A PHP include plugin should not execute a filename supplied by a visitor, shortcode, or other untrusted input. Internal modules, theme-overridable templates, and arbitrary PHP runners are different designs with very different security implications.
Choose what kind of PHP file you need to load

The distinction matters: loading code that your plugin ships and controls is not the same as letting content or a lower-trust user choose code for the server to execute.
Create a conventional plugin scaffold
A plugin can begin as a single PHP file, but a dedicated directory is a sensible structure as soon as it has supporting files. WordPress discovers plugins from PHP files with plugin headers; for a multi-file plugin, the main file needs the header. Attach the plugin’s behavior to WordPress hooks rather than changing core. The Plugin Handbook’s cardinal rule is: “Don’t touch WordPress core.” WordPress Plugin Handbook: Introduction.

This is an illustrative scaffold, not a tested plugin. The ABSPATH check is a common direct-access guard for executable plugin files; it is not a replacement for authorization checks on privileged actions.

Build include paths from the plugin, not a hard-coded installation path
Do not assume the plugin lives beneath a literal wp-content/plugins path. WordPress sites can relocate or rename the content directory. For a file relative to the main plugin file, __DIR__ anchors the path to that file, as in the example. WordPress also provides path helpers when a path should be based on its configured directories. See Determining Plugin and Content Directories.
Keep the include target fixed and plugin-controlled. If an administrator must select from several modules, accept a validated key and map each allowed key to a reviewed path. Never concatenate a raw filename, filesystem path, URL, shortcode attribute, or request value into include, require, or another PHP loader.

Choose the loading statement for the failure you expect
Required dependency: require_once
Use require_once when the plugin cannot function without the file. It expresses that the dependency is mandatory and avoids loading it more than once during a request.
Optional file: check and handle its absence
Use conditional loading only when the file is genuinely optional, and define what the plugin should do when it is missing. WordPress PHP Coding Standards explain that include and include_once issue a warning for a missing file but continue execution; if later code relies on that file, the result can be a chain of further errors. Load templates differently when themes should override them
A module defines plugin behavior; a template produces presentation. If a theme or child theme should be able to replace a presentation file, use WordPress’s template lookup and loading APIs instead of inventing a public PHP execution feature.
- Use
locate_template()to look for the intended template in the active theme hierarchy. - If an override is found, load it with
load_template(), which loads it with the WordPress environment available. - If no override exists, load a fallback template from the plugin’s own directory.
These APIs do not make template code intrinsically safe: PHP in an override executes. Only use theme templates controlled by an administrator. Refer to the locate_template() and load_template() references for their behavior.

Protect settings, module choices, and rendered output
WordPress summarizes its guidance as “Sanitize early / Escape Late / Always Validate.” Sanitize and validate incoming values for their intended use, and escape values when rendering them using a function suited to the output context. Escaping and sanitization are not interchangeable. WordPress Plugin Handbook: Common Issues.
- Check the current user’s capability before allowing a setting change or other privileged operation.
- Verify requests appropriately, including nonce handling for actions that change state.
- Validate a module choice against a fixed allowlist, then resolve that key to a plugin-owned path.
- Escape output at the point it is rendered, using the context-appropriate WordPress escaping function.
Account for WordPress.org distribution rules
WordPress.org’s Plugin Developer FAQ says new plugins that allow arbitrary code insertion or execution are not accepted, citing PHP or JavaScript editors and file managers as examples. A plugin that lets site content or lower-trust users run arbitrary PHP therefore presents both a high-risk security boundary and a directory-acceptance problem. A plugin internally including its own fixed, shipped PHP files is a different design. WordPress.org Detailed Plugin Guidelines.
