Azure App Service is a managed option; self-managed IIS on a Windows server offers more direct operating-system control but makes you responsible for configuration and maintenance. No plan name guarantees that your application will be fast: test its real workload before selecting capacity.
Start with Windows and runtime compatibility
Before comparing hosting tiers, list the parts of your application that depend on Windows. Check its framework and runtime versions, native libraries, 32-bit or 64-bit requirements, and any custom operating-system settings or legacy Windows components. Confirm that the candidate host supports those requirements in the intended region and configuration.
This check can rule out an otherwise attractive managed service. Microsoft describes App Service Managed Instance for Windows web apps that need OS customization or legacy component support; its SKU and regional availability should be verified for the deployment you plan to use. Compare hosting models by operational control

Microsoft defines an App Service plan as “a set of compute resources for a web app to run.” Read Azure App Service plans for the plan model. Choose managed hosting when its supported configuration meets the app’s needs and you prefer less server administration; consider self-managed IIS when operating-system control is important and your team can maintain the server.

Understand how App Service capacity and isolation work
Plan capacity is shared by apps in that plan
On paid dedicated compute tiers, VMs are allocated to the plan, not independently reserved for every app. Apps in the same plan share those instances. A resource-intensive app can therefore compete with sibling apps, and increasing or scaling out the plan affects them together by default. Diagnostics, backups, deployment slots, and WebJobs also use plan resources.
Microsoft recommends considering a separate plan when an app is resource-intensive, needs independent scaling, or must run in another region. A separate plan can isolate its compute, but plan-level billing means it may add cost; check current prices for the specific region and configuration rather than assuming a generic price.

Shared tiers are not scale-out production equivalents
Free and Shared tiers use shared VM instances and cannot scale out, according to Microsoft. Dedicated tiers provide plan-dedicated compute, while IsolatedV2 adds dedicated VMs on dedicated virtual networks. “Dedicated” at the plan level does not mean that apps within that plan stop sharing its instances.
Benchmark the application, not the plan name
There is no broadly applicable hosting-performance figure that predicts how a particular Windows application will behave. Use a repeatable load test with representative requests and realistic concurrency, and observe the application under the configuration you expect to deploy.

- Measure response latency and throughput, not just whether the app starts successfully.
- Track CPU and memory headroom while foreground requests and background jobs run.
- Test storage behavior and startup or warm-up behavior where they matter to users.
- Repeat the test after changing instance size, instance count, hosting mode, or workload mix so that comparisons remain meaningful.
Microsoft’s Premium v4 announcement reports “>50% performance improvement for P1v4-P3v4 plans, relative to the prior generation of non-memory optimized P1v3-P3v3 plans” in Microsoft’s own testing. That is a vendor-reported comparison between specified plan generations, not a forecast for a different application. Check Microsoft’s Premium v4 announcement for that claim and use your own workload tests to choose capacity.

For ASP.NET Core behind IIS, in-process and out-of-process hosting handle requests differently. In-process hosting runs the app in the IIS worker process and avoids proxying requests over the loopback adapter. Microsoft describes it as providing improved performance over out-of-process hosting for that reason. This is a request-path advantage, not a promise of a particular end-to-end speedup; benchmark the app in its supported deployment configuration.

Compatibility matters: Microsoft’s IIS guidance notes that in-process hosting has a limitation for single-file executable publishing. Review the current IIS hosting guidance before choosing a deployment mode.

Use a decision checklist before committing
- Inventory dependencies. Record frameworks, runtime versions, native dependencies, architecture, OS customization, and legacy components; confirm support for the target host and region.
- Define a representative workload. Select the requests, concurrency, background work, and startup conditions that reflect production rather than relying on a provider’s general performance claims.
- Test a candidate configuration. Measure latency, throughput, CPU, memory, and relevant storage behavior, then size the instance and instance count based on observed headroom.
- Map sharing and scaling. For App Service, identify every app and supporting feature using the plan. Decide whether shared plan capacity and shared scaling suit the workload or whether the app needs its own plan.
- Compare operating effort and cost. Weigh managed deployment and maintenance against direct server control and its administration burden. Price the full, region-specific configuration, including linked services, and recheck SKU availability before deployment.
