Why the two declarations are equivalent
none and transparent are values associated with different background properties. none means there is no background image; transparent is a color value that lets underlying colors show through. The CSS background shorthand accepts both kinds of values and supplies defaults for components you omit. As a result, either value used by itself sets the same shorthand defaults.

.example-c { background-color: transparent; }At the longhand level, the result includes background-image: none and background-color: transparent. The declarations do not mean that one makes an element see-through while the other leaves an image intact.
What the shorthand resets
background is a shorthand for attachment, clip, color, image, origin, position, repeat, and size. Any component not specified in a shorthand declaration takes its default value. Among the resulting defaults are:

That reset matters when an element already has a background image, position, or other background setting. Assigning background: transparent does not merely update the color; it resets the other shorthand components too.
Which declaration should you use?

Choose the declaration that matches the scope of the change. A color-only longhand is the safer expression when preserving the rest of an existing background is important.

Two related details
Document canvas painting
In an HTML document, if the root element’s computed background image is none and its background color is transparent, browsers transfer the body’s background styles to the root for painting the document canvas. This behavior concerns the document canvas, not arbitrary nested elements; containment on html or body disables it. See MDN’s background reference.
Background images and accessibility
Browsers do not provide assistive technologies with special information about CSS background images. If an image conveys information essential to the page, provide that information semantically in the document rather than relying on the background alone. See MDN’s background-image reference.

MDN marks the background feature as widely available, while noting that support can vary for some parts of the feature. The cited documentation does not identify a compatibility difference between these two basic shorthand values.
