The most useful distinction is who controls the next step: application code may follow a predefined sequence while an LLM performs one or more tasks, or the model may decide dynamically what to do next and which tools to use. Because the term “agent” is used with different breadth, describe how a system actually works rather than relying on the label.
What separates an AI workflow from an agent?
“AI-powered” only tells you that AI is involved; it does not tell you who directs execution. A workflow is a sequence of steps toward a goal. In a predefined AI workflow, software determines the sequence or routing, and the model supplies output at designated points. In a narrower architectural use of “agent,” the model directs meaningful parts of its own process, choosing actions or tools in response to the task and what happens along the way.
Anthropic describes workflows as LLMs and tools orchestrated through predefined code paths, in contrast to agents that let LLMs dynamically direct their processes and tool use. OpenAI likewise excludes applications that use LLMs without letting them control workflow execution from its definition of agents. Neither source presents this distinction as a universal naming standard: it is a practical way to make the system’s behavior clear.
Compare the control, not the number of AI steps

This comparison summarizes the architectural distinctions discussed by Anthropic and OpenAI; it is not a formal certification checklist.

Counting model calls, integrations, or steps is less useful than asking who decides what happens next. A multi-step process can still be a workflow if code fixes its structure. Anthropic gives prompt chaining, routing, and parallelization as examples of patterns that can have predefined structure.
How much autonomy does the system have?
Autonomy is not an all-or-nothing property. A system may decide dynamically which action to propose, while a person must approve that action before it occurs. That approval boundary matters to users, but it does not by itself make every model decision disappear: describe both what the model can choose and what remains under human control.

Definitions also vary beyond the narrow workflow-versus-agent distinction. Google for Developers defines an agent as software that can reason about user inputs to plan and execute actions on a user’s behalf, and describes an agentic loop of observing, reasoning, acting, and receiving feedback. The OECD’s 2026 report compares definitions rather than setting a binding standard. It identifies objectives, outputs—often actions—and autonomy as especially common features, with environmental influence, adaptiveness, and inference also appearing frequently.
In the OECD report’s selected sample of 18 definitions, objectives and outputs appear in all 18, while autonomy appears in 17. Those counts characterize that sample, not every definition or the market as a whole. The report’s summary describes agents as systems that perceive and act on an environment with some autonomy, use tools as needed to pursue goals, and adapt to inputs and context.

A practical naming test for writers
- Identify who controls execution. If a fixed chain, router, script, or application rule determines what happens next and the LLM fills in a step, call it an “AI-powered workflow” or “LLM workflow.”
- Check whether the model directs meaningful actions. If it can select tools or actions dynamically, react to results, and manage progress toward a goal, “AI agent” is a defensible label under the narrower architectural definitions.
- Explain mixed architectures. If an agent operates inside a fixed larger process, call it an “agent within a workflow” or an “agent-orchestrated workflow,” then identify which layer controls the next step.
- State the approval boundary. Say which actions the model can take on its own and which require human approval. Human review and model-directed decision-making can coexist.
This is editorial guidance synthesized from the definitions discussed by OpenAI, Anthropic, and the OECD; it is not a rule mandated by a regulator or standards body.
When is an agent the right architecture?
Choose the simplest approach that fits the task. Anthropic recommends predefined workflows for well-defined work when predictability and consistency matter. A model-directed agent is more relevant when the work requires flexibility and dynamic decisions. That flexibility may improve performance on tasks that need it, but can bring greater latency and cost.

OpenAI suggests considering agents when conventional deterministic or rule-based approaches fall short. Its guide describes agents as systems that accomplish tasks on a user’s behalf, with an LLM managing workflow execution and making decisions, recognizing when work is complete, correcting actions where needed, and selecting tools according to the workflow state within guardrails. Its account also makes clear why a one-turn LLM, simple chatbot, or sentiment classifier is not automatically an agent: using a model is not the same as giving it control over execution.

Since there is no universal threshold for the label across the definitions reviewed here, make the architecture legible to readers. A useful description identifies:

- which parts of execution the model controls and which are fixed in code;
- which tools or actions the model may select;
- whether it can respond to results by changing its next step;
- what guardrails constrain it; and
- which actions require a person’s review or approval.
That description is more informative than calling every LLM-assisted process an “agent,” and more useful than treating the word as a certification.
