Application whitelisting—also called application allowlisting or application control—lets software run only when it meets an organization’s authorization policy. It can reduce the chance that unauthorized programs execute, but it is one preventive layer, not a complete defense. NIST’s Guide to Application Whitelisting defines the approach; for Windows, Microsoft’s current Application Control for Windows guidance explains how specific tools fit.

What application whitelisting means

NIST defines an application whitelist as “a list of applications and application components that are authorized for use in an organization.” In practice, application whitelisting changes the default: rather than broadly allowing code to run, an organization authorizes a defined set of software and components, then blocks execution that falls outside the policy.

The terms allowlisting and application control are also used for this approach. Here, whitelisting means control over applications and code on devices—not network, email, identity, or mobile-code allowlisting. NIST’s foundational guide is Special Publication 800-167, published in 2015.

How the policy works

An application-control policy identifies what is authorized and the conditions under which it may run. Depending on the platform and product, rules can rely on publisher or signer information, file attributes, reputation, or managed installation. Not every product uses the same rule types, and application control is not necessarily a manually maintained list of file hashes.

With an allow-by-exception policy, covered software is permitted and software outside the permitted set is blocked. The exact behavior depends on the implementation. For example, Microsoft documents that each AppLocker rule collection acts as an explicit allowlist: files that match neither an allow nor a deny rule are implicitly blocked, while an explicit deny takes precedence if a file matches both. What it can—and cannot—do

Application control is intended to prevent malware, unlicensed software, and other unauthorized programs from executing. Its value is limiting what can start, not proving that every authorized application is safe in every circumstance.

It does not, by itself, prevent every compromise. An allowed program can be misused after launch, and policies may not cover every kind of interpreted code, macro host, or execution path. Microsoft’s AppLocker security considerations describe coverage and post-launch limitations. Microsoft also states that application control is not a substitute for active antivirus protection in its Windows overview.

It therefore belongs in a layered security program alongside endpoint protection, patching, least-privilege access, monitoring, and response procedures. It narrows opportunities for unauthorized code to run; other controls address threats and behaviors that an allow policy cannot reliably stop.

Plan deployment as an ongoing lifecycle

A policy that is too broad may admit unwanted software; one that is too restrictive can block tools and workflows employees need. NIST’s SP 800-167 lifecycle guidance and Microsoft’s App Control design guide support a deliberate process rather than a one-time ruleset.

  1. Inventory software and workflows. Identify required applications, components, update mechanisms, user groups, and business-critical tasks. Include less common but legitimate software used by specific teams.
  2. Choose the policy model. Set the desired balance between a narrow trusted set and compatibility. Decide who owns the policy, who approves it, and how exceptions are requested and reviewed.
  3. Observe and test. Where the platform supports it, begin with audit or observation modes. Test representative devices and real workflows in a lab or controlled pilot, including software installation and updates.
  4. Enforce gradually. Roll out to a limited group before expanding. Define a rollback or recovery method so an incorrect rule does not strand users or interrupt essential work.
  5. Monitor and maintain. Review blocked execution events and exception requests, then update rules as applications, users, and threats change. Assign resources for ongoing policy management and troubleshooting.

Microsoft warns that poorly implemented application control can disable necessary applications or allow malicious or unintended software, and recommends thorough testing and sufficient operational support. Its AppLocker overview also describes inventory and audit-only uses, software blocking, licensing conformance, and standardizing approved applications.

Windows choices: App Control for Business and AppLocker

On Windows, Microsoft distinguishes App Control for Business from AppLocker. Its guidance positions App Control for Business for robust protection when no by-design limitation prevents it from meeting the goal. AppLocker can serve uses such as auditing and defense in depth, but Microsoft does not describe it as a defensible Windows security feature. These are Windows-specific positions, not claims about macOS, Linux, mobile platforms, or every endpoint product.

Microsoft’s App Control templates vary in trust and freedom: a smaller circle of trusted software can strengthen restrictions while increasing compatibility risk. The right policy depends on the organization’s application environment and ability to manage exceptions. Compare options across the following operational questions:

  • Enforcement and trust: What software is authorized, and how narrowly can the policy define it?
  • Compatibility: Could the policy interrupt specialist applications, updates, or less common workflows?
  • Policy operations: How difficult is it to create, distribute, review, and troubleshoot rules?
  • Visibility and rollout: What audit information and staged-deployment controls are available?
  • Coverage: Which code types are governed, and which limitations require other controls?
  • Ownership and support: Who manages central policy, approves exceptions, and handles recovery?
  • Platform fit: Which Windows releases and editions support the required capabilities, and what licensing applies?

Microsoft’s documentation covers Windows 10/11 and Windows Server versions on the relevant product pages, but availability varies by version and edition. Confirm current feature and licensing requirements for the organization’s actual deployment before choosing a Windows-specific design. See Microsoft’s base policy guidance for template details.

Use reputation rules with care

Microsoft’s Intelligent Security Graph option can authorize files Microsoft recognizes as having a known-good reputation. This may reduce friction where an organization has limited control over its application ecosystem, but Microsoft cautions that reputation is heuristic and does not provide the same security guarantees as explicit allow/deny rules.

Microsoft advises against relying on reputation for business-critical applications or boot-critical binaries; explicit rules or a managed installer are recommended for important software. Dynamically created or self-updating applications may be blocked when reputation cannot be determined, and Microsoft notes additional limitations involving packaged applications and kernel drivers. When an organization should consider it

Application control is worth evaluating when an organization needs tighter control over which software can run—for example, to reduce unauthorized installations, support licensing requirements, standardize a managed workstation fleet, or harden systems with predictable software needs. It is less suitable as a set-and-forget measure: the organization needs reliable software inventory, testing capacity, accountable policy owners, exception handling, monitoring, and a recovery plan.

For a Windows deployment, the choice between App Control for Business and AppLocker should follow the required protection level and product limitations, not just familiarity with a tool. For any platform, validate coverage and support against the specific devices, software, and workflows in scope.
