But it is not automatically the greener choice: the result depends on whether reuse displaces new production, how well the part performs in its intended workload, how long it remains useful, and what happens to it at end of life.
Are refurbished server parts more sustainable?
They can be, but “refurbished” is not itself proof of an environmental benefit. Reuse preserves some of the value and resources embodied in an existing component. The benefit is strongest when the part is functional, compatible, has a useful service life ahead, and actually replaces a newly manufactured part.
Operational electricity also matters. A reused component that makes a server consume substantially more energy over its remaining service life may reduce or outweigh the benefit of avoiding new production. The right comparison is therefore between complete, realistic options—not simply “old part” versus “new part.”
A European Commission Joint Research Centre (JRC) study published in 2015 concluded that servers with reused components could be environmentally convenient even when less energy-efficient than new servers. A 2019 Commission impact assessment reported a specific modeled scenario in which used servers with efficiency up to 20% below the current average could still be environmentally beneficial; with a larger efficiency deficit, energy use could offset other benefits. That figure is not a universal replacement threshold or a contemporary measurement. It reflects the study scenario reported in the assessment.

Reuse, refurbishment, and recycling are different
Reuse means putting a component back into service, either as-is after checks or after repair or refurbishment. Recycling processes end-of-life equipment to recover materials. Recycling can reduce waste and recover resources, but it does not keep the component itself in use. “Recycled content” describes material used to make a product; it does not mean that a server part has been reused.
The best route depends on the part’s condition and prospects. A tested, compatible component with a meaningful remaining service life may be a reuse candidate. A damaged, obsolete, or unreliable part may be better sent to an appropriate recycling route rather than represented as ready for direct reuse.

Which server parts can be reused?
The JRC’s 2015 enterprise-server study notes that hard disk drives (HDDs) and memory cards are generally designed for easier extraction. Easier extraction can make inspection and removal more practical; it does not establish that an individual device works, is compatible, or has a safe amount of useful life remaining.
- Memory: Confirm the exact server model, memory generation, capacity and configuration support, and test results. Physical fit alone is not enough.
- Storage devices: Check interface and platform compatibility, device health, and secure data handling. A drive’s extractability says nothing about whether it is reliable or whether its data has been securely erased.
- Other components: Assess each part individually. The cited study’s observations about HDDs and memory cards do not establish that every server component is easy to remove or suitable for reuse.
How to compare a new part, a reused part, and recycling

No option wins in every case. Compare the actual component and workload, including whether reuse will replace a new part, the expected time in service, operating electricity, data security, and the equipment’s eventual destination.

What responsible reuse and end-of-life handling look like
For enterprise purchasing, ask for evidence that distinguishes tested equipment for direct reuse from equipment being sent for recycling. The Commission’s data-centre technical report discusses evidence associated with equipment represented as used electrical equipment for direct reuse, as well as reporting final equipment destinations and the proportions reused or recycled. This is useful procurement and end-of-life guidance, not a guarantee of legal requirements in every jurisdiction.
- Request documented functionality and testing for each reused part or equipment batch.
- Confirm compatibility with the intended server and workload, and establish the expected service life.
- For storage devices, establish how data is securely deleted and how that process is documented.
- Ask for traceability and a clear account of where equipment goes, including whether it is reused or recycled.
How EU rules frame server circularity
The European Commission says enterprise servers and data-storage products sold in the EU are governed by Commission Regulation (EU) 2019/424, which addresses minimum efficiency and circularity matters including extraction of key components and critical raw materials, secure data deletion, and firmware availability. The Commission’s product page says the regulation is under review, so check that page for current status before relying on it for a compliance decision.

Recital 4 of Regulation (EU) 2019/424 identifies both use-phase energy consumption and resource efficiency as significant environmental aspects, including reparability, reusability, upgradeability, and recyclability. This reflects the practical trade-off: circularity is not just keeping a part out of the waste stream, and energy performance is not the only consideration.
The JRC’s 2015 study was commissioned to support material-efficiency requirements for enterprise servers. It proposed requirements to facilitate servers with reused components and emphasized traceability and possible standards to support it. These are study recommendations, not a claim that every suggested measure is currently required by law.

Sources and scope
This article concerns enterprise servers and EU policy evidence; it is not a universal lifecycle assessment or a consumer-computer buying rule. The Commission published its final report supporting evaluation of the WEEE Directive on 2 July 2025, but the publication information alone does not establish detailed findings from that report.
