The deep web is all the online content conventional search engines do not index; the dark web is a smaller part of it that runs on overlay networks and usually needs specialized software or configuration to access. A bank account page is deep web. A Tor onion service is one example of a dark-web service.
What is the difference between the deep web and the dark web?
The terms describe different things. “Deep web” is about whether content appears in conventional search results. “Dark web” describes a subset hosted on overlay networks—networks that operate on top of the public internet and use their own access methods. The FBI describes the DarkNet as a subset of the Deep Web, and the Australian Cyber Security Centre uses the same subset relationship.

These categories are not two separate internets. A page can be absent from search results simply because it is private or not linked publicly; that does not make it a dark-web site.
Why is ordinary private content part of the deep web?
Search engines cannot index every page. Some content requires a login, lives in a database, or is deliberately blocked from indexing. Other pages may have no links pointing to them. The FBI lists all of these as examples of deep-web content.

That makes the deep web part of routine internet use. When you sign in to check a bank balance, use an organization’s intranet, or consult a subscription legal or medical database, you are accessing material that is generally not indexed for public search. The European Parliamentary Research Service also identifies academic databases, research repositories, and intranets as examples.
In many cases, an ordinary browser is enough: you reach the page through its website or a direct link, then use the required credentials. Not being searchable does not by itself require special software.

What makes the dark web different?
Dark-web services use overlay networks, which provide a separate way to reach services over the internet. They typically require a compatible application or network setup rather than just a standard browser and an ordinary web address. Tor is one such network; its onion services are a familiar example. The Center for Internet Security also names Freenet and I2P, so the dark web is not synonymous with Tor.
“Dark web” refers to the access method and network, not to a single website or a guarantee that the content is hidden from every party. Access may also depend on a service’s own authorization requirements.

Is the dark web illegal?
No. The dark web is not unlawful merely because it is the dark web. The European Parliamentary Research Service says it is not unlawful in itself, while noting that some sites offer illegal content and services. The FBI likewise recognizes legitimate uses alongside criminal activity.
Legality depends on the specific content and conduct, as well as the jurisdiction. Treating every dark-web service as criminal is inaccurate; assuming every service is safe or lawful would be equally mistaken.

Does Tor make you anonymous?
No privacy tool guarantees perfect anonymity. The Tor Project says Tor Browser has privacy protections but “cannot guarantee perfect anonymity.” A user’s behavior can still expose information—for example, submitting identifying details to a form or opening a downloaded document in a way that reveals data.

- Download it from the official Tor Project download page, not from a third party. The project says the browser is free and open-source; software presented as Tor Browser that demands payment is fake.
- Verify the download’s signature using the project’s signature-verification instructions.
- Avoid adding extra plugins, which can weaken privacy protections.
- Do not torrent over Tor, and be cautious with forms and downloaded documents.
- Check for HTTPS before entering sensitive information. Tor does not replace the protections provided by HTTPS between your browser and a website.
These precautions reduce specific risks; they do not make every site trustworthy or guarantee anonymity.
Do deep-web and dark-web size statistics tell you much?
There is no suitable, attributable statistic in the cited institutional sources establishing that a particular percentage—such as 90% or 95%—of the web belongs to either category. Avoid treating those figures or iceberg diagrams as measured facts. The useful distinction is how content is indexed and accessed, not an unsupported estimate of its share of the internet.
