No. A valid webhook signature authenticates the message against a secret shared with the sender and helps show that its body was not altered. It does not prove that the event is allowed to change a particular account, tenant, resource, or record. Verify the signature first, then make a separate authorization decision under your application’s rules.

What webhook signature verification proves

For a signed webhook, the receiver calculates a message authentication code from the request body and configured secret, then compares it with the signature supplied in the request. If they match, the body corresponds to a message produced by someone with access to that secret and has not been changed without invalidating the signature. GitHub describes this check as ensuring deliveries came from GitHub and were not tampered with: Validating webhook deliveries.

This proves something about the message and its sender, not whether your application should honor its requested effect. A correctly signed event can still concern a resource your service does not control, identify an unexpected tenant, or request an operation your current policy forbids.

Authentication and authorization answer different questions

Check Question it answers
Signature validation Does this body match a message authenticated with the configured sender secret, and has its integrity been preserved?
Authorization May this event perform this operation on this resource for this account or tenant under the receiver’s policy?

Do both checks. A signature is not a permission grant, and a provider’s event name is not a substitute for your application’s access-control rules.

Process a webhook in separate security steps

  1. Verify the signature over the original body. Preserve the exact bytes received and validate them before parsing or processing. For GitHub, use the configured secret and HMAC-SHA256, comparing the result with X-Hub-Signature-256 using a constant-time comparison. Reject a missing or invalid signature before acting. GitHub warns against a plain == comparison and says proxies or load balancers must not modify the payload before verification. See GitHub’s validation guidance.
  2. Protect the secret. Store the webhook secret securely and use the correct configured value. If the secret is exposed or incorrect, signature checks cannot provide the intended assurance.
  3. Detect duplicates and replays. Track delivery identifiers and avoid processing a delivery already handled. GitHub uses X-GitHub-Delivery as a unique identifier; a redelivery retains the original identifier. A valid signature by itself does not establish that a delivery is fresh or has not been seen before. See GitHub’s event and payload documentation.
  4. Validate the event and action. After authentication, ensure the event type and action are ones your receiver expects to handle. GitHub recommends checking both before processing: Best practices for using webhooks.
  5. Authorize the requested effect. Resolve the affected account, tenant, and resource using trusted application state, then check that the requested operation is permitted under current policy. Do not let a payload alone choose an arbitrary tenant or expand the sender’s authority.
  6. Make side effects safe to retry. Design processing to be idempotent where possible, so retries or redeliveries do not create duplicate effects. Record delivery handling in a way that supports reliable duplicate detection.

GitHub signature headers: use the current recommendation

GitHub recommends X-Hub-Signature-256, which carries an HMAC-SHA256 digest of the request body. The older X-Hub-Signature uses HMAC-SHA1 and is retained for compatibility. Do not consider either header verified merely because it is present: calculate the expected value with the configured secret and compare it securely. Keep the response path short

GitHub recommends responding with a 2XX status within 10 seconds; the documentation does not state a year for this operational target. If processing takes longer, acknowledge the delivery promptly and enqueue work for asynchronous handling, while preserving the validation, duplicate-detection, and authorization checks in the processing flow. GitHub discusses queues and names Hookdeck as one example in its webhook best practices.

Apply provider-specific details carefully

Webhook providers differ in signature headers, algorithms, how request-body bytes are exposed, secret-management guidance, replay identifiers, and retry behavior. Use the provider’s current instructions for those mechanics. The application-level rule remains the same: authenticate and protect the message first, then independently decide whether its requested effect is authorized.
