It turns broad claims about quality into evidence that developers, buyers, and quality teams can use to improve products, compare options, and understand unresolved risks.
What software evaluation means
Software evaluation is the systematic assessment of a product against stated needs and conditions of use. Quality is not an abstract label: the qualities that matter depend on what the software is for, who relies on it, and the conditions in which it will operate. A feature-rich application, for example, may still be unsuitable if it does not support a required workflow or perform adequately in the target environment.
Evaluation is more than running a checklist or assigning a score. It involves defining the decision to be made, establishing relevant criteria, collecting evidence, and interpreting results against stakeholder needs. The outcome should clarify what the software does well, where it falls short, and what uncertainty remains.
Why software evaluation is important
Software and software-intensive systems support personal, business, and safety-related goals. Evaluation helps establish whether a product can provide the intended value and helps expose quality shortfalls or risks before they lead to avoidable consequences. ISO identifies quality specification and evaluation as ways to establish value and avoid negative consequences. ISO/IEC 25010:2023

- Quality assurance and control teams can establish verification goals and acceptance criteria.
- Independent evaluators can assess whether available evidence supports claims about a product.
These audiences are explicitly addressed by ISO/IEC 25041:2012, which gives evaluation guidance for developers, acquirers, and independent evaluators.
Which standards provide a useful reference?
ISO/IEC 25010:2023: the product quality model
The current product quality model identified in ISO’s official listing is ISO/IEC 25010:2023. It defines nine quality characteristics for software and ICT products. These characteristics provide shared terminology that can help stakeholders specify requirements, set evaluation objectives, define quality control criteria, and establish acceptance criteria across the product lifecycle. The model is a reference for selecting relevant criteria, not a requirement to treat every characteristic as equally important in every evaluation.

ISO/IEC 25041:2012: evaluation guidance
ISO/IEC 25041:2012 provides guidance for developers, acquirers, and independent evaluators, applying ISO/IEC 25040. ISO reports that the 2012 edition was reviewed and confirmed in 2024 and remains current.
Check editions before citing the model
ISO/IEC 25010:2011 is withdrawn. When referring to the current product quality model, identify the 2023 edition rather than describing the 2011 edition as current.

When evaluating engineering tools
ISO/IEC 20741:2017 addresses evaluation and selection of software engineering tools. It distinguishes a generic evaluation process and quality characteristics from tool-area-specific capability lists. It is relevant when choosing development tools, but it is narrower than the general product quality model.
How to evaluate software in practice
- Define the decision and context. Specify whether the evaluation supports an acquisition, a release decision, a risk review, or a comparison for a particular user group. Record the intended use and operating conditions.
- Identify stakeholders and needs. Determine whose needs matter and translate them into explicit quality requirements. Include practical constraints and required tasks, not just desired features.
- Select relevant quality characteristics. Use the ISO model as a reference to check for omissions and maintain consistent terminology. Choose characteristics based on the requirements and context; do not assume every characteristic deserves the same weight.
- Choose measures and evidence-gathering methods. For each criterion, decide what evidence would demonstrate whether it is met. Record the methods, conditions, data, and limitations so others can interpret the result and repeat the assessment where practical. NIST’s 2010 report on software trustworthiness specifically highlights the need to improve metrics and measurement methods.
- Compare findings with requirements. Assess the evidence against previously defined criteria and acceptance thresholds. For competing products, apply the same criteria and conditions where feasible, and explain why some requirements matter more than others.
- Report trade-offs and remaining risks. State what the evidence supports, what is unresolved, and what risks decision-makers would accept by acquiring or releasing the software.
What to compare when choosing between products
Start with the decision and the needs of the people who will use or depend on the product. Useful comparison axes include:

- Functional suitability: whether the product supports the tasks and capabilities that are actually required.
- Relevant quality characteristics: how well it meets the qualities that matter in the target context, rather than an undifferentiated checklist.
- Quality in actual use: whether the product is suitable for its intended users and conditions, not only under a narrow demonstration.
- Evidence quality: what was measured, how it was measured, and whether the method supports a fair comparison.
- Acceptance thresholds: which minimum results constitute an acceptable choice or release.
- Lifecycle implications: how the product fits the needs and constraints of its expected lifecycle.
- Residual uncertainty: what has not been established and what risks remain after evaluation.
Make priorities and weighting visible. A product can be preferable for one organization or use case and unsuitable for another, even when both are assessed against the same broad quality model.

Software trustworthiness can be difficult to determine. NIST’s IR 7755, Toward a Preliminary Framework for Assessing the Trustworthiness of Software, was published in 2010 by Elizabeth N. Fong, Charline Cleraux, and Frederick E. Boland Jr. It proposes a preliminary framework for improving metrics and measurement methods so developers and users can analyze, evaluate, and assure trustworthiness. It should be understood as a preliminary framework, not as a universal current certification or definitive assurance scheme.

Why there is no single score or test for every product
Different software serves different stakeholders, purposes, and operating conditions. A useful evaluation therefore selects methods and criteria that fit the product and the decision. ISO’s standards provide models and guidance, but the cited official standard pages do not establish one universal test procedure or a single score that can determine quality for every product. For a regulated or safety-critical context, the evaluation may also need to account for domain-specific requirements beyond a general product quality model.
