Reports dated 22 December 2025 say Pakistan’s Telecommunications Authority (PTA) revised its Regulatory Framework for Short Range Devices (SRD) and Terrestrial Internet of Things (IoT) Services to version 1.4. The reported update covers IoT services using both shared, unlicensed spectrum and exclusively assigned, licensed spectrum. For providers, the practical distinction is that shared-band LPWAN access is described as non-interference and non-protection—not exclusive or protected spectrum access. The detailed version 1.4 provisions below are secondary-source summaries; the revised PTA text and fee schedule were not available in the sources cited here.

What PTA’s reported version 1.4 covers

The framework concerns how IoT services are provided and how spectrum is used in Pakistan. It addresses two broad routes: service over shared or unlicensed spectrum, and service over exclusively assigned or licensed spectrum. It is a regulatory update, not a consumer-device launch or an announcement that a particular gateway is approved.

Version 1.4 was reported by TÜV Rheinland, Business Recorder and PhoneWorld on 22 December 2025. The report identifies operational changes for LPWAN licensees and conditions under which some existing telecom licensees may provide IoT services. Because the official revised PTA document was not retrieved, treat these provisions as reported summaries rather than verified clause text. TÜV Rheinland’s version 1.4 summary is the most detailed account in the available coverage.

Operational provisions reported for LPWAN licensees

TÜV Rheinland’s account reports several areas for LPWAN operators to examine. The exact wording, scope and deadlines should be checked against PTA’s current version 1.4 document before a provider relies on them.

  • Gateway registration and information: LPWAN licensees reportedly have gateway registration and information-provision requirements involving PTA.
  • Commencement certificate: New and existing licensees reportedly must obtain a commencement certificate within one year, with automatic cancellation reported as the consequence of missing that deadline.
  • Data storage location: Storing data outside Pakistan reportedly requires prior PTA permission.
  • Service suspension: The summary reports that services may be suspended on national security grounds.
  • Fees: The report identifies changes to initial license fees, annual gateway charges and processing fees, but gives no amounts. Do not rely on older figures as the version 1.4 schedule.

These reported provisions are consequential for launch planning, compliance and operating budgets. The available coverage does not settle the precise filing process, fee amounts or how the requirements apply to every deployment.

What telecom licensees need to verify

The version 1.4 summary says cellular mobile and local loop licensees may provide IoT services on specified bands subject to prior PTA approval. It does not establish that approval is automatic, identify every applicable band in the retrieved account, or remove the need to confirm the operator’s existing license conditions. An operator should verify the eligible bands, approval procedure and any service-specific obligations in the current PTA text before offering service.

What the revision means for IoT buyers and integrators

Organizations planning connected infrastructure should treat regulatory authorization, network access and device compatibility as separate checks. The framework regulates providers and spectrum use; it does not itself confirm that an individual LoRaWAN or other LPWAN gateway is approved for use in Pakistan.

  • Ask the service provider which spectrum route it uses and what PTA authorization applies.
  • For shared-band LPWAN, account for non-protected access rather than assuming exclusive use or interference protection.
  • Confirm that the gateway and end devices support the selected network and comply with local requirements.
  • Check provider coverage and availability at the actual deployment sites; the cited reports provide no comparative coverage or performance data.

What remains unconfirmed

The available sources do not provide an official PTA-hosted copy of version 1.4 or its complete fee schedule. They also do not verify verbatim clause language, later amendments, comparative route costs, coverage or performance, or measured results from the revision. Business Recorder and PhoneWorld provide contemporaneous secondary coverage, while the detailed operational summary comes from TÜV Rheinland. Check the latest official PTA framework and any subsequent notices before making compliance or investment decisions.
