LNG supply or price changes can raise costs for gas-fired power plants and city-gas suppliers in South Korea, but they do not automatically produce an immediate, equal increase in household bills. The effect depends on procurement contracts, tariff adjustment schedules, local distribution costs, and government decisions.

How LNG costs can reach electricity bills

Korea Gas Corporation (KOGAS) imports LNG, regasifies it, and supplies it to power plants and local city-gas companies, as described in its Natural Gas Supply Business System. When LNG becomes more expensive, gas-fired generators can face higher fuel costs. What happens next depends partly on how each generator obtains gas and on the electricity tariff mechanism.

Generators have different procurement exposure

The Korea Energy Economics Institute (KEEI) describes three arrangements: KOGAS average tariffs, individual tariffs tied to particular import contracts, and direct imports by generators. These structures can expose generators differently to term-contract and spot-market prices. A generator short of contracted supply may be more exposed when replacement spot LNG is scarce or costly. KEEI’s discussion is structural analysis from 2021, not a forecast of current LNG prices or a claim about a present disruption. See its analysis of power-generation gas procurement systems.

KEPCO’s fuel-cost adjustment is not an LNG-only index

KEPCO’s fuel-cost adjustment calculation combines recent prices for bituminous coal, LNG, and heavy fuel oil, applies conversion weights, compares the result with a reference fuel cost, and expresses the difference in won per kilowatt-hour. For July–September 2026, KEPCO calculated an adjustment of -3.4 won/kWh, but the final amount applied remained +5.0 won/kWh under government direction, with KEPCO citing its financial condition and unrecovered fuel costs. These are quarter-specific figures, not the Q4 2026 charge or a general rule for future bills. The distinction is visible in KEPCO’s fuel-cost adjustment notice.

How LNG costs can reach city-gas bills

KOGAS describes wholesale natural-gas tariffs as raw-material cost plus KOGAS supply cost. A retail city-gas rate adds the local city-gas company’s supply cost. Therefore, an LNG cost change is only one component of the amount a household may ultimately pay; local distribution and supply costs also matter. KOGAS says raw-material costs move with oil prices and exchange rates, and that the difference between material costs recovered through tariffs and actual costs is reconciled in a later cost calculation. Its tariff-method information explains these components.

Adjustment timing depends on use category

KOGAS says household-use raw-material costs are adjusted every two months, in odd-numbered months. Commercial, city-gas power-generation, and power-generation categories are adjusted monthly, subject to ministry approval. Wholesale supply costs excluding raw materials are adjusted annually. Local city-gas companies’ retail supply costs are calculated by each company and approved by the relevant provincial or metropolitan authority. These schedules mean the timing of a cost change can differ between households and other users.

Government decisions can moderate or defer pass-through

A 2021 Ministry of Trade, Industry and Energy (MOTIE) backgrounder described a decision to freeze household and general-use city-gas rates even though some other categories continued to adjust under raw-material cost linkage. It said a 5.5% wholesale-price increase factor would otherwise have applied in May 2021. That is a historical example of policy affecting timing, not evidence of a current freeze or current household rate. See MOTIE’s 2021 city-gas rate backgrounder.

What an LNG supply disruption could change

Reduced LNG availability can matter even if a published benchmark price has not yet moved: buyers may need replacement volumes, and the cost and availability of spot supply can differ from contracted supply. KEEI’s 2021 analysis discusses how contract shares, storage arrangements, and direct procurement responsibilities shape exposure. It does not quantify the bill effect of a hypothetical disruption today.

The chain is therefore not simply “LNG rises, household bills rise by the same amount.” Fuel costs first affect generators or gas suppliers; tariff formulas and adjustment intervals shape when costs enter rates; government decisions can affect the applied amount; and local city-gas supply costs add another component for gas customers.

What these figures can—and cannot—tell a household

The published material does not establish a single current statistic translating a given percentage change in LNG prices into a typical South Korean household’s monthly electricity or gas bill. A household-specific estimate would require the relevant current tariff, customer category, region, and consumption. KEPCO’s Q3 2026 adjustment is an electricity tariff example for that quarter, not a forecast for an individual home.
