It also creates routes to systems that monitor or control physical processes. That changes cyber risk in two ways: more assets or functions may become reachable, and a compromise may affect operations, reliability or safety—not just data. The right response is not automatically to disconnect everything; it is to design and govern each connection around the needs and consequences of the process.
What OT connectivity means
Operational technology is the broad category of programmable systems and devices that monitor or cause changes in physical devices, processes or events. Industrial control systems (ICS) are one part of OT. Other examples include building automation, transportation systems, access control and environmental monitoring.
Connectivity can link OT with business networks, remote support services, industrial IoT devices or cloud capabilities. Those links can let people share operational data, oversee equipment across sites and support maintenance remotely. NIST’s finalized manufacturing cybersecurity project describes enterprise-wide connectivity and remote access as business enablers, while noting that integration can also make ICS and ICS data more vulnerable to malicious actors.
The practical question is not simply whether a facility is “connected.” It is which devices and control functions can communicate, in which direction, through what intermediary, and under whose authority.

Why the risk equation changes
More routes can mean more reachability
Every enterprise link, remote-access path or cloud integration adds dependencies and potential routes to consider. A route does not mean an attacker can automatically control equipment. Its significance depends on what it reaches, how access is authenticated and authorized, what boundaries restrict movement, and whether activity can be detected.
Map the path, not just the connection label. A remote session terminating at a managed intermediary, for example, raises different questions from a direct route into a control network: what systems can the session reach, who approves it, how long does access last, and what is recorded?
Digital compromise can have physical consequences
OT differs from many ordinary business systems because it can directly monitor or affect the physical environment. Depending on the process, a cyber incident could interrupt production or building services, undermine reliable operation, or contribute to unsafe behavior or physical effects. Confidentiality and data loss still matter, but they are not the whole impact assessment.

NIST’s Guide to Operational Technology (OT) Security, Special Publication 800-82 Revision 3, says OT security must account for distinctive performance, reliability and safety requirements. A security measure that disrupts a time-sensitive process or creates an unsafe operating condition is not a successful control.

There is no universal architecture ranking
A connection design should be judged against the process it supports, not a blanket claim that one topology is always safest. Use questions such as these to compare options; they are assessment criteria, not results of a controlled comparison.

| Cloud or IIoT integration | What data or functions are exchanged, in which direction, what external dependencies are introduced, and how would interruption affect operations? |
For any design, also assess operational value and latency needs, the consequences of interruption, monitoring visibility and the ability to recover trusted operations. Network isolation can be useful, but it is not always practical and does not replace understanding assets, dependencies or recovery needs.

Controls that make connectivity more governable
1. Inventory assets and connections
Record OT devices, their owners and operational criticality, known software or firmware, communication partners, remote links and dependencies. Include the route into each connected system, not only the system itself. An inventory gives teams a basis for deciding which connections are necessary and what needs priority during a disruption.
2. Restrict and govern remote access
For each approved remote purpose, define who may connect, what systems they may reach, how identity is verified, who authorizes access and how activity is overseen. Prefer time-bounded access over standing access that remains available when it is not needed. Make the accountable owner and approval path clear before a session is required.
3. Segment networks and limit communications
Where the process architecture permits, separate enterprise, supervisory and process-control functions into appropriate zones and allow only required traffic between them. Segmentation is intended to limit how far a compromise can spread; it is not a guarantee that an incident cannot cross a boundary. Design changes around operational dependencies and validate that permitted flows support safe, reliable operation.

4. Monitor with OT context
Build visibility into communications and activity that matters to the process, and ensure alerts can be assessed by people who understand operational consequences. Monitoring should be planned with care where active scanning or abrupt configuration changes could affect availability or safety. Detection is useful only when teams know how to investigate without making the situation worse.
5. Protect management functions and credentials
Limit who can change configurations, control logic or administrative settings. Make important changes attributable, reviewable and traceable so teams can distinguish authorized maintenance from suspicious activity. Treat privileged credentials and management paths as part of the OT boundary, including when access is mediated by enterprise or remote-support systems.
6. Plan safe response and recovery
Define in advance who can isolate a connection, stop equipment or move a process into a safe state; who makes safety decisions; and how manual or continuity procedures work. Establish how trusted configurations and operations will be restored. An IT incident playbook alone may not address these decisions because OT performance, reliability and safety constrain what responders can do and when.

Use current NIST guidance carefully
As of October 5, 2026, NIST SP 800-82 Rev. 3, published September 28, 2023, is the final revision identified by NIST. It is the published guide to OT security and addresses OT-specific performance, reliability and safety needs.
NIST SP 800-82 Rev. 4 is an Initial Public Draft dated September 21, 2026, with comments due November 30, 2026. It is not a final guide. The draft reorganizes material around NIST Cybersecurity Framework 2.0 and proposes expanded coverage of sectors and cloud/IIoT, along with stronger emphasis on enterprise-risk alignment, asset management, monitoring and detection, protection of system management functions and zero-trust principles. Organizations can consider these directions, but should not describe draft content as finalized NIST requirements.
NIST’s sources do not establish a universal statistic for how much connectivity increases OT cyber risk. The effect depends on the assets, routes, controls and physical process involved, so a generic incident-growth figure would not answer the site-specific risk question.
