It is the program doing the work—not the terminal window where you type commands or read results. Its Windows subsystem setting affects how it starts, but does not by itself mean that every launch opens a new console window.
What “Windows console app” means
Microsoft describes a console as “an application that provides I/O services to character-mode applications.” In that relationship, the console app is the client: it processes commands or text, receives input, and sends output. It generally relies on a host to handle the interaction rather than supplying its own graphical interface. See Microsoft’s Consoles and About Character Mode Applications documentation.
Console app, console, and terminal are different things

The distinction matters because the app’s work, the system’s console services, and the interface a person sees are separate roles. Microsoft explains these terms in Windows Console and Terminal Definitions.
How a console app communicates
Its usual communication model consists of three standard streams: standard input for incoming data, standard output for normal results, and standard error for error messages. These are handles, not guarantees that text will appear in a particular window. A parent process or shell can connect them to a console, redirect them to files, or join them to pipes or other devices. That is why command-line workflows can save output to a file or pass one program’s output to another. Microsoft documents these handles in GetStdHandle.

What the Windows subsystem setting changes
Windows executables carry subsystem metadata. The common console or terminal application type is IMAGE_SUBSYSTEM_WINDOWS_CUI; in MSVC, /SUBSYSTEM:CONSOLE identifies a “Win32 character-mode application.” The setting communicates the application type and influences startup behavior. It does not guarantee a newly created visible window every time the app runs.
For a /SUBSYSTEM:CONSOLE program, Windows requests standard handles for a console session at startup if a parent process has not already supplied them. Depending on launch context and console allocation policy, a program may use an existing console session rather than receive a new window. GUI-subsystem programs generally do not need a console, though they can use handles or attach to a console in appropriate circumstances. Console apps in development
Starting a .NET console project
Microsoft’s Windows App SDK guidance uses the standard .NET console template command dotnet new console as a conventional starting point and describes how console apps can use Windows App SDK features. Some capabilities, including push notifications, background tasks, and app services, require package identity; basic lifecycle and activation APIs do not necessarily require packaging. Choosing console output APIs
For character-mode apps that need broader compatibility across Windows and non-Windows environments, Microsoft recommends virtual terminal sequences over classic console API calls. This can make text presentation more portable; it does not change the app’s basic role as a program communicating through streams. See About Character Mode Applications.
