Pakistan’s Digital Authority (PDA) and United Nations University (UNU) have signed a memorandum of understanding to accelerate Project GovAI, a planned digital micro-learning and upskilling effort for civil and public servants. UNU says the initiative is designed to enable AI upskilling for more than one million Pakistani civil servants by 2028. That is a target, not a report of people already trained; the announcement describes preparation and planned pilots rather than a nationwide course rollout.
What is Project GovAI?
Project GovAI is a proposed public-sector learning program focused on practical AI skills and governance capability. PDA and UNU signed the MoU at Indus AI Week 2026. UNU describes the program as digital micro-learning and upskilling for civil and public servants. UNU’s announcement was published on February 13, 2026.

How many civil servants is the initiative meant to reach?
UNU states that GovAI is designed to enable AI upskilling for more than one million Pakistani civil servants by 2028. This is the initiative’s stated reach target, not a verified enrollment or completion total. The announcement does not provide a count of participants trained or report measured outcomes. What did PDA and UNU agree to do?
The MoU sets out a discovery and testing phase intended to shape the program before any possible scale-up. The announced work includes:

- Planning early micro-training, webinar, and e-learning pilots to examine localisation, engagement, and measurement.

Which United Nations University teams are involved?

Why does the partnership matter to government services?
PDA Vice Chairperson Mohammad J Sear said: “Digital transformation is moving faster than ever. GovAI will help ensure our civil service has the practical AI skills and governance capability needed to deliver the Digital Master Plan and improve services for people and businesses across Pakistan.”
Federal Minister for Information Technology and Telecommunication Shaza Fatima Khawaja said the partnership would build practical skills across the public sector and help make government services faster, simpler, and fairer.
