Treat company forecasts as forecasts—not regulator decisions, completed work, or independently verified results.
What does a feasibility study prove?
A feasibility study is an integrated case for a particular project design. It connects the proposed mine and processing method to production, infrastructure, costs, environmental obligations, schedule, and projected economics. It can help investors and decision-makers assess whether that defined design appears technically and economically viable under stated assumptions. It does not prove that every assumption will hold, that permits have been granted, that financing is secured, or that construction can begin immediately.
Start with the study’s identity and maturity
- Study type and standard: Record whether the document is an initial or preliminary assessment, pre-feasibility study, or feasibility study, and which reporting standard it follows. Do not treat these labels as interchangeable.
- Dates and responsibility: Note both the effective date of the data and the publication or filing date. Identify the qualified or competent persons responsible for the technical work and any material qualifications or limits described in the report.
- Project definition: Establish ownership, mining method, processing route, infrastructure concept, and the resource and reserve categories used in the economic case. Check whether the design being discussed now is the same design the study evaluated.
- Data maturity: Look for the drilling, metallurgical, geotechnical, hydrological, engineering, and other data supporting the design. Identify work the authors say remains necessary before the next study stage or a construction decision.
The distinction matters in practice. The November 2024 Roughrider S-K 1300 initial assessment recommended more data collection for pre-feasibility work, continued permitting and project planning, and financing. Those recommendations describe that assessment and project at the time; an initial assessment should not be presented as a final feasibility study or construction decision.
Trace the economics back to the design
Do not stop at a headline net present value (NPV) or internal rate of return (IRR). Reconstruct how the study arrives at its cash flows and check whether the design, production profile, cost basis, and assumptions align. In particular, examine:

- Mine plan or, for an in-situ recovery (ISR) project, the wellfield assumptions, production schedule, grade or solution assumptions, and recovery rates.
- Processing route, recoveries, ramp-up assumptions, and the timing of expected production.
- Uranium-price case, exchange rates, royalties, taxes, and whether prices and costs are expressed in constant or nominal terms.
- Initial and sustaining capital, operating costs, contingency, owners’ reserves, and how the estimate was prepared.
- Closure, reclamation, restoration, water management, and other environmental costs included in or excluded from the model.
- Sensitivity cases for material inputs, and the point in the project timeline from which cash flows and discounting begin.
Check whether reported returns depend on inferred resources, entity-level tax benefits, or other assumptions that may not be available to every investor or project configuration. A study’s economics are conditional on its inputs; a positive result is not a guarantee of realized returns.
How do I know whether a uranium project is actually ready to build?
Readiness is a chain, not a single percentage or label. The study establishes a design case; approvals establish what regulators have authorized; execution evidence shows whether the design can be delivered. A gap in any of these strands can delay or change the project.

Check engineering maturity
Compare the study design with the current execution design. Look for detailed engineering progress, the packages issued for construction, unresolved design work, and changes to scope, cost, or schedule since the study baseline. A progress percentage is useful only when the company explains what it measures and when it was reported.
Check procurement, contracts, and schedule
- Separate equipment already ordered or contracted from planned procurement. For long-lead equipment, look for order status and expected delivery dates.
- Check whether construction contracts have been awarded, what work each covers, and how interfaces between contractors and the owner will be managed.
- Look for a detailed, integrated schedule—not just a broad build-duration claim—and note whether it depends on contract awards, contractor onboarding, permits, financing, or a final investment decision (FID).
- Ask how project controls will track cost, schedule, changes, contingency, and owner-supplied work.
- Look for a commissioning and ramp-up plan, including the steps between construction completion and sustained production.
Distinguish estimates from commitments
A capital estimate is not the same as cash already spent, a signed contract, or fully committed financing. Record the estimate’s date, currency, precision or class, scope, contingency, and comparison basis. Then identify what has been funded or contracted and what remains exposed to price changes, scope changes, or future approval. Do not infer that a project’s entire estimated cost is committed merely because its owner reports an FID-stage estimate.

Which permits and approvals should I check?
“Permitted” is not a universal yes-or-no status. Build a project-specific approvals register because environmental assessment, authorization to construct, authorization to operate, and other land, water, pollution-control, or nuclear-material approvals can be distinct decisions. The applicable authorities and approval sequence depend on the jurisdiction and project.

Use the regulator’s decision and its conditions to establish legal status where available. Company releases are useful for identifying what the issuer says has happened, but distinguish that account from the underlying decision and do not extend a project’s authorization beyond the activities it covers.

What does the Phoenix example show about changing status?
Denison Mines’ releases illustrate why status must be tied to a date and to the specific approval or execution measure being discussed. The figures below are issuer-reported statements, not independent verification.

The same release quoted Denison CEO David Cates as saying, “Denison has successfully demonstrated to the Commission’s satisfaction that Phoenix can be built in a manner that meets Canada’s stringent standards.” Attribute that statement to the company’s CEO; it is not an independent assessment of the project’s prospects.

The regulatory milestone and the January execution update answer different questions. A later approval can change a project’s permitting status without resolving whether its schedule, costs, contracts, funding, or production forecasts will be achieved.
How should I compare two uranium projects?
Compare projects on the same axes and date basis. A headline NPV cannot compensate for a less mature study or unresolved construction dependencies. Use a table or scorecard that records the underlying evidence rather than relying on a single readiness label.
- Study: Type, effective date, reporting standard, resource and reserve confidence, technical design, and unresolved data needs.
- Technical case: Mining method, process route, recovery assumptions, production ramp, infrastructure, and closure approach.
- Economics: Estimate class or precision, capital scope and contingency, operating and closure costs, price and tax assumptions, and sensitivity cases.
- Approvals: Each decision, its status and date, authorized activities, conditions, expiry or renewal needs, and remaining approvals.
- Execution: Engineering issued for construction, procurement commitments, contract awards, schedule detail, commissioning plan, project controls, and funding evidence.
- Site and stakeholders: Water, waste, tailings or ISR restoration obligations, infrastructure, community and Indigenous engagement, ownership, and joint-venture decisions.
- Outcome timing: Schedule to first production and the dependencies that could change it.
Do not convert this comparison into a false universal score. The evidence needed to judge readiness depends on project design and jurisdiction, and the cited Phoenix and Roughrider examples do not establish an industry-wide cost-overrun rate or a standard percentage at which engineering is “complete enough.”
What should remain an open question?
Even when a study is robust and key approvals are in place, test what could still alter delivery or obligations. Identify dependencies on further testing, procurement, financing, FID, final licence conditions, contract scope, supplier delivery, community commitments, and the commissioning plan. For conventional mining and milling, examine water, waste, tailings, and closure provisions; for ISR, examine restoration and closure obligations associated with the wellfields and process. Treat each item as a specific project risk to verify, not as a generic reason to dismiss or endorse a project.
