It is different from Arduino’s built-in EEPROM library, which accesses memory available on some Arduino microcontrollers, and from the Arduino IDE’s Programmer setting, which applies to board-upload and bootloader operations.
The basic challenge is controlling the chip’s address, data, and control signals. One documented approach uses two 74HC595 shift registers to provide additional outputs. The design details—including wiring and write behavior—depend on the exact EEPROM and matching circuit, so use the chip datasheet and one coherent project schematic and firmware rather than treating a family name as a universal pinout.
What an Arduino EEPROM programmer does
A parallel EEPROM stores data at numbered addresses. To access a byte, a programmer selects an address, uses control signals to request a read or write, and transfers data over the chip’s data lines. An Arduino can perform those operations if connected to the required signals and running firmware that implements the chosen chip’s access procedure.
This guide concerns a separate memory IC connected to an Arduino. It does not describe the Arduino EEPROM library or the IDE’s programmer option. The IDE setting relates to operations such as Upload Using Programmer and Burn Bootloader; it is not a circuit for programming an external EEPROM.

Why many designs use 74HC595 shift registers
A parallel memory chip requires multiple Arduino connections: address outputs to choose a location, data connections to transfer a byte, and control signals to determine whether the chip is being read or written. A microcontroller board may not have enough convenient pins to drive all of those lines directly.
One cited project uses two 74HC595 shift registers to extend the Arduino’s outputs. Its author describes using them for address lines—11 in the project’s smaller configuration and 15 for the 28C256—and the output-enable control line. That is an explanation of that project’s circuit, not a manufacturer specification or a universal wiring prescription. Other reference designs may assign the shift registers differently.

Shift registers reduce the number of Arduino pins needed to set multiple outputs, but they do not eliminate the need to understand the target chip’s data and control behavior. Follow the selected schematic and its matching firmware together; do not combine pin assignments from separate builds.
Choose the EEPROM and design as a matched pair
“28C” identifies a broad family, not a guarantee that devices share the same pinout, voltage requirements, write procedure, or protection behavior. Confirm the exact part number and package, then compare its manufacturer datasheet with the programmer circuit and firmware before connecting it.

The table describes cited project examples, not interchangeable parts or a tested universal build. A project’s stated support for a family does not establish that every chip bearing a similar family label will work with it.
Plan the circuit before wiring
For a beginner, the safest way to approach the build is to select a specific EEPROM part and one complete programmer design, then verify each signal against the chip datasheet. Do not infer a wiring table or write sequence from capacity alone.

- Identify the exact chip. Record its full part number, package, and manufacturer. Find the manufacturer’s datasheet for that device rather than relying on a generic 28C-family description.
- Choose a complete project revision. Use the schematic and firmware intended to work together. Check that they name your target device and explain the relevant pin assignments.
- Map the signals. Identify address, data, and control pins in the datasheet and trace where each goes in the selected schematic. Confirm which Arduino pins and shift-register outputs the firmware expects.
- Check electrical and write requirements. Verify supply voltage, control-signal levels, write timing and sequence, and any protection or write-enable behavior in the datasheet and project documentation.
- Match the socket and package. The documented Nano build lists a 28-pin socket, with ZIF and regular socket options. Confirm package and orientation for your exact EEPROM; a socket choice does not make a different pinout compatible.
- Test only the operations the firmware supports. The cited basic project describes writing a few bytes and dumping memory. Do not assume it provides full-chip programming, verification, protection handling, or recovery unless its documentation and code establish those functions.
Reading, writing, and verifying are different capabilities
A programmer that can dump memory has demonstrated a read path in its documented design; that alone does not establish that it can safely write the chip. Likewise, a demonstration that writes a few bytes is not evidence of a complete memory-image workflow or robust verification.
Before relying on a build, establish from its firmware and documentation whether it can read data, write the intended address range, compare written data with a subsequent read, and handle any chip-specific protection behavior. If those behaviors are not documented for the exact device and circuit, treat them as unknown rather than assuming support.

Keep three Arduino “EEPROM programmer” concepts separate
- External parallel EEPROM programmer: The custom circuit in this guide, which connects an Arduino to a separate memory IC using address, data, and control signals.
- Arduino EEPROM library: A software interface to EEPROM memory on supported Arduino hardware; it does not by itself wire an external parallel chip to the board.
- Arduino IDE programmer setting: A setting for board programming workflows, including operations such as uploading with a programmer or burning a bootloader; it is not the external EEPROM circuit.
Common reasons a build does not match its target
- Assuming the family label is enough: A part name alone does not confirm compatible pinout, voltage, write sequence, or protection behavior.
- Mixing designs: Different projects can assign address and control signals differently. Mixing a schematic from one design with firmware from another can make the Arduino drive the wrong lines.
- Expecting shift registers to solve every interface issue: They add output capacity, but the circuit still needs the correct data path and control behavior for the chosen EEPROM.
- Confusing a memory dump with a full programmer: Read capability does not prove write support, and a limited write example does not prove complete programming or verification features.
