To manage website consent properly, make a clear, affirmative request for each distinct purpose, save evidence of exactly what the person agreed to and when, and provide a persistent way to change or withdraw that choice. When consent is withdrawn, stop the consent-based activity and pass the change to relevant systems and recipients. The details vary by jurisdiction: the guidance below draws on UK ICO, EU EDPB and European Commission, and French CNIL sources. The ICO says some UK consent guidance is under review following the Data (Use and Access) Act, so check its current guidance before implementing UK controls.
Decide whether consent is the right basis
Consent is meaningful only if a person can freely refuse it and later change their mind without detriment. The EDPB says that if withdrawal cannot be exercised freely, consent may not be an appropriate legal basis. Do not use a consent banner to disguise processing that is necessary or that relies on another legal basis. For cookies and other device-storage or access technologies, separately assess the rules that apply in the relevant jurisdiction.
Not every cookie requires consent. European Commission guidance distinguishes necessary service and communications uses that may be exempt from examples such as behavioral advertising and social-plugin tracking, which require prior consent. Assess each technology by its purpose and applicable rules rather than treating all cookies alike. See the European Commission’s online privacy guidance and the CNIL’s cookies and trackers guidance.
Ask for a clear, specific choice
Make the consent request distinct from general terms and explain it in plain language. Tell people who is collecting or relying on consent, why their data will be processed, which categories of data or technologies are involved, and who may receive the data. Explain how to withdraw. Where purposes differ, provide separate choices so a person can agree to one without agreeing to all.
Require an affirmative action. Do not use pre-ticked boxes, infer consent from browsing, or bury the request in general terms. For cookies and similar technologies, do not set technologies that require consent before that consent has been obtained. The EDPB consent guidelines and the ICO’s guidance on obtaining, recording and managing consent explain the requirements.

Record evidence of what the person chose
A record that says only “consent=true” does not show which purposes were accepted or what the person was told. The ICO’s practical checklist points to a record that connects the person’s choice to the request they actually saw.
- Who: A name or suitable identifier, such as an account name or session ID.
- When: A timestamp or dated record.
- What they saw: The consent statement and relevant privacy information, identified by the version or date in effect when they chose.
- How: The submitted action or data and the method used, linked to the version shown.
- Scope: The specific processing purposes covered by the choice, recorded at a sufficiently granular level.
- Withdrawal: Whether consent was withdrawn and when.
For example, an IP address and time linked only to the current live form may not establish what the person saw at the time. A stronger record links an identifier and timestamp to the submitted choices and an archived copy or version of the form and privacy information presented. The ICO says an appropriate cryptographic hash may help support the integrity of online consent records.

Keep evidence while relying on consent, protect it, and set a retention period that fits the purpose and applicable obligations. The ICO’s consent record guidance covers the evidence elements and record-keeping considerations.

Let people revisit and update their preferences
Make a persistent, accessible route available after the initial choice, such as a “Privacy settings” link or preference dashboard. It should let people revisit separate purposes and change their choices, not merely display a notice. Keep the controls connected to the tags, cookies and downstream data uses they govern; a preference screen that does not affect those systems is not an effective control.

Review consent when purposes, processing or recipients change. If a new purpose falls outside the choice a person made, obtain fresh consent before relying on consent for that purpose. The ICO says the right refresh interval depends on context; it suggests considering two years if in doubt, but that is not a universal statutory expiry date. Make withdrawal as easy as giving consent
People must be able to withdraw at any time, and the process should be at least as easy as the original choice. The ICO says an accessible one-step process is appropriate and that, where possible, the same channel used to give consent should also be available for withdrawal. Record the withdrawal and its time, and make the control easy to find—for example, keep the privacy-settings route accessible from the site rather than requiring someone to locate an old email or contact support.

“The data subject shall have the right to withdraw his or her consent at any time. The withdrawal of consent shall not affect the lawfulness of processing based on consent before its withdrawal. Prior to giving consent, the data subject shall be informed thereof. It shall be as easy to withdraw as to give consent.”

This is Article 7(3) of the UK GDPR as reproduced in the ICO’s consent guidance. Withdrawal does not make earlier consent-based processing unlawful, but it ends permission to rely on that consent going forward.

Propagate a withdrawal through systems and recipients
For consent-based UK cookie and storage-access technologies, the ICO says withdrawal should lead to stopping the technologies and the related consent-based personal-data processing, handling technologies already set as required, and notifying relevant third parties that received the data or relied on consent. The ICO also says withdrawal should be interpreted as an erasure request for information held about the user that was gathered under that consent.
A narrowly scoped suppression record may be retained where there is a justification for compliance, but people should be told that the record exists and the basis for keeping it. Build withdrawal handling into the systems that control tags and downstream sharing, rather than treating a changed banner setting as the whole task. Choose an in-house system or a CMP based on the controls needed
A consent management platform (CMP) can present choices and retain records, but it is optional. Whether you build or procure a preference system, assess whether it can:

The website operator remains responsible for suitable controls, evidence and withdrawal behavior. The ICO advises organizations to assess their relationship with a CMP provider; do not assume that adopting a tool alone satisfies those responsibilities. See the ICO’s consent management guidance.
