into manufacturing, along with the information and process setup needed to build it. An approved prototype or saved CAD files alone do not establish that a product is production-ready.

Product Resources describes RTM as a New Product Introduction benchmark at which the finished, approved design is ready to go to manufacturing. Its practical guidance calls for the production package to include:
- Defined components and assemblies, with a bill of materials and relevant component and assembly drawings.
- Complete manufacturing and assembly procedures, plus required inspection or test instructions.
- Available assembly and test tools or fixtures.
- Manufacturing documentation and relevant regulatory or other approvals.
- Pilot-production evidence that the manufactured product matches the design intent.
The handoff can be gradual: manufacturing processes may still be finalized and validated, and a pilot run can expose issues before a wider production ramp. These are practical criteria described by Product Resources, not a universal industry standard. Product Resources’ RTM overview.

How RTM differs from general availability
RTM and GA answer different questions. RTM indicates that a product or build has reached a defined readiness or handoff point. GA indicates that it is broadly available to the intended market or audience, subject to the product’s rollout plan. There may be work, approvals, partner preparation, or access restrictions between the two.

Can security and privacy approval be part of RTM?
Yes, in some release processes. Microsoft’s SDL 4.1 document makes RTM or release to Web (RTW) conditional on completing the SDL process and having a security advisor certify the security requirements. It also requires privacy-advisor certification for products with at least one component rated P1 for privacy impact. The P1 condition belongs to that document’s defined scope; it should not be generalized into a rule for every software release. Microsoft SDL 4.1.
Does RTM in a version label identify an edition?
No. In some product-version contexts, RTM refers to the initial release or build, not whether a product is Standard, Enterprise, or another edition. A Microsoft Q&A page reproduces documentation describing RTM as the first product version and gives a SQL Server build-number example. Because that page is community Q&A rather than the underlying product documentation, consult the relevant official documentation for a product-specific build, edition, or support-status decision. Who defines the RTM criteria?
The product organization, manufacturing group, or program owner defines what must be complete before it declares RTM. The sources describe different gates for different settings; they do not establish one standard that applies across industries. When assessing a particular product, look for its official release or manufacturing process and determine exactly what the milestone authorizes: handoff, production, partner access, or broader customer availability.
